Progress Narrative

a.

Please

implementing the project during the reporting period.

After

appropriate preparations, we organized extensive media campaign to inform public about
the AgroLib
-
Ja project. Media campaign started with the press conference on 27
th

April i
n our library.
The director Vesna Crnkovic and AgroLib team members Suzana Tanasijevic and Ivica
Lazarevic
presented the project

and all its segments. The journalists from the national TV station
-
RTS, the local
TV station
-
TV Jagodina and the journalists fr
om daily newspapers: Politika, Vecernje novosti, Blic and
Pres and a weekly newspaper Novi Put were present at the press conference. In the Local archive of
our library, the video of the conference was saved. The special success of this media campaign was
that it was show
n
on the national TV station (RTS) on the most
-
watched news program Dnevnik 2 at
19.30. Afterwards, the same program was shown again on the Morning News at 8.00
,

which is also
watched. This information was shown in scientific journals on li
brary work ( Savremena biblioteka,
Pancevacko citaliste, etc). Many press services that deal with cultural events in our country and
abroad carried out this information from our website
.

After returning from Slovenia, the meeting with the representativ
es of local self
-
government

of
Jagodina
was held, and on that occasion we agreed up
on the complete adaptation and renovation of
the rural libraries. We would like to highlight that during the first negotiations, local self
-
government
promised only painting

and minor repairs in the village libraries
that were
planned in the pr
oj
ect.


Having heard that our project had a great success, the leaders from Jagodina decided to solve a long
-
standing problem
-
the facade of the public library. (The building has the sta
tus of
cultural

asset
,

and it is
on the list of cultural monuments
by

the Cultural Heritage Preservation Institute of Kragujevac.)


3.
Computers and equipment for the village libraries were bought. Our Computer Science
Engineer

installed all the necessary
programs for the realization of AgroLib Ja project.

4.
Serial and monographic publications were selected, bought and processed

carefully for the
libraries in
: Glavinci, Glogovac, Bagrdan, Bunar and Deonica. We

want to

highlight that we exceeded
the planned

number of serial and monographic publications
from
agriculture
. Each village library will
be getting a donated copy of a scientific journal
from agrilcuture
for a period of one year.

Visit
to 4th Ethno International Fair that
was held
on July 10th in
Jagodina and
was organized by
Etno Forma
-
our partner, a non
-
governmental organization from Jagodin
a
.
Promoting the project and
Agrolib
website
through contact with each
individual
exibitor.
Conversation with interested fair
visitors,
and handing out flye
rs with general information on our website
and project goals.

On that
ocassion
,

we made some contacts and agreed upon future cooperat
ion and developement of the
website agrolib.rs (free presentations

on the website
www
.agrolib.rs
-

users’profiles and promotion
of agricultural products, old crafts and tourist services). Around 500 flyers were handed out.

As a very special sucess connected with
the
adaptation and renovation of the rural libraries, we
highlight the don
ation of our local
-
self government and relocating the library
to

the newly
-
built
Cultural centre.

One of the major successes of our project was the subsequent decision of our local self
-
government representatives to hire 3 librarians instead of hiring
3 volonteers. The procedure for
changing the systematization and hiring 3 new workers who will be paid from the budget of Jagodina
is still in progress.

that were experienced

Please explain what caused the challenges and what steps were taken to overcome them.

1.

After the eIFLA announcement that the AgroLib
-
Ja project h
as been awarded, Vesna Crnkovic,
the
director
,

as an authorized and responsible
person for signing the agreement and

for the

project
realization, opened a foreign currency account. Due to the co
mplicated procedure for opening an
account,
foreign

currency and
national currency account
,

intended for the funds transaction lasted a
bit longer, but
it was completed before

we vent to Ljubljana.

The challenge

that
we
encountered

before we could star
t financial realization of the project
was

a
long legislative
procedure
for

f
inancial plan change. Namely, in order to spend th
e project

funds

for the
purpose we had, we had to integrate the budget of the AgroLib project into the Financial Plan
for 2010.
(
Financial plan of the library
is passed and each change is approved by the library committee). Twelfth
session was held on 9
th

June 2010.

2.

Telek
om, the
company we signed a contract with on 3Gnet Internet, does not sign contract
s

for their
services for
a period less than two years. Since the AgroLib project lasts for a year
,
and its activities will
continue after the contract with eIFL, we had to sing the contract

for their Internet services be
cause we
did not have other technical
possibilities
. At the t
ime of
signing the contract, this Telek
om’s service
had

a
discount.

The budget we planned for this service for a one year period was enough to pay for the
services for a period of 2 years due to the financial benefits.
3Gnet connection was possible only in

Glavinci, Glogovac Bagrdan and Bunar while in Deonica we did not have that possibility. Deo
nica was a
real challenge, and
t
his

is where we spent most of the time discussing possible technical options for the
Internet connection. It turned out in the end t
hat the only way to connect to the Internet was by
satellite. W
e hired a special firm for that,
and t
he installation is in progress
.

3.

In order to get

the virtual server for a shared hosting with a foreign firm Linod, we had to solve the
problem with payi
ng this. In fact, Linod
accepts payments by electronic cards, and not on the bank
account, so we had to pay for the service to a mediating firm Servis Markom from Belgrade to pay the
shared hosting for us.

plan
.

1.

For the Financial Plan for the AgroLib ja project we hired a bookkeeping agency Aura from Jagodina on
28
th

May 2010. When

we were writing the project,
we overlooked the need for a bookkeeper, so this
position is not put in the
project; therefore

we are using this opportunity to inform you about this
change.

2. The second change we informed the PLIP manager about is the translator replacement. Due to some
family matters, the project translator Milica Miljkovic had to give up from the function. Jele
na Rajic
replaced her as a new translator.

3.


Instead of fixed telephony, we got mobile phones for the libraries because the mobile telephony is
cheaper than the fixed telephony, and it is not
possible to get new fixed telephony numbers in the
villages be
cause the switchboard is obsolete.

4.
IT trainig for the agriculturers is postponed because the season of agricultural work is in progress.
Instead of 15th June, it will start on 1st October and instead of 1st October, it will end on
1st February.

5.

ur project, agriculturals are busy every day
during the season of agricultural work untill
the late September.
