it supplements but does not replace any schedules heretofore
published by
APM Terminals Port Elizabeth

individually

or as a member of a FMC

agreement.


This schedule
is being published to promote the terminal’s efforts to enhance port and terminal
security, terminal efficiency, improvements in the environmental quality of the port area, as well
as compliance with the Port Authority of New York and New Jersey’s Clean Air Strategy as
promulgated in the Port Authority’s FMC Schedule No. PA 10.

seeking access to the terminal for the purpose of loading, unloading, or
transporting cargo, including containerized, bulk, break

bulk, and neo

bulk goods.

Drayage Truck Registry

(DTR)

is

a database that contains information on trucks that
are
authorized to c
onduct business on terminal property including:


a)

Owner’s name, address, phone numbers, email address and fax number;

b)

Drayage Truck vehicle make, model year, engine make, engine model,

engine model
year, vehicle identification number (VIN), Gross Vehicle Weight Rating, license number
and state of issuance.


Radio Frequency Identification (RFID) Tag

is an electronic device with a unique
identification number when installed on a Drayage T
ruck will enable the terminal operator or its
agent to access the Drayage Truck’s records in the Drayage Truck Registry (DTR).


PortTruckPass

is a service provided by Sustainable Terminal Services, Inc., a nonprofit
corporation created by marine terminal o
perators to promote secure, environmentally sensitive,
and efficient marine terminal operations in the Port of New York and New Jersey.


Compliant with Port Authority
Subrules

to be authorized to conduct business on terminal
property,
a drayage truck must

be equipped with an engine of model year 199
4

or newer and that
truck can be verified as compliant by reference to the records of the DTR.

our marine terminal, which includes

not limited to
enhanced

and terminal

terminal efficiency,
improvements in the
environmental quality of the
terminal and
port area,
as well as
compliance with the Port
Authority of New York and New Jersey’s
Clean Air Strategy

the
Port Authority
’s
FMC Schedule No. PA 10, as may be amended,
any drayage truck seeking entry to the terminal
must have a functioning RFID Tag d
uly
-
issued by PortTruckPass

properly
installed on the power
unit
.
As of 12:00 AM on July 29th
, 2013, d
rayage trucks that do not have
a
functioning
duly
-
issued RFID Tag as required by this Rule
shall

be denied entry to the terminal.

Such
drayage
trucks that

are permitted entry

to conduct business
shall in all cases be otherwise subject
to and in compliance with the terminal’s business and operating policies.


Only drayage trucks that are registered in the DTR are eligible to obtain an RFID Tag. To be
eligib
le to be
registered in the DTR a
drayage
truck must be
equipped with an engine of model
year 1994 or newer, and
provide the required verifiable information about the truck

seeking to register a drayage truck in the DTR can only do so through the P
ortTruckPass website

Persons wishing to obtain
an

RFID Tag, which will be provided by
PortTruckPass
without cost
through May

, 2013, may order the RFID Tag through the PortTruckPass website at

On or after, May

, 2013, persons needing an RFID Tag will need to
purchase one from PortTruckPass. All inquiries regarding the need for or obtaining an RFID Tag
