Overview

Enterprise Training Management
Framework (ETMF) working group
objectives

ETMF status and progress

CeTARS: CMS and eTEM modules

ETMF Working Group Charter

ETMF Working Group objectives:
document/analyze existing, “As
-
Is” state
of core business processes required to develop, manage and deliver training curricula, and
analyze data to determine duplication, inefficiencies, process improvement opportunities to
adjust business practices/rules to maximize IT support resources

Business Opportunity:
legacy systems for authoring/developing curricula,
managing training resources, students and courses created as stand
-
alone systems,
which, in many cases, do not share information requiring same information to be
manually entered multiple times contributing to data entry errors and wasted man
-
hours of productivity

Goal/Benefit:
Maximize efficiencies by aligning legacy systems which support
stand
-
alone processes into an integrated framework designed to effectively develop,
manage, and deliver training to the end user

analyze high impact areas along the
core value stream

identify 5 to 6 core processes which are target areas of value by
making process improvement, reducing duplication, increasing data validity and
training productivity

Expected Outcome:
list of high value core process/steps that can be
improved and of non
-
value added/nonessential process/steps that can be killed

NETC Information Governance

Our Thinking About Governance Is Too Narrow

Too Focused on Information Systems (esp CeTARS)

Not Focused Enough On Information

Much More Than Managing System Change Requests

NETC Problems With Training Management Functions, Processes and Business
Rules Affect Information Management

Lost Corporate Knowledge,

Processes and Business Rules With RIT, Multiple Reorganizations (e.g. The
“TPC” Function)

Production And Quality Of Information

System Functional & Technical Requirements Not Effectively Specified

NETC Information Governance Should Incorporate:

Support For EIM And Data Stewardship,

Incorporate FRB/CCB Structure

Address Functional Area Policy

Envisioned Features & Advantages

For Naval training staff
-
members who need to access or update
information about training equipment, the CeTARS “enterprise
Training & Equipment Management (eTEM)” module delivers real
-
time access to an authoritative data source of training equipment
located throughout the NETC claimancy.

By providing Headquarters, Learning Center and Learning Site
managers with software tools to analyze, manage, monitor and
report on inventory oversight responsibilities, eTEM breaks the
paradigm of other schoolhouse inventory systems by linking the
equipment data to the Courses managed within each activity.

eTEM will allow users to determine equipment requirements for the
commands training curriculum and, using on
-
hand inventory levels,
find equipment shortages and excess materials.
