It is not an entitl
ed expectation that all special schools will be KLCs from
April 2012
.
Within Staffordshire this is managed by the
Inclusion Well Being Manager
and the
SEN Finance
Manager
.
The
KLC
Managers
Group will meet on a termly basis an
d
headteachers will
be availab
le if an
emergency meeting is required.
Special School core remit remains as a school.
1. Aims of the Service
The key aims of School Based Inclusion Support are to:

aise the profile of special schools as a source of advice to mainstream colleagues

urage partnership working between mainstream and spec
ial schools, in line with
national
recommendations

tilise the specialist skills of special school staff to build the capacity of

ainstream
schools to
include pupils with SEN more effectively

stablish
a role for special schools as a provider of specialist support
within the LA support
service framework

schools as part of a structured SEN support network, in line
with
national recommendations
Be proactive participants of the integrated
‘

eam Around the Child’
For special schools to be developed as a resource asset which could be commissioned by a
variety of routes
2. Funding Arrangements

transactions and
reporting.

per day for teacher

support staff release.
Fr
om April 2012 there will be two
working models
for
generic and BESD
special schools to consider
when agreeing to be commissioned by the LA
.
Model
1

KLCs will be provided with a base budget of £10,000, which will ensure
one day
teacher release
(
£7,600
),
administration / travel
(
£500
) and
TA half day release
(
£1,900
)
There would be an expectation of KLCs to support a minimum of 8 pupils over the year through
the completion of the pupil intervention agreement form.
Any request from a mainstream school
over
and above the minimum of 8
pupils,
the KLC can agree and will be provided with additional
finance of £1,250 following receipt of the pupil intervention agreement form.

Any special school who would like to embark on a specific project with a mai
nstream
school / Agency / Parents eg SPEAC, Early Birds may do so on submission of a project outline
with costings and outcomes and impact will be expected post delivery.

Allocation

will be made to the PD schools dependent upon the agreed formula which
includes a base
allocation and an additional sum based on the
current case load data held on One.
However

a review
of
PDSS funding and operation will
be actioned
during the 2012
-
2013 financial year
and a
new
financial
and working model will be considered
for April 2013
.
Please note

hat any underspends from previous years will be taken into account prior to allocation
.
T
hat
this budget ought not to be used to
fund the relea
se
of
staff
from
mainstream schools. The
justification for this is that if KLC s
upport is perceived as
completely
“free” then requests
may
become unmanageable, KLCs would be less valued and a commitment must be shown from the
mainstream school.
That
KLC funding is not to be used for funding of
own
staff training or to support any spec
ial
school. However, either of these can be provided by
a special school
on a consultancy basis
outside of the KLC remit.

Involvement of a KLC

For CYP with physical disability their condition may necessitate extende
d involvement of the PDSS. In
these circumstances a four stage level of involvement has been created. The four stages to be entered

. Service Standards

Operational
The
KLC Support S
ervice has adopted the following standards with
regard to delivery of the service.
Prompt action upon acceptance of a request for
support
i.e.
contact is made with mainstream school
within 2 weeks of receipt of referral
to
KLC
‘Visit notes’ circulated promptly and appropriately
to colleague who KLC working with and
Headteacher plus original copy kept on file for
Inclusion Well Being
Manager
to view.
Service provision to be evaluated (see point 11 below)
Appropriate professional development opportunities for staff involved in outreach

Staff involved in outreach must maintain an appropriate level of professionalism and confidentiality
