The following are the
inputs from attendees to the consultation:



Dr. David Perez, President of Indotel (the re
gulator of telecommunications of

the Dominican
Republic) stated that the information and communication technologies (ICTs) are a determining
factor for economic and social development of countries.

In particula
r, broadband is
seen as
a
basic infrastructure for developing countries.

Dr. Perez announced his goal of carrying out an
underground telecommunications that connect the 155 and the 229 municipal districts which
called for the cooperation and participation

of the private sector.

This goal is consistent with
the goals and objectives of national development plan.

Finally, Dr. David Perez highlighted the
need for greater interaction with Haiti.



D. Temistocles Montas, Minister of Economy, Planning and Develo
pment of the Dominican
Republic presented the draft law on national development strategy 2030, which is destined to
be the guide for the design of State policies.

The development of ICT is a high priority for the
Dominican Republic, in particular extend
in
g

broadband to

have national coverage and
eliminate
current gaps in
broadband
access
, make access to information more
affordable
,

and open up
new educational and employment opportunities.

Minister D. Finally Temistocles Montas said
that joint action in th
e field of ICT by Haiti and the Dominican Republic will contribute to
improving relations between both countries.



Da Magdalena Lizardo of the Ministry of Economy, Planning and Development
from Dominican
Republic
presented the strategic priorities and goals

of the National Development Strategy
2030.
The

ICT objectives were, among others, the following: i) universal access to ICT in the
country (60 percent of the population by 2020 and 80 percent of the population by 2030) , ii)
digital literacy, iii) institu
tional development of electronic government, iv) use of ICT as a tool in
the education sector to in
clude the country into the

knowledge society.



Andres Van Der Horst, National Competitiveness Council

of Dominican Republic
, presented
ICT

as a fundamental t
ool for the competitiveness of

the Dominican Republic. Unfortunately,
business do not do an intensive use of ICT
. According to Mr Van Der Horst
it
is necessary to
change the paradigm and think of a new development model that involves extensive use of ICT.

In this sense, the state must invest more in developing strategic sectors such as
the
software
industry.

, spoke of the need
to develop e
-
government as
a key management channel of
public services by the

citizen. For the
development of e
-
government infrastructure
it is essential to increase the human capacity with
ICT training and have an appropriate legal framework in place
.



Dr. Joelle Exarhakos
,

Indotel
,

noted that

in the Dominica
n Republic there is no fiber optic
infrastruct
ure that covers the country
open
ed

to all operators who wish to provide broadband
service
s
. Prices are high and the
access is

limited. These barriers prevent the achievement of the
objectives of the strategic plan. As a solution to this situation, Indotel plans to build an
infrastructure for broadband connectivity to reach all municipal districts throughout the
country. Also
, in

order

to enhance this connectivity is necessary to encourage demand by
concrete policy actions.



The Minister of Public Works, Transport and Communications of Haiti, D. Jacques Gabriel,
outlined the priorities of the public s
ector in this country stating

t
hat the development and
reconstruction of Haiti depends on ICT. The greatest challenge facing the government in this
area is
how to
mak
e

connectivity available to all its citizens and develop applications that drive
the demand according to the Haitian real
ity.



Mr. Stéphane Bruno the Presidential Committee on ICT
of Haiti
presented the advanced state of
the mobile platform in Haiti, covering between 95 and 98 percent of the population and how
this platform has enabled services such as mobile banking, that a
re more efficient and serve
more people
than physical banking

services.



Mr. Jean Jaunasse Elysee, Director General of Conatel
, the regulator of Haiti,

said that
this
country embraced

the private sector since the opening of the market. Today there are seve
n
mobile companies serving in Haiti. The government is working with these companies to carry
out a national network connecting all communities.



The private sector of

the Dominican Republic expressed the greatest barriers

that

exist for the
development of b
roadband in the country. Mobile operators agreed that the biggest obstacles
they encounter are: i) the availability of spectrum, and ii) the difficulty of obtaining rights of
way
. For its part, a minority
wholesale broadband
carrier expressed its
concern
f
or the difficulty
of
finding sources of financing for development projects of broadband backbone
networks
. Also,
some operators stressed the
nee
d for more competition in international access.



The private sector in Haiti showed different viewpoints. An alte
rnative operator
stated as

barriers to broadband
the
development
of
limited international connectivity and the lack of
a
national wholesale broadband

network
.

Natcom, the incumbent operator in Haiti, presented an
investment plan to develop a national fibe
r optic network.

The representative of the association
of ICT operators highlighted the lack of competition

as a barrier,
the need to ensure the

protection of foreign investment and the lack of a regulatory framework to
protect
these
principles in the cou
ntry.
