Expressions of Interest

(EoI)


Programme Background

Ilm Ideas

is a three year programme
formed
to award grants nationwide for the purpose of increasing
access to
quality education

for the children of Pakistan.
It is funded by
UKAid from the
Department for International
Development (DFID),

and is managed by DAI.
Ilm Ideas seeks to support:



Research studies to inform policy and strategic interventions;



Activities to increase demand for greater transparency and accountability; and



Creative sol
utions to the challenges faced by the education sector.

The objective of the Education Voice and Accountability (V&A) Fund is to improve the governance of

the
public and
private education sector
s

in Pakistan by providing grants to civil society org
anisatio
ns, individuals and non
-
government
al

organisations to carry out research and to demand more transparency.

The main target area is
children in primary and lower secondary grades
(classes

-
10
)

who are approximately 5
-
16 years old, as per
Pakistan Constituti
on Art. 25

guaranteeing universal education)


The Ilm Ideas approach is to achieve these objectives by identifying

high value grant partners,

creat
ing platforms for
cross
-
sector

collaboration
,

enhancing
knowledge management mechanisms,

stimulating debate

regarding education
priorities,

undertaking capacity support activities to generate best
-
fit solutions and generating evidence for direct
engagement with policy makers to foster public demand for increased accountability and transparenc
y at the
provincial,
district and local levels.


V&A
Fund Objectives

The V&A Fund
supports

research

about the education sector at
loca
l, constituency, district,

and provincial levels
,

policy analysis based on the research
,

disseminati
on of the research an
d analysis,

and strategic
evidence based
advocacy

derived from research recommendations

in multiple Provincial Assembly constituencies
. The overarching
objectives include:



Increased enrolment rates and retention of primary and secondary
students,
especially girls
;



Improved learning achievements, measured through tests or other qualitative and quantitative instruments;



Enhanced transparency and accountability in the education sector,

measured through surveys or
other
qualitative and quantitative instruments;



Better governance within the sector, measured through qualitative assessments.


V&A Fund Outputs




Increased availability of evidence based knowledge (information and analysis, including gender analysis) on
education



Increased and deepened public knowledge about the education sector



Strengthened coordinated community action on education



Improved States’ / policymakers’ oversight/ responsiveness regarding basic education services





Ilm Ideas is a three
-
year, UKaid funded

programme
managed by DAI that awards competitive grants nationwide
to increase access to quality education for Pakistani
children aged 5
-
16 years.





Application Guidelines

professional associations, private companies, academic, research or policy institutions, departments and faculties of
education in private universities and communication firms with
demonstrated capacity in resea
rch and/or
advocacy

as
per the guidelines provided below. Only organisations who meet the criteria outlined below will be
shortlisted.

Research and/or Advocacy Themes

In response to this EoI Request, concept notes may

be submitted aligned with the

V&A Fun
d objectives and
outputs listed above
, with a focus on high quality research and/or strategic citizen advocacy at the local,
constituency, district and provincial levels, resulting in direct engagement with policy makers.

Possible themes may include,
but
are not limited to
,
generating quality research and/or evidence based advocacy
for:



Increasing enrolment and retention in compliance with Article 25 A
, especially for girls
;



Creating an enabling environment for and access to high quality teachers;



Increasing citizen engagement with education planning and management departments;



Creating an enabling environment for children from minority groups and with disabilities
, especially girls
;



Generating multi

sector

collaboration
in
private and public sect
ors including finance, health, media and
information
technology;



Assessing returns on investment in the public and private education sectors;



Inclusion of learning content and/or topics such as civics, languages, hygiene etc;



Increasing learning outcomes
and enhancing

quality of assessment;

governance mechanisms, transparency and parent

student satisfaction;



Analysis and implementation of political party mandates/manifestos;



Direct engagement between district and provincial government depart
ments
, policy makers, students,
parents, teachers, and other key stakeholders;



Mainstreaming the role of citizens and/or community organisations in improving education governance;

Creating coalitions for change, marketing and raising awareness, drafting and lobbying for improved

Geographic Coverage

Activities

can take place anywhere in Pakistan, including all provinces, Azad Jammu & Kashmir (AJK), Gilgit
-
Baltistan
,

the Federally
-
Administered Tribal Areas (FATA), and Is
lamabad Capital Territory (ICT).

H
owever, applicants are
strongly encouraged to
focus

on areas with low learning/literacy levels.


Eligible Learning Environments

Any learning environment can be involved in Ilm Ideas activities if it meets the following minimum criteria:



The
government
-
approved curriculum is at least a part of the curriculum of the learning environment



Students in the learning environment take all relevant government Board Exams



The learning environment has a plan for seeking eventual recognition by the releva
nt authorities under any
appropriate mechanism (in order, for example, to be included in official educational data, etc.)



Government

entities, such as schools,

can
also
be beneficiaries and involved in Ilm Ideas project activities
through a grant to an eli
gible partner, but cannot solicit funding directly.

All applicants must meet the following
minimum eligibility criteria

in order to apply:




Be legally registered in Pakistan with the appropriate authorities



Have an office or physical location in Pakistan



Be non
-
governmental



Hav
e a financial account
ing system
, including the ability to manage external funds, a PKR bank account
in Pakistan, an accountant, and at least one annual audit report (CSOs are recommended to have at least
two annual audit reports)



Have experience in the geographical area, or b
e able to demonstrate outreach capacity to operate in the
area independently or with partners


High value, clearly articulated ideas

from organisations
with the following credentials will be considered:




Strong technical and financial management capacities



Strong institutional capacity to design, develop, and conduct high quality evidence based research



Track record in conducting primary and secondary data collection, analysis, and reporting



Track record

in producing research studies

and leading campaigning/marketing efforts



Full

time senior research
and/or advocacy
personnel



Demonstrated experience in testing and implementing new and creative advocacy and marketing approaches



Expertise in working with st
udents /teachers/civil society

s/youth groups/ minorities/ disabled and

Successful track record of affecting policy changes in the education space and achieving solid results



Track record in engaging with senior po
licy elite/provincial assembly members/government
