Introduction

Renewable energy has a bright future in Oklahoma. The state’s
plentiful natural resources, cutting edge research, business
-
friendly environment, and commitment
to environmentally sound
energy solutions creates a climate of innovation and potential for a
broad portfolio of renewable energy industries.

Since 2001
, the
Oklahoma Renewable Energy Council (OREC) has supported the
development and use of renewable energ
y, successfully bringing
together a broad community of
people

with a stake in
the
development of
renewable energy technologies

in Oklahoma
.


The Oklahoma Renewable Energy Council serves as the central
voice for Oklahoma’s renewable energy advocates and is
dedicated to seeing that
the

state aggressively develops its
renewable resources.

OREC has created a center of knowledge
and information sha
ring, unparalleled in the state,
surrounding the
critical issues of establishing, growing, and supporting all types of
renewable energy activities.


OREC

activities have

evolved and adapted over the past ten
years,
growing out of a need to support wind e
nergy development
and slowly expanding to engage other
renewable technologies
.
As the organization reflects on its history, it sees new
opportunities to expand its impact in Okla
homa
, regionally

and
nationally. As a result, OREC has developed this Strate
gic Plan
to establish a clear path for strengthening its ability to support a
successful and growing renewable energy community in
Oklahoma.


Going forward, OREC will continue to be focused on information
sharing and targeted education to
our

constituencie
s, providing
accurate analytical and technical information on renewable energy

and energy efficiency matters
. OREC will take a broad approach
in supporting the development and use of renewable energy,
searching out new technologies and evaluating them bas
ed on a
variety of factors, including environmental impact and economic
viability.

In addition, OREC envisions a significant role in bringing

together “green” organizations in Oklahoma to develop a
coordinated approach to
our activities.


The OREC
Strategic Plan has been developed with input from

members and non
-
members,

representatives
of

g
overnment,
academia, industry, non
-
profits, private citizens, and experts from
many fields. This broad input has provided a robust perspective
on OREC’s purpose

and direction, and the specific objectives the
organization should undertake over the 2012 to 2015 timeframe.

We look forward to working with as many people as possible in
implementing this plan and successfully promoting renewable
energy in Oklahoma.

OREC has established

term goals that are fundamental
to the mission of the organization and will endure well beyond the
timeframe of this Strategic Plan. The objectives

renewable energy industries contribute significantly to the
overall growth of Oklahoma’s industries, providing tax revenue,
jobs, and
a better quality of life for Oklahoma’s citizens

a favorable environment for new and existing
renewable energy companies to hire highly skilled employees

trained in Oklahoma’s nationally recognized renewable energy
certification and degree programs
.

Oklahoma is at the center of a clean

effective, reliable and renewable energy products to its
citizens and the nation.

OREC intends to work with other energy
industries in Oklahoma, such as the natural gas industry, to

Wind

Of all Oklahoma’s renewable energy industries, wind energy has
the most visibility and
awareness from the state’s government
institutions
to

the general public.
T
he state
government
, in
partnership with industry and utilities, recognizes

the importance
of
wind

energy

and
has
dedicated resources to the development
of
a
wind
industry

in Oklahoma. In addition, the Oklahoma
research community has extensive expertise in the latest
technologies surrounding wind energy and predicting the
environmental conditions required for successful wind energy
generation.


The industry is
becoming an
accepted energy resource in the
state and
has enormous potential for growth
.

Utility
-
scale wind
power is already available to the general public through each of
Oklahoma’s electric utilities
. The cost

of wind en
ergy generation
across the country

has

declin
ed
significantly (
US Dept of Energy,
2009 Wind Technologies Market Report
)
, making it competitive
with traditional energy products.

In addition, t
he introduction of
“smart grid” technology throughout the state will
continue to make
energy use more efficie
nt and enhance the value of wind energy.
However,

among other issues,

storage and transmission of
electricity from wind turbines continues to
limit the maximal use of
Oklahoma’s wind energy potential
.


OREC sees opportunities to support the continued gro
wth of wind
energy in Oklahoma and will work to fulfill the potential of
Oklahoma’s wind energy industry to be a national role model. For
the 2012


2015 timeframe, OREC has set the following
objectives:

Identify opportunities to increase the use of wind energy by
Oklahoma

best available research, leading experts, and
latest government policies.

Increase understanding of the overall economic impact of
wind energy in Oklahoma, including a comprehensive

vey of the supply chain network

Identify and advocate for areas of growth in Oklahoma’s
small and mid
-
sized wind markets.

f)

Grow existing and establish new partnerships with
organizations relevant to wind energy.

g)

Work with partners to build consensus for th
e growth of the
transmission infrastructure within Oklahoma and the
Southwest Power Pool in an economic, landowner
-
friendly
and timely manner.



Solar

Solar energy is a plentiful natural resource in Oklahoma.
The
state has, on average, more than 300 sunny

days per year and
the amount of solar radiation c
an be estimated to
neighborhood
scale

using

Oklahoma
’s sophisticated weather monitoring system,
the Oklahoma Mesonet
.
S
olar energy
also
has advantage
s

over
some other renewable energy technologies
; it

can

p
rovide
electricity g
eneration at the point of use and s
olar energy
production more closely matches a customer’s energy use profile
in the summer, thereby producing solar energy at time when
electricity prices are higher.

In addition, the introduction of “
smart
grid” technology and “time
-
of
-
using” pricing will improve valuation
of solar energy production, which should encourage adoption.


A
growing
solar industry in Oklahoma
is
begin
ning

to utilize these
resources;

however the
cost of current technologies,
particularly at
the residential scale, is

often prohibitive

to broad

adoption. There
is
potential

that large
-
scale installations for high
-
volume electricity

users may be more cost effective and these kinds of projects are
being experimented with throughou
t Oklahoma.

As the solar
industry grows, OREC will look to understand and support the
unique needs of both residential and commercial scale solar
energy.


OREC sees potential for the solar energy industry to be a
significant contributor to Oklahoma’s diver
se energy portfolio and
will work to support a stable solar industry in the state. For the
2012


2015 timeframe, OREC has set the following objectives:

Increase the visibility of practical solar energy use by
publicizing existing large
-
scale installatio
ns
, residential
use,

and sample systems.

b)

Improve the
accessibility and quality
of information
available to the public on solar energy, including technical
specifics, best available research, leading experts, and
latest government policies.

c)

Encourage
investment from the solar energy industry by
advocating for a revised utility rate structure and effective
incentives.

Grow existing and establish new partnerships with
organizations relevant

to solar energy, focused on
developing a visible, unified voice
in support of solar
technologies
.



Biomass

Oklahoma’s natural resources for supporting biomass energy
include a broad array of feedstocks; woody, switchgrass, grains
and oilseeds, food processing waste and animal waste are all
abundantly available and can

provide energy for both electricity
and fuels. Combined with the state’s first
-
rate transportation
infrastructure and well
-
established research hubs, Oklahoma has
the
potential

for a thriving bioenergy industry.

Researchers

throughout the state have dem
onstrated the viability
of a switchgrass
-
based bioenergy industry via the Oklahoma
Bioenergy Center (
www.okbioenergycenter.org
), yet perceptions
remain that commercial bioenergy cannot succeed without
threatening human and animal food markets

or the enviro
nment
.
These perceptions have impacted the industry’s ability to secure
the capital required for any new venture to establish itself, creating
a circular predicament.


OREC sees potential for the bioenergy industry to be a major
industry in Oklahoma’s dive
rse energy portfolio and will work to
establish a commercial presence in the state. For the 2012


2015 timeframe, OREC has set the following objectives:

Change perceptions by improving

the
accessibility and
quality
of information available to the public

on electricity
and fuels from biomass, including technical specifics, best
available research, leading experts, and latest government
policies.

b)

Grow existing and establish new partnerships with
organizations relevant to b
ioenergy, focused on cultivating

pportunities to provide capital for viable technologies
.

c)

Encourage investment in the bioenergy industry by
advocating for effective incentives.



Complimentary

Technologies

OREC evaluates and supports the development of a variety of
technologies that compliment
renewable energy, both directly and
in partnerships with other organizations.


Geothermal (Ground
-
source Heat Pumps)

Use of geothermal energy, via ground
-
source heat pumps, has the
potential to be a major industry in Oklahoma

and has been
demonstrated in both residential and commercial sett
ings.

Ground
-
source heat

pumps can significantly reduce
the need for
fossil
-
fuel based electricity for heating and cooling a home, office,
or manufacturing plant.


Clean Technologies

Clean
technologies compliment the generation of renewable
energy by improving the storage, transmission, or use of energy.
Clean technologies can include alternative fuel vehicles, carbon
capture and storage,
high efficiency HVAC
and recycling, among
others. B
y encouraging the adoption of clean technologies,
OREC
sees the potential to reduce the costs of renewable energy,
reduce the environmental impact of energy use, unlock stranded
energy resources, and raise consumer awareness of energy
efficiency.


For the
2012


2015 timeframe, OREC has set the following
objectives:

Evaluate and clarify the relationships between renewable
energy and complimentary technologies with momentum in
Oklahoma.

b)

Support the growth of complimentary technologies

in
Oklahoma

by leverag
ing partnerships with organizations
specifically focused on those technologies.



Education and Outreach

Since its inception, the hallmark of OREC has been its ability to
generate and share information about renewable energy in
Oklahoma. OREC’s ability to

provide fact
-
based analytical and
technical information on renewable energy will continue to be core
to achieving the organization’s mission and goals.
However,
c
ommunication has changed dramatically in the ten years since
the organization

was established, and to effectively reach the
general public
,

educational institutions and others,

OREC

will

need to adopt some of these new methods.

Government Affairs

Like most emerging industries, the success of renewable energy
in Oklahoma is heavily reliant on the
policies and legislation
established by federal, state and local government agencies.
From research funding to tax incentives and regulatory activities,
government is a key stakeholder in the development of renewable
energy.

OREC’s role

as a non
-
partisan
organization, in engaging
elected officials and government representatives
,

is to educate
and provide accurate information to inform decision
-
making at all
levels.

stakeholders of OREC activities and targets for OREC
membership. OREC’s role in engaging industry and utilities is to
share insights on the

development of
renewable energy, establish
a valuable network of contacts, and
exchange

the most up
-
to
-
date
news and information on renewable energy technologies.

2015 timeframe, OREC has set the following
objectives:

Collect and share information on emerging renewable
energy technologies and markets by establishing regularl

Keys to Success

In order to achieve t
he goals and objectives laid out in this
strategy, OREC will focus on taking these first steps towards
successful implementation:




Reactivate the committees provided for in the OREC
Bylaws, amending the Deregulation Committee to become
the Industry and Uti
lity Engagement Committee. These
committees will consist of OREC members and will be
responsible for executing the Strategic Plan objectives.



Identify staffing requirements to manage the overall
administration of OREC and ensure continued momentum
in exec
uting the Strategic Plan.



Identify sources of funding for OREC to execute the
Strategic Plan and hire required staff, including the
possibilities of grants, sponsorships, and membership fees.
