DUTIES:
Assist

the accounting officer in discharging the duties prescribed in part 2
of Chapter 5 of the Act and the annual Division of Revenue Act. Ensure effective
financial management of the Department including the exercise of sound MTEF
budgeting as per Treasury re
quirements in line with the Department‘s strategy and
programmes. Ensure, the implementation of budgetary control, monitoring and
reporting practices;
Develop and timeously deliver correspondence, presentations and
accurate financial management reports to
the Department and/or National, Provincial
and National Treasury. Monitor, reconcile and report on expenditure trends of the
departmental programmes providing analytical advice on spending patterns;
Development and implementation of internal controls,
stra
tegies, policies, procedures
and guidelines as required by the legislative prescripts; T
imeously produce accurate
annual financial statements for the Department and liaise accordingly with the Office
of the Auditor General
.
Manage payments, the clearance o
f accounts balances,
revenue collection and allocation effectively; Promote good corporate governance and
quality assurance together with establishing and maintaining effective communication
within the Department and to third parties associated with the De
partment. Ensure
compliance and promotion of BBBEE strategies and targets set and effective
utilization of resources within the Department. Provide sound financial and
procurement support to the Accounting Officer; Formulate and execute the business
plans
of the Business Unit and provide guidance to all chief Directorates reporting to
the CFO Branch. Represent the department at various internal and external Forums

Ensure implementation of Disaster Management Act

Establish, maintain and management the Provincial Disaster Management Centre
(PDMC). Support and monitor municipalities to ensure proactive disas
