. Introduction


2.1

Background

Repair Station Consoles Panel PC(s) shall be required for the DDG
-
M Program. A quantity of six (6)
Panel PCs shall be installed throughout the ship as part of the Machinery Control System (MCS). The
RSC Panel PC shall communicate over the shi
pboard Gigabit Ethernet Data Multiplex System (GEDMS)
network. The proposed RSC Panel PC design as depicted in FIGURE 1 shall meet the Navy
requirements, as detailed within this document, necessary for shipboard installation and function.

The Rugged Panel

PC

proposed design shall
offer flexibility of installation and maximize the use of
COTS computer equipment to enable future upgrades.

T
he base rugged Panel PC shall consist of a 20” (minimum) display, processor, data storage device,
internal speaker, exte
rnal DVD drive, and keyboard/trackball device, that all receive power from an
Uninterruptible Power Supply (UPS). The design shall have the option to drive an additional external
20” (minimum) or 40” rugged display operated by the same Panel PC processor,

UPS, data storage
device, and keyboard/trackball.

The RSC Panel PC design shall support DDG
-
M computer programs. The required operating system,
computer programs, and software performance that the RSC Panel PC shall support are detailed in
this docum
ent. The Contractor shall be responsible for delivery of the operating system, device
drivers, software, and supporting Commercial off the Shelf (COTS) applications. The Navy will be
developing the required MCS computer programs that run on the RSC Panel

PC. In addition to the
requirements for supporting the DDG in
-
service Fleet and Qualification Testing, this Performance
Specification includes options for a training set and a set of equipment for the Land Based



Engineering Test Site (LBES) in Philadelphi
a, PA. LBES equipment shall remain at the LBES facility, as
Navy owned property, to be available for future verification testing. There will also be an option for
sets of equipment to support Navy training at the Fleet concentration centers.



2.2

2.3

Scope

This specification establishes the performance, design, and test requirements for the RSC Panel PC .
Unless indicated as provided b
y the Government, all assemblies, subassemblies, and components
identified herein, or required for proper operation of the equipment, shall be furnished by the
Contractor.

The RSC Panel PC shall run the DDG Modernization MCS software suite, as modified b
y the Navy for
the DDG51 Modernization Program. This software suite includes the Machinery Control System
(MCS) Common User Interface Graphics, Damage Control System (DCS), Fuel Control System (FCS),
Digital Video Surveillance System (DVSS), Integrated Co
ndition Assessment System (ICAS) and local
database. This Performance Specification will describe the Contractor provided hardware and
Contractor provided software requirements for a typical DDG Modernization shipset of RSC Panel
PC(s).

The requirements
listed in this document shall be included as a minimum. Enhancements beyond the
scope or deviations from the requirements of this document are at the discretion of the Navy’s DDG
Modernization project members. The Navy must approve all deviations from th
is specification.


2.4

Requirements


3.1

Panel PC Processor Requirements

The Processor shall have a minimum of 2 processing cores

Shall have a minimum of four (4) USB (2.0 or equivalent) ports.

Processor shall have a minimum clock speed of 2.16 GigaHertz (GHz).

3.2

Memory Requirements

Shall have a 4 GigaByte (GB) DDR3 SDRAM or better.

Should have expansion capability to
8 Giga Byte (GB) DDR3 SDRAM or greater.

3.3

DVD Drive Requirements

Shall have one (1) External DVD DRIVE read/write (RW).

The external DVD drive sha
ll be powered by USB.

The awarded Contractor shall provide a storage case to hold the

External DVD drive shall support write access of dual layer DVD media.


External DVD drive shall support read access of dual layer DVD media.


External DVD drive shall support write access of CD media.

3.4 Data Storage Device Requirements


Computing element shall have access to a hard drive with a minimum capacity of
160 GB. The hard drive shall contain the operating system.




Computing element utilizing flash architecture
technology shall not be used.

If the hard drive is rotating media, its rotation shall be 7200 RPM minimum.

Hard drive shall have a maximum of 0.50% Annualized Failure Rate (AFR).

Hard drive shall have Serial ATA (SATA) interface with a minimum of 3Gb/s tra
nsfer
rate.



3.5

Panel PC Speaker

The RSC Panel PC shall have an integrated speaker.

The speaker shall reproduce bell, horn, siren, and buzzer sounds.

The RSC Panel PC
integrated speaker shall be capable of sound up to 90 dBA
.

The
RSC Panel PC shall
provide for volume adjustment.

The RSC Panel PC volume shall be mutable.

The speaker shall sound DDG Modernization computer program audible alarms.

3.6

Panel PC GEDMS Interfaces

The RSC Panel PC interfaces to GEDMS shall be two (2) RJ45 10/100 Base T IEEE
802.3 connections on the input/output interface Panel. RSC Panel PC GEDMS
interfaces are depicted in FIGURE 2.

The RSC Panel PC shall support IEEE 802.3 Ethernet TCP/IP and UDP/IP Multicast
communications on all network interfaces.

The RSC Panel PC shall support Internet Group Management Protocol (IGMP) v.2
Multicast


RFC 2236 on all network interfaces.

All connections to GEDMS shall be in compliance with
Gigabit Ethernet Data
Multiplex System (GEDMS) AN/USQ
-
82(V) Technical Description Revision 3, 17

Each RSC Panel PC network interface shall be connected independently to the
Ship’s GEDMS.

Display and Video Requirements




All displays shall have a dimming controller which allows the display to be
completely turned down so that no light can be seen. This includes any
backlighting.


The
Configuration 1 and 2 displays shall function with an extended desktop
capability:

The Configuration 1 and 2 displays shall allow the operator to move the
control cursor across both displays.

The Configuration 1 and 2 displays shall allow the operator to
control
application windows separately in either display that has focus.

The Configuration 1 and 2 displays shall allow application windows to move
seamlessly between both screens.

The Configuration 1 and 2 displays shall display Window’s messages and

interruptible Power Supply (UPS) for RSC Panel PC Equipment

The uninte
rruptible power
-
supply shall provide all components of the RSC Panel PC,
keyboard/trackball device, and all displays with a minimum of 30 minutes of
backup power.

A UPS bypass switch shall be provided to bypass the UPS battery pack.

With ship’s power avail
able, the RSC Panel PC processor shall not reboot when the
UPS bypass switch is cycled.

A local UPS bypass switch shall be part of the UPS and shall be used in the event
the UPS battery pack fails or for maintenance of the UPS battery pack.

The UPS bypass

switch shall be easily accessible on the front of the UPS.




The UPS shall include UPS bypass ON visual and audible indication (local). Shall
include ON battery visual and audible indications. Shall include battery LOW
visual and audible indications. Shall

include a battery charge level visual
indication. Shall include battery OVER TEMP visual and audible indications.
Visual and audible indicators shall include a reset and silence capability.

RSC Panel PC shall operate with the UPS bypass ON and the UPS bat

Battery pack shall be hot swappable by the operator without endangering the
operator or connected equipment when UPS bypass switch is ON.

Battery pack shall be long

life (5 years) and shall maintain the minimum 30 minute

Battery pack shall fully charge in the RSC Panel PC normal operating condition
within eight hours from a complete discharge.

Manufacturing data shall be provided on the battery pack to identify lot and date
of manufacture. The date shall be displayed in Gregorian calendar month, day,

year of manufacture.

The RSC Panel PC shall provide an automatic graceful shutdown of the operating
system and all
contractor

supplied sw prior to the UPS reaching a power level
that no longer supplies power to the RSC Panel PC and components for proper
operation and no longer allows for the batteries to be recharged during 8 hours
of normal operation. The graceful shutdown sha
ll notify the operator prior to
the automatic graceful shutdown event occurring.

The RSC Panel PC shall provide the operator the option to override the automatic
graceful shutdown through operator intervention. The operator shall be
provided a window of t
ime in which to invoke this override.

All RSC Panel PC equipment shall be communicating

over all external input/output
ports in a simulated/stimulated shipboard control system environment. This
includes all video interfaces, keyboard/trackball interfaces, all Ethernet
communications, and all USB communications. Simulation/stimulation shall

occur through normal shipboard field interfaces to the equipment.

ipment Protective Device Requirements

Protective devices, such as fuses, circuit breakers, or other means, shall be
provided for the protection of circuits from damage due to electrical faults or
overloads. These protective devices shall be designed such
that a failure in one
portion of one circuit shall not cause malfunction, failure, or interruption of
power to other circuits.

Filtering devices for ship’s power or internal power shall be included as required.

There shall be a fuse panel for all internal
components, internal circuits, and all
console provided excitation.

The RSC Panel PC equipment shall include protective covers for external cable
connections and ports.

RSC Panel PC Equipment Cabling and Wiring Requirements

The Contractor shall pro
vide all required connectors, plugs, and cables for external
connections as detailed in Table 2.

The Contractor shall connectorize the RSC Panel PC side of each cable being
provided. The Contractor shall provide the plug, connector, and instructions
for f
ield construction of the connection on the other end of the cable. The
Contractor shall not be responsible for field construction.

The Government will provide exact cable lengths at Contractor PDR, upon
completion of ship check.

All external cables shall be shielded.
