Overview
•
What is NetDMR?
–
Web application that NPDES facilities may use to electronically enter, sign and
then submit their Discharge Monitoring Reports (DMRs) to the NPDES permitting
authority
–
CROMERR APPROVED
(States will still need to get Attorney General
Certification, but OECA has already received approval
–
one of only three
systems)
–
NetDMR can also provide the data to ICIS
-
NPDES to meet certain NPDES
permit reporting requirements.
–
The Regulatory Authority (State, Region, Tribal Nation or EPA) that issued the
permit approves specific facilities to report using NetDMR.
•
Primary funding

TX and IL Exchange Network Grants
–
CT Supplemental Environmental Project (SEP) that was established as part of a
negotiated settlement of a joint federal and state enforcement action

password, responses to security questions, and use of
SSL communications. SSL is commonly used by on

NetDMR has received approval from EPA that it meets
the requirements of the Cross

Media Electronic
Reporting Rule (CROMERR).

How Can States Use NetDMR?
•
State may find the OECA NetDMR CROMERR checklist helpful as an example in
pursuing their own CROMERR approvals from EPA
–

Three Ways for a State to Use NetDMR
1.
State Locally Hosts NetDMR Using the ICIS
-
NPDES Data Flows
•
State obtains code (Fall 2008, from the Exchange Network website)
•
State responsible for all installation costs, and all operation and maintenance costs.
•
State coordinates testing of NetDMR with EPA (CDX and ICIS
-
NPDES).
•
EPA will be ready to support this use of NetDMR in 2009.
2.
State Uses U.S. EPA Hosted and Maintained NetDMR (federal instance).
•
Any state using ICIS
-
NPDES, can decide to authorize its NPDES facilities to use NetDMR.
•
EPA operates and maintains NetDMR as part of ICIS.
•
State responsible to authorizing particular facilities to use NetDMR.
•
States participate in planning enhancements to NetDMR as part of ICIS
-
NPDES governance process.
•
U.S. EPA (federal instance) expected to be in production in 2009.
3.
State Adopts NetDMR to Connect Directly to State NPDES Information System
•
State modifies NetDMR to connect to the state’s NPDES information system.
–
This replaces the four NetDMR ICIS
-
NPDES flows with internal state data feeds.
–
Map data flows to the state system instead of ICIS
-
NPDES
•
State responsible for all operation and maintenance costs.
•
States provide EPA with DMR data thru their normal processes.
