Workshop

ECO Statistical Network (
ECOSTAT)
was

held
from 28 November to 1 December 2010
at the Statistical Research and Training
Center

(SRTC)
.
It was hosted by the Statistical Center of Iran.



Participants from five member countries, Afghanistan, Azerbaijan, Kazakhstan,
Tajikist
an and Iran (Host Country) as well as staff of the ECO Secretariat attended the
Workshop.

, Dr. Avazalipoor, in charge
of the
Statistical Research and

Training Centre, in his welcoming statement expressed
hope
for
conducting
a successful workshop.


Mr. Altaf Asghar, Deputy Secretary General mentioned the great efforts made
by the Statistical Centre of Iran in programming and preparing the ECO
Statistical
Network
package
for operating by the ECO member states. It was also highlighted
the
role of reliable and updated data
for improvement of relations among member states.
He pointed out
that the workshop is the first step in training experts from
National
Statistical Offices of member states in using the ECO Statistical Network (
Annex
-
I
I
).

2.
Background information



In the first meeting of the Heads of the ECO National Statist
ical Offices on 28
-
29 January 2008

in Tehran
, the idea of establishment of the ECO Statistical Network
(ECOS
TAT
) was proposed by the S
tatistical
C
entre of
I
ran

as an institutional
mechanism for implementation of the ECO Framework of Cooperation and Plan of

Action on Statistics. Following the meeting, proposal of the SCI was circulated
among member states by the ECO Secretariat for their comments and views.

HLEGM of National Statistical Offices held on 26

28 October 2008 in

Tehran considere
d the establishment of the ECO Statistical Network proposed by the
Statistical Center of Iran and requested the member states to convey their comments
and views to the Secretariat by the end of December 2008. The

atter was raised at
the 6

Meeting of ECO

NFPs on Economic Research and Statistics held on 17
-
18
November 2008 in Ankara. The Meeting decided to submit the proposal of
establishing ECO Statistical Network to the 19
th

RPC meeting held in January 2009 in
Tehran.

decided to put this proposal
into operation after approval by the CPR.

Meeting on June 7, 2009 considered the issue and ap

Statistical Network with a view to seek the approval of the
CPR for any financial

mplication.


The first presentation of the ECO Statistical Network was made by the SCI at

the 2

Meeting of HLEG on Statistics
on October 2009 in Dushanbe
.

Also, in the 7th
ECO National Focal Points on Economic Research and Statistics in Antalya on 16
February 2010, a short presentation made by the representative of the SCI for the
meeting.

Purpose
and usage of
the Network



ECO Statistical Network
aims at developing a comprehensive system of
statistical data and information management for the ECO Member States
and
an IT
-
based solution for exchange of information and data among National Statistical
Offices of the member states
.
It provides a number of channels of information and
data exchange available for diverse users in the ECO region.


ECO Statistical Ne
twork is a place through which member countries can access
these main facilities:



General Information: Users can access general information such as:
publication, events, and general information about member countries, figures
and charts.



Business intellige
nce and data warehouse capabilities



ECO Statistical Network uses various information from member countries and
international organizations, and provides a suitable platform for data to be saved for
responding to any kind of analytical queries. T
his solution is based on Data
Warehousing technology
.

Ladies and Gentlemen;

At the outset I would like, on behalf of ECO Secretary General Mr.
Mohammed Yahya Maroofi and on my own behalf, to express my deep appreciation
to Excellency Dr. Adel Az
ar, the Honourable Head of the Statistical Centre of Iran for
hosting our training workshop and for such excellent arrangement and warm
hospitality.


Excellencies,

Distinguished Participants;

Our meeting today is a sign of growing significance of coopera
tion in the field
of statistics and is an evidence of our strong will to set up a new order for statistical
activities in ECO region.



Since our first meeting of the ECO Heads of National Statistical Offices on
January 2008 in which the idea of establish
ment of the ECO Statistical Network
(ECOSTAT) was proposed by the Statistical Centre of Iran, it has come a long way to
reach this point. The proposal was presented in accordance with the ECO Framework
of Cooperation and Plan of Action on Statistics and co
nsidered as an institutional
mechanism for realizing the main goals of the Plan and promoting statistical activities
in the region. The initial proposal was discussed and elaborated in the follow
-
up
meetings by sharing views and comments of the Member Stat
es and prepared it for
approval of ECO decision making bodies. Approval of the 149
th

CPR Meeting on
June 2009 made an opportunity to put the Network in operation.



In this way, a huge work has been achieved by the Statistical Centre of Iran
and its profes
sional staff which is highly appreciated. I am obliged to acknowledge
the great efforts made by ECO Directorate for Project, Economic Research and
Statistics which has seriously been working to improve the statistical activities in the
region in cooperatio
n with the Member States.


This workshop as a main step on utilizing the ECO Statistical Network prior
to uploading the Network, will broaden the knowledge of implementation of
Information Technology in practical work among National Statistical Offices in
the
ECO region and will pave the way for a more technical assisted cooperation in

statistics. I have no doubt that outcomes of this workshop will facilitate our joint work
in producing updated and reliable data and pursuing this process will definitely bri
ng
new results for the Organization as well as the Member States.


I am confident that with mutual understanding and strengthening our
cooperation we will achieve our goals set in the Framework of Cooperation in
Statistics.

Ladies and gentlemen,

It is my great pleasure to extend a very warm welcome to you, more specially those
who come from various countries of the ECO reg
ion to participate in the 4
-
day
Training Course / Workshop on ECO Statistical Network jointly organized by ECO
and the Statistical Centre of Iran (SCI). This is the first course on the Statistical
Network which is being conducted in the SCI.

The idea of es
tablishment of the ECO Statistical Network (ECOSN) was proposed by
the SCI, as an institutional mechanism for implementation of the ECO Framework of
Cooperation and Plan of Action on Statistics, in the first meeting of the Heads of the
ECO National Statist
ical Offices on 28
-
29 January 2008 in Tehran. The matter was
also raised in the First, Second and Third HLEGMs in Tehran, Dushanbe and Kabul
as well as at the 6th Meeting of ECO NFPs on Economic Research and Statistics held
on 17
-
18 November 2008 in Ankara
. Since no objections were made by Member
States to the Iranian proposal, the 19th RPC Meeting came to this conclusion that the
website developed by the Statistical Centre of Iran could be used by the ECO Member
States as a common statistical network subje
ct to approval by Council of Permanent
Representatives (CPR).

CPR at its 149th Meeting on June 7, 2009 considered the issue and approved the
establishment of the ECO Statistical Network.

As you see, the design and establishment of the ECO Statistical Net
work is the
product of 6 prior and highly interrelated events, mentioned above. Therefore, on the
basis of the agreements concluded, the SCI has made necessary arrangements on
designing, programming and preparing the network.


As you are aware, successful

launching of the Network involves our active
participation in this important programme. To this end, this workshop is organized to

help us carry out our responsibility in the field of the Network on a scientific and
technical basis.

Establishing this net
work aims to develop an integrated and comprehensive system
for recording and retrieving statistical data related to the ECO member states and
international organizations. Through this network, member states can have access to
general data such as: populat
ion rate, major economic indicators as well as
information on meetings / workshops. The member states can also have on
-
line
analytical reporting.


I would like to add that so far, the Statistical Centre of Iran has conducted different
international work
shops in collaboration with international organizations such as
SIAP, UNESCAP, UNFPA, UNSD and ECO. It means that the SCI, enjoying high
capabilities in statistics, is interested to share its experiences with all countries,
especially with the region's sta
tes.

In this context, we would feel privileged to contribute to the enhancement of the
cooperation among the countries of the region and achievement of international goals
by joint conduct of this training course.

I hope by the efforts of the Statistical
Centre of Iran and our colleagues in the
Statistical Research and Training Centre, endeavors and care of the participants, this
workshop may attain all its goals. I also hope that participants will actively participate
in the lectures, discussions and prac
tical sessions and share their experiences.

I would like to take the opportunity to extend my appreciation to the ECO authorities
and employees who are sincerely involved in this programme, especially Mr. Maroofi,
