These proposals formed the basis of the outcome document, which was unanimously adopted by
the code
-
named "Khabarovsk recommendations
” as
a ba
sis for improving international
cooperation in preventing and f
ighting forest fires in the APEC region.

Outputs

aking into account “Khabarovsk recommendations”, it is planned by EMERCOM of Russia to
prepare new projects for educating and training APEC member countries on fighting forest fire
s,
as well as hold
ing

Ministerial meeting on emergency preparedness in 2012, with an appropriate
agenda.


The Khabarovsk conference included a round table, a conference and practical exercises with the
use of Be
-
200 aircraft and helicopters MI
-
8 and MI
-
26
with MAT. The reports were considered by
the prevention, response and recovery in extinguishing forest fires. Particular attention was paid
to the analysis of forest fire fighting equipment (aircraft, robotic systems and multi
-
purpose vehicle
fire with fir
e extinguishing temperature
-
activated water).


The Conference was widely publicized in the media.

The conference was attended by 58 people,
including officials from eight member economies

in
APEC (China, Indonesia, Australia, Thailand, Chinese Taipei, Japan, Vietnam, Russ
ia), leading
experts from Russian and international organizations dealing with these problems (World Bank,
the Global Center for monitoring forest fires (GFMC), International Institute of Systems Analysis
(IIASA), the Asia
-
Pacific Network for sustainable m
anagement and forest restoration (APFNet)
and others).


Among the participants

reporters and 3 women

assistants
.



4.

Project management

Project overseer comments: Could the project have been managed more effectively or easily from
the
Secretariat? Are there suggestions for more effective management of projects in the future?


In my opinion, the project is greatly successful, because

he project met the demands of the APEC economies, suffering from the forest fires
;

he project is uniq
ue and has
a specific characteristic
, which can be studied by the rescuers,
fire
-
fighters, ecologists, pilots, foresters, scientists of different areas, and et
c;

he project has a good future from the point of it’s continue and building the multi
-
national

cooperation in this vital sphere of people’s life.
The Secretariat provided very good assistance
and advi
c
e for the realization of this project!


APEC Secretariat comments: Were APEC project guidelines followed? Could the project have
been managed more ef
fectively or easily by the Project Overseer?



The project was overseeing by my colleague Helmut Lagos. However, I think the project has more
thing to offer in the future, particularly when the Project Overseer talks about the
"Khabarovsk
recommendations

as a basis to improve international cooperation in the APEC Region. Another
important conclusion is that the above mentioned recommendations would be submitted to APEC
Leaders in their meeting in Yokohama, as a part of the efforts for improving internation
al
cooperation in preventing and fighting forest fires in the APEC region
.
