ASSET MANAGEMENT PLAN


Finance and responsibility for building maint
enance work has been delegated to the premises
user by the County Council under the Delegated Building Maintenance Scheme since 2002.


All matters pertaining to the building and grounds are considered by the Governing Body
Community & Environment Committ
ee (see Terms of Reference with the Scheme of Delegation).

Premises Suitability & Sufficiency Assessments.


Security of the Premises


The Site Maintenanc
e Officer does a nightly check to secure all doors and windows. The gates
are locked on his departure each evening. The named keyholders are the Headteacher, Site
Maintenance Officer and Bursar but other members of the teaching staff have proximity cards

and master keys to the school.


The school has a burglar alarm system including Red Care which is monitored by
EPG Security
Systems Ltd

under a maintenance agreement.
EPG

contacts the registered key holders upon
the alarm being activated.


The school als
o has security lights around the buildings which are sensor activated when it is
dusk.


Routine Maintenance


The Site Maintenance Officer is responsible for the day to day maintenance of the school
building and grounds. He regularly completes a site safet
y checklist which identifies any work or
remedial action needed. This safety list is fed back to the Chair of the Community &
Environment Committee and minuted in Governor meetings. Members of staff bring to the
attention of the Site Maintenance Officer a
ny maintenance matters/minor repairs which they feel
require attention e.g. light not working. Any necessary action will then be taken by the Site
Maintenance Officer.


The Site Maintenance Officer will also undertake internal decoration of small areas wh
en
required. Larger scale decoration will be put out to tender to professional contractors.


Cleaning of the school building is undertaken by CBS Cleaning under a maintenance contract,
CBS employ 3 part time staff.


The school grounds are maintained by So
dexho under contract and
is
monitored by the Site
Maintenance Officer.


Cyclical Maintenance


Haslington Primary School has a contract with Enterprise HBM for the annual maintenance of:



Heating boilers




Blending valves


Gas systems


Fire equipment


Pressu
risation unit


Fire alarm


Convector heaters


Emergency lighting


Fans


Portable electrical equipment


Water tanks


Further details are available in the Buy Back Buildings Maintenance File in the Bursar’s office. All
visits are recorded in the Log Book.

Scho
ol has also used Enterprise for the 5 yearly Electrical Test on the hard wired installation.
This was last inspected in March 2008, details of which can be found in the Electrical Testing file
in the Bursar’s office.


Portable Appliance Testing (PA
T) is c
arried out by CAMBS PAT. PAT Testing is carried out on
an annual basis,
details of which can be found in the Electrical Testing file in the Bursar’s office.


Enterprise are also retained to provide on a 24 hour first response for emergency repairs e.g.
wa
ter leaks, blocked drains, boiler failure etc.


Fixed and Portable PE equipment are checked annually under contract, details of which can be
found in the PE file in Bursar’s office.


AEC Ltd conducts an asbestos survey annually; file in Bursar’s office. T
his was last inspected in
July 2010, details of which can be found in the Asbestos Register file in the Bursar’s office.


A Legionella Risk Assessment was carried out in the summer term of 2010, details of which can
be found in the Legionella file in the B
ursar’s office.

Promanex carry out quarterly Legionella
monitoring and the maintenance officer carries out weekly and monthly Legionella monitoring.


A Health and Safety Audit is conducted annually by Cheshire East H&S Unit, and any remedial
action taken.

Details of these audits are kept in the Health & Safety File in the Headteacher’s
office.



Kitchen


The catering contract is held by Cheshire Business Services. Their staff are responsible for
keeping the premises in a suitably clean and hygienic condi
tion for the preparation and serving of
food.



Community Use


The school buildings and grounds are available for letting (see Charging & Lettings Policy) at
Cheshire East recommended charges. We have two Community Lettings at Haslington Primary
School, fu
ll details of which can be found in the relevant files in the Bursar’s office
.



Future Building Projects


Future developments of the school buildings are detailed in the Strategic School Improvement
Plan (SSIP).
