Abstract

When the growth of traditional voice revenue gets flattened o
r even declined in a
saturated market, value
-
added service (VAS) revenue becomes a critical index of total
revenue and ARPU for mobile network operators (MNO). To increase the revenue and
weight in ARPU from VAS, we have implemented the Integrated Content
Service
Platform (ICSP). By accepting all formats of contents, including Java ME, Symbian,
Microsoft WM, and Flash etc., the ICSP allows content providers to upload digital
content services or products of one format without worrying customization of other
formats. The integration of many content platforms simplifies the process of uploading
and transaction of digital content services/ products. The time and cost saved in
developing only one format of product contribute to the reduction of operating expenses

for MNO..

Abstract

This paper prese
nts an innovative method to increase the accuracy of similarity
-
based
audio search through large unlabeled stored data, which can be applied to the
identification services via mobile phone system. Conventional methods mapped each
feature vector to the code
word by hard decision. This paper proposes a modern
approach in codeword matching, thus provides robustness against distortion or noise.
An extension of this method, which gives higher weights to trustable vectors, is also
proposed. Experiment results show

that our new algorithm has 14% gain of accuracy in
comparison to the original method. Utilizing the extension method can make 20%
improvement of accuracy.

With the evolution of the broadband network technology, the service of the

multimedia and entertainment. IPTV features the media on demand, high quality of

Owing to the concentration on the network popularity and broadband evolution, more
than 4.32 million broadband users, includi

million MOD subscribers, have adopted the xDSL connection of Chunghwa Telecom by
August 2008. In order to cater to the demand of the high quality service from a huge
number of subscribers, a set of testing tools detecti

side broadband obstacles
have been developed. The customer network engineers can process the broadband
physical layer quality test with their laptops. Due to the bearing of the MOD service on
the broadband physical layer, the tools provide the test
s of physical layer, ATM layer
and IP layer traffic for broadband communication protocol, helping the engineers locate
the obstacles immediately. In this article, the features of the tools are described in detail.

Detecting Eyes of Different Orientations Using the Modified Radial Symmetry

Abstract

In this paper, we modify the original radial symmetry transform to detect eyes in a face
image. W
ith the modified radial symmetry transform and a predefined threshold, several
possible eye candidates can be found. We select correct eyes from these candidates by
using several geometrical rules based on the prior knowledge of faces. The performance
of e
ye detection is evaluated on the BioID face database [1] for uni
-
orientation test and
face database constructed from members of our lab for multi
-
orientation test. The
results show that the modified radial symmetry transform performs very well for
detectin
g eyes of different orientations.

A Face Recognition System based on Facial Components

Abstract

In this paper, we present a component
-
based face recognition method usi
ng the facial
block feature to increase the recognition rate. Firstly, the Active appearance model
(AAM) is adopted to detect six facial components images, which are left eyebrow, right
eyebrow, left eye, right eye, nose and mouth, respectively. Then, Prin
cipal component
analysis (PCA) is utilized to calculate the desired feature vectors and decrease the
dimension of the original feature vectors. After that, the K
-
means algorithm is employed
to cluster these feature vectors. The Support vector machine (SVM)

is utilized to train
different recognition modules using the information of the clusters. Finally, the result of
recognition is decided by each recognition module using the voting method. When the
training images include all of light changes, the recognit
ion rate of EigenFace is 94%
and the proposed method can be up to 96%. If the testing images are with complex
lighting changes than the training ones, the recognition rates of EigenFace and the
proposed method are 31% and 63%, respectively. Obviously, the
proposed method can
increase the recognition rate by using the proposed facial components. In the training
stage, the proposed method is more robust without special light changes images.
Compared with EigenFace, the recognition rate of the proposed method
reveals the
great improvement. Experimental results show that the proposed method can indeed
achieve reliable performance in face recognition.
