specialisations. Existing industry is widely scattered across several sectors and thus no single sector does show
sufficient critical masses. Regional innovation policy has reacted already in the past to this challeng
e by developing
regional innovation strategies based on strong interaction with stakeholders, building up regional innovation networks
and in fostering the regional science base.

This case study presents approaches to smart regional innovation policy from

a systemic perspective. On the one
hand existing regional instruments (i.e. regional clusters, R&D infrastructures) will be discussed demonstrating their
interactions and contributions to develop regional specialization in niches; on the other hand the ex
isting policy
learning system ‘The Innovation Assessment Methodology Lower Austria (I
AM Lower Austria)’ will be discussed in
detail. This tool is a coherent part of the Continuous Improvement Process of the Regional Innovation System Lower
Austria (CIP RI

has a world class high tech systems cluster and the region

in the Eindhoven
Aachen triangle (ELAt) and the Holst centre on the High
Tech Campus Eindhoven, a
knowledge institute, jointly established by TNO and IMEC. In 2011 Brainport 2020 is developed, the new economic
development strategy and action programme of the Southeast
Netherlands area with Brainport Eindhoven Region as
its hots
pot. High Tech Systems and Materials is one the most important clusters the strategy focuses on.

At the same time, the National government developed the so called top sector approach: an integral approach to
strengthen nine Dutch top sectors with triple h
elix participation and companies in the driver seat. High Tech Systems
is one of these top sectors. Besides, the Flemish government started a more or less similar approach to strengthen
sectors in Flanders.

sector approach for High Tech Systems can be combined with the
regional (smart specialization) strategy in the Brainport Eindhoven Region and how the linkages with Leuven can be

Over the last

20 years, the Małopolska region (South part of Poland, 5% of Polish territory, 8% of Polish
population) has undergone the process of deep social and economic transformation. At the beginning of the 1990s, a
key role in the economic structure of the region

was played by traditional industries such as mining, metallurgy and
heavy chemistry. These industries were supported by strong science base specializing in areas related to mining and
manufacturing (i.e. AGH University of Science and Technology, and man
y sectoral public research organizations).
Over time, the role of traditional manufacturing sectors has decreased in favour of the increasing role of service
sector (two thirds of the total value added has been generated by service sector in recent years).

The growing role
have also been played by fast
growing industries like information technology, telecommunications, pharmaceutics.
The development of fast
growing industries is especially evident in the area of Special Economic Zone “Technology
Park Kraków
” and initiatives undertaken by Jagiellonian University (i.e. Jagiellonian Centre of Innovation Ltd.). The
emergence of fast
growing industries has been accompanied by the changes of the profiles of regional universities, in
particular in increasing intere
st in information technologies and life sciences. Regional universities are also engaged
in many initiatives aimed at addressing the main challenges in traditional areas of regional specialization (i.e. clean
coal technologies).

mportant role in the pr
ocess of regional transformation of the Małopolska region has been played by bottom
entrepreneurship activities as well as cooperation with universities and public research organizations, especially in
the field of information technology (i.e the case o

Besides, the sector has closely connected with the key challenge areas of sustainable mobility, transport
and infrastructures, energy and environment, safety and security.

The Turkish automotive industry has mainly located in the East Marmara Region; compr
ising the provinces of Bursa,
Kocaeli and Sakarya. Producing circa 98% of the 1.1 million vehicles produced in Turkey and providing employment
opportunities for approximately 45 000 people, the region is the centre of the Turkish automotive industry. The
entioned region hosts 11 original equipment manufacturers (OEMs) and also embodies hundreds of suppliers,
specialized in different segments of the complicated supply/value chain of the automotive industry.

There have also been attempts with regard to stimulate the sectoral activities and strengthen governance
mechanisms. Launched in 2008, Automotive Technology Platform, which provides mediums for systematic
consultation with various stakeholders in R&
D and innovation agenda, has brought the representatives of the basic
and supplier automotive industry, universities and research organizations with RDI capacities. Within the Platform,
the working groups, namely on the themes of Mobility, Transport and In
frastructures, Energy and Environment,
Safety and Security, Design and Production Technologies, and Electric Vehicles, have been constituted under the
leadership of the private sector.

This case study will focus on deliberate policy making actions and bod
ies aiming to develop sectoral strategy and
strengthen the governance mechanisms pertaining to the cluster activities.

udy will look at the governance structure and support programmes in place in the UK, with coordination
across a number of Government Departments and cross
Government groups, including the Office for Low Emission
Vehicles, the Department for Energy and Clim
ate Change, the Department for Business, Innovation and Skills and
the Technology Strategy Board. The Government also participants in public
private joint initiatives in support of LCVs
and is engaged with the West Midlands Automotive Cluster (WMAC), whic
h generates 60% of UK automotive R&D
and 30% of UK automotive turnover. WMAC is focusing on areas that exploit regional strengths, including
technologies for environmentally friendly vehicles.
