TERMS OF REFERENCE


Design of a Web Platform for Virtual Knowledge Fair on Water Governance Issues


UNDP is looking for qualified contractor(s) (organization) who would be able to deliver the services as
specified in the below TOR.


1.

Background:




UNDP Bratislava Regional Centre (BRC) in collaboration with the SURF for Arab States
(SURF
-
AS) are working together to launch new ways of promoting quick and interactive access to
replicable knowledge. Building on their respective work on regional Wate
r Governance Communities of
Practice, the BRC and the SURF
-
AS in conjunction with the launch of the
2006
Human Development
Report on water, are organizing a virtual knowledge fair
, which should take place in early November
2006.


The knowledge fair’s over
all objectives are:



to mobilize the Water Governance CoP from Europe, the CIS and the Arab States to identify, put
together and showcase experiences in water governance programming;



to connect these knowledge management efforts with the most credible UNDP

publication i.e.
annual global HDR; and



to capture knowledge which will serve as reference for water governance programming and
activities among Water CoPs.



2.

Objectives of the assignment:



The overall responsibility

of this particular assignment
is t
o design and develop a website for
a
web
-
based water knowledge fair.
The website will be a platform for exhibiting various multi
-
media
products,
power point presentations, photos,
animations, videos

and other materials
. It should be also a
platform that al
lows for interactive forums and live broadcasting. While the knowledge fair itself will last
only a few days, all materials uploaded and accessible during the fair should be stored and accessible
also later, after the closure of the knowledge fair, through

this web
-
site or other tools.

Tasks and deliverables

Specific tasks and deliverables include:




Design and develop a website for a virtual knowledge fair in concurrence with the following
specifications and elements that should be part of the website:

the website
will represent a virtual fair market place with
virtual “
booths


where various
multi
-
media products, power point presentations, photos, cartoons, and other
materials can be uploaded, exhibited and accessible;

-

all materials should be classified against give
n topics and searchable (with full
-
text
searching capability if applicable)

-

opening message and graphic;

-

a
discussion board
;

-

links to other (water) websites;

-

possibility for HDR launch event live feed;

-

daily quizzes.





Ensure that the website could accomm
odate multi
-
media packages developed
by other sub
-
contractors
for this very web
-
based water fair

while, at the same time, the website should be
accessible by low
-
bandwidth end users.



Work closely with UNDP’s webmaster to ensure that the post
-
event mainte
nance and updating of
t
he website will be

smooth and doable.



Administrator’s guide for the web
-
site maintenance should be created and delivered in written and
electronic form



Administration features should include the tool for web
-
site access statistics i
nformation collection
and analyze.



The website has to be developed using CFML or PHP as application layer and MySQL or MS
SQL as database layer



All working files will become the property of the client



All design items should smoothly run on most popular p
latforms/monitor resolutions/ etc.



4.

Duration

The assignment will start in

Comprehensive graphic design and architecture draft (including technical parameters for the

5.

6.

Evaluation Criteria

From the offers, which met the specified technical parameters, the quotation with the lowest price will be
awarded a contract.
Previous proven record with similar assignments will be considered as an asset.
