Open Source Phase Development


Phase I (This Phase is funded and work has started)


This first phase is to deliver the current INFORMS/Fire Tools package to the Los
Alamos Lab for use in Fuels Analysis planning for the Lab owned and administ
ered
lands. This tools package will be delivered in three sub phases. These will be delivered
on the Linux Red Hat (Package).


Phase I A. FSVeg Database


The FSVeg data base in the data store for all current vegetation sample data. There are
packages incl
uded with this applications to load data and extract it as needed.


This first Phase will include:



Migration of the Oracle Table definition and constraint installation package to


the Linux operating system. With proper table ownership and Roles.



Migr
ation and recompiling of Oracle Forms on the Linux operating system.



Migration of Oracle Stored Procedures on the Linux operating system.



FORTRAN and Pro FORTRAN Loaders and extract programs need to be
moved.



Testing and packaging of this phase for
download and install.



Phase I B. Informs Fire Tools Package


The Fire Tool are the required to complete the required Fuels Analysis NEPA Process.


This second sub phase will include:



Migration and recompiling of the Forest Vegetation Simulator includi
ng the


Central Rockies Variant and the Fire and Fuels Extension for that variant.



Migration and recompiling of the Most Similar Neighbor Analysis application.



Migration of the Oracle Table definition and constraint installation package for


INFORMS.



Migration and recompiling of Oracle Forms







Migration and recompiling of ProC and other programs.



Migration and recompiling of the INFORMS ArcView extension.



Migration of all the INFORMS tools and supporting sql queries and amls.



Testing and packa
ging of this phase for download and install.


Phase I C. Rulebase Toolkit


The rulebase toolkit is used to create custom analytical model for environmental effects
estimation.



Migration of the Oracle Table definition and constraint installation package
for


INFORMS.



Migration and recompiling of Oracle Forms



Migration and recompiling of ProC and other programs.



Migration and recompiling of clips code.




Testing and packaging of this phase for download and install.


This completes the initial deliv
erables for Phase one of this agreement.

Phase II


Lincoln NF and adjacent lands FARSITE Dailey Current Veg Project Proof of Concept


This phase would develop a package that would deliver a FA
RSITE ready file for that
day via web access application. This would also include a critical infrastructure
coverage for evaluation.


Phase II A Install Phygrow Model


The Phygrow (http://cnrit.tamu.eds/rsg/phygrow) model is a non woody plant growth
mod
el developed by Texas A&M and is currently developed in Linux.



Install Phygrow Package on the Phase I system. This includes Data Stores in


Open Source Relational Databases and uses MapServer





(http://mapserver.gis.umn.edu)as a Internet map server.



Develop a package to feed needed data to Phygrow from the FSVeg Database.







Develop output program to pass Phygrow results into FARSITE ready data



along with FVS results. This is in conjunction with the






BRASS(http://cnrit.tamu.edu/brass) projec
t work currently being done.



Phase II B Install GENIE delineation package and test for forested and non
forested vegetation.



Install GENIE (http://genie.lanl.gov) delineation package Phase 1 System. This


includes the stand typing procedure develope
d for the Central Rockies FVS


variant


Phase II C Develop Methods to Create Interagency Infrastructure Layer




Develop standard methods and data sources for Infrastructure data.



Develop and standardize Infrastructure value and priority system for f
ire



planners to use.


Phase II D Develop FARSITE Ready Data Package and Delivery Method



Develop additional capabilities to include Phygrow light fuel model data into


current landscape package in INFORMS.



Develop application to create weather fo
recast data for analysis area into a


weather file for FARSITE.



Develop package in Map Server to allow a web user to select and clip the


current landscape package and include the weather file that is downloadable


by a web user, including the Infrast
ructure coverage through Map Sever


Phase II E Enhance FARSITE to accept Non Woody Data.



Develop new package in FARSITE to accept Non Woody information on those


areas that are non
-
forested and include it in sparse forested areas.



Field test entire
package and evaluate it value if successful move on to Phase III

Phase III


Migrate all elements to Open Source software and test cloning methods of installation
and support.






Phase III A


Migrate Da
tabase applications to Open Source database (PostgreSQL or MySQL).



Rebuild FSVeg and Informs database structures in selected open source



database.



Rebuild Oracle Forms as Python forms.



Modify loaders and extract programs as needed to utilize the n
ew databases.



Test with INFORMS application using the new database version but still using


ArcInfo/ArcView as the GIS interface.


Phase III B



Rebuild the ArcInfo amls in the open source GRASS GIS application.



Rebuild the ArcView interface functions

in the open source GRASS GIS



application.



Test the INFORMS application using the new functions and interface.


Phase III C



Install the application results in MapServer so users can download FARSITE


ready data.



Build Install package for this com
pleted phase and test clone installs also


develop and build and test distributed processing grid technology for



deployment to the same sites.



Once Clone type installs are fully tested offer the application and the methods


developed of current veg

to the various interagency fire centers to start



developing a state by state download site for current to the day FARSITE



download deployment. This would be tech transfer to Interagency Fire



Organization.

Phase IV


Enhance the previous version completed in Phase III to support Interagency Fuels
Reduction NEPA analysis with distributed interdisciplinary teams.


Phase IV A







Work with MapServer (UMN) to develop Web based decision support



interacti
on. This may be pushing the capabilities of current GIS web interfaces.



Develop and test ID Team member authentication over the web. Enhance the


current project tracking in INFORMS to keep clear record of all needed data to


find if an unauthorized

log in occurs or security is breached.



Set up gates where at specific points in the analysis process the data would be


sent to a WWW side that would be used for public review and input. The input


would be cataloged in the database and the ID Team co
uld categorize it in the


database.


Phase IV B



Create new packaging of the more detailed data from Environmental Analysis.


This would create two different downloads one for FARSITE and EA version.


The FARSITE version is updated daily and the EA ver
sion in annual max for


non woody veg and grown to current year with source data for further



simulations.



Include capabilities to build research based site specific analysis tools with


researchers from all across the country. This would be a way to

deliver peer


reviewed analytical products and build a common tool building package like


Rule Base Tools Kit so they could be quickly created and updated in a standard

format.



Include the future condition simulation capabilities and when they downlo
ad


and EA version they would get the raw data pointed to by MSN so they could


create future conditions data and run the models created by research to do


effects analysis that is standardized between agencies.


Phase IV C



Build Install package for
this completed phase and test clone installs.



Once Clone type installs are fully tested offer the application and the methods


all land management agencies and private industry for interagency fuels



analysis with distributed teams. Support deployment

of tools and make them


availably for down load.
