INTRODUCTION


The term electronic commerce has changed over time. Origi
nally, electronic commerce
meant the use of a commercial transaction, such as the use of EDI to send commercial
documents like purchase orders or invoices electronically. Then he developed into an activity
that have the more precise term web commerce

purchase of goods and services via the
World Wide Web through a secure server (HTTPS), special server protocol that uses
encryption to keep customer data is critical. At first when the web became popular in the
community in 1994, many journalists predicted

that e

commerce will become a new
economic sector. However, about four years later a new secure protocol such as HTTPS
entered a mature stage and is widely used. Between 1998 and 2000 many businesses in the
U.S. and Europe to develop this trade website.


In many cases , an e

commerce enterprise can survive not only rely on strength alone
product , but with the management team of reliable , timely delivery , good service , good
business organizational structure , network infrastructure and security , web
site design good ,

In conducting online transactions is indispensable researching online purchase
conversion rate and by developing a model that explicitly discuss the difference between the
buyer and the dynamics of the time. And developed a model is impo
rtant to highlight some of

analysis. Online customer behavior data is available online also special considerations unique

METHOD


In this study conducted by the qualitative method to conduct interviews with informants were
studied. Although in this case the observations cannot be done well , as there is a transaction
in the virtual world, but the

access of online media and web sites that apply and also with this approach is known

information that exist in the virtual world today .

In analyzing the e commerce

is an approach that is used is a symbolic interaction, as
confirmed Herbert Blumer (1962) that the social processes in the life of the group that create

RESULT AND DISCUSSION


Trade is something that is very old, and very old also once done by humans and then can
develop into something very modern and also apply the laws of modernity i
n it. In commerce
e commerce conducted in Indonesia, still trading, not being a professional trade happened,
because the e commerce trading laws should be done well, i.e. trade in the virtual world also
should be done properly and professionally.


The fact

that occur in the field according to research done by showing that the e
commerce trading is still here and there by doing
transaction

fraud. As stated by the
informant, that the products delivered are fictitious, and when sending money online do it
autom
atically seller cannot be contacted by either, the result is not a professional thing
happened there and what happens is just delusion.


It happened not only applies to buyers who
cheated,

but according to an informant
also that which applies to the seller

occurs,

e commerce trade through
this,

when the goods
have been shipped turns buyers vanished without knowing
where,

and fraud rife on this
trade,

both traders and scams in cyberspace shoppers also leads to a distrust of the public will be
transactions in

the virtual world or better known as e
-
commerce,


However, e
-
commerce in the global arena of the world which is a must and must be
properly implemented. Internationalization of trade has been going on in today's global
world, the Indonesian people have to

go and perform in a professional manner. The issue of
public distrust of the e
-
commerce trade in Indonesia could be solved by means of strict law
enforcement in the e commerce trading laws, the fraudsters who commit fraud in e
-
commerce
should be able to t
rade properly tracked and punished severely. With e commerce laws in
force in Indonesia.


Applicable law in Indonesia stated that the e commerce trading should refer to the
applicable laws and strict law enforcement for offenders who commit fraud.

Law of t

Republic of Indonesia, Number 11 Year 2008 on Information and Electronic Transactions.
Items that have a clear and complete for fraudulent actors, namely:


Article 27

(1)

Any

person intentionally and without right to distribute and / or transmit and / or
ma
ke accessible electronic information and / or electronic documents that have a
charge that violates decency.

Any person intentionally and without right to distribute and / or transmit and / or
make accessible electronic information and / or electronic doc

Article 28

Article 29

ny person intentionally and without right to send electronic information and / or Electronic
Document that contains threats of violence or scare addressed personally.


Article 30


(1)
Any

person inten
tionally and without right or unlawful access to computer and / or the
other person belongs to Electronic Systems in any way.

(2) Any person intentionally and without right or unlawful access to computer and / or
Electronic Systems in any way with the purp
ose of acquiring electronic information and / or
Electronic Documents .

(3) Any person intentionally and without right or unlawful access to computer and / or
Electronic System in any way to violate, break through, beyond, or break through the security
sys
tem .


Article 31

(1)

A
ny person who deliberately and without rights or commit unlawful interception or
eavesdropping on Electronic Information and / or electronic documents in a computer
and / or the particular Electronic Systems belonging others.

(2)

Any person
intentionally and without right or unlawful conduct on the interception of
electronic information transmission and / or electronic documents are not public
from, to, and within a computer and / or the particular Electronic Systems owned

CONCLUSION


The conclusion that I can put forward
here,

is that the imposition of the e commerce business
is a necessity and

must be done in the Indonesian
nation,

it has become a global demand to
remain in this
business,

and it is our duty as part of a nation belonging to the era of
globalization to
follow.
Developed nation is a nation willing and joined in the international
a
rena, and has become a logical consequence that everything must have a good case and the
bad. The most important thing is to do with the strict enforcement of the law for fraudulent
actors in e commerce , and with strict enforcement is no longer possible b
usiness e commerce
in Indonesia will not go forward , it will definitely go ahead let alone our nation is a nation
that is very large and the potential of e commerce very vast commerce from Satang to
Remake with a very large number of people we are confide
nt our nation will go forward with
an online trading by imposing strict law course .
