The Schedule and Its Consequences


PACS (as the other Herschel instruments) has been
forced to adopt serious deviation from original (ESA)
model philosophy


QM not flight representative


Verification of IL test plan only partial


Significance of EQM IMT limited


This new scheme implies increased risk for FM
programme


and therefore for FM schedule


Several subunits on critical path (detectors, DECMEC)


No margin = guaranteed schedule slips

Future Strategy


Proceed as fast
as possible


...but not faster


Concentrate on solving the remaining problems


Schedule is important


Delivery of something that cannot be tested makes no sense


Keep planning flexible to take advantage of any slip
in S/C schedule


They may encounter problems, too


Extension of ILTs should always be possible/welcome


ILT period of 6 months (minimum) for FM will not be
given up
