The U.S. Naval Air Systems Command (NAVAIR) maintains the operational forces of the Navy in a state of battle readiness. While
NAVAIR had focused on developing, testing, and delivery of the Navy/Marine Corps Team's aircraft and weapons systems, today the
priority is to facilitate Network Centric Warfare through an integrated striking force that extends the power, reach, and precision of U.S.
naval forces.
Challenge
The Naval Air Systems Command (NAVAIR) Career Development Office (CDO) was tasked with providing on-demand, standardized
computer-based training to the NAVAIR community of 30,000 employees worldwide. While regional CDOs worked hard to ensure
high-quality training for personnel, duplication of services, inconsistencies, and lack of quality control incurred unwarranted expenses.
"The solution had to integrate with our existing learning management system (LMS) and provide consistency in presentation, delivery,
and distribution to enhance the learning experience," says LeAnn Humphrey, Web Team Project Manager, NAVAIR.
Solution
NAVAIR deployed Macromedia Breeze Government Edition software, which bundles the core Breeze Presentation Platform with the
Breeze Training Module that provides course management, administration, and reporting features. Macromedia Breeze is a flexible
communications platform that integrates Microsoft PowerPoint content with rich media elements to provide engaging online learning
experiences delivered through Macromedia Flash Player. And because Flash Player is approved on the NMCI Gold Disk, every person
in the organization is able to easily access any training content delivered in Breeze.
NAVAIR also took advantage of the XML application programming interface (API) that Macromedia Breeze provides to integrate its new
learning solution with the CDO's existing LMS technology and the corresponding website that's built on Macromedia ColdFusion MX
software.
"Now we can access and provide consolidated training data from across the Command and create customized curriculum management
functionality," says Robert Bartlett, senior developer, web applications team, NAVAIR. "With easy access to the website's data on
personnel, course records, scores, competency levels, and locations, instructors can easily track the fulfillment of personnel's training
requirements through the Breeze interface."

NAVAIR's use of Breeze has enabled a complete integration of curriculum management, personnel training, and self-serve career
development that's easily managed through the central Career Development Office—significantly reducing the cost of delivering
computer-based training for NAVAIR. The end result is a highly efficient, standardized training system that has seen nearly instant user
adoption worldwide—and is growing at 10% every month. More than 30,000 Breeze sessions, available over a variety of bandwidths,
have been completed to date, adding up to more than 11,000 successfully completed courses.
"With self-serve access to courses online we reduce the cost of scheduling and course logistics," says Humphrey. "And with a single
standard for course development and delivery we can repurpose content across the Command."
Breeze helped NAVAIR deliver more courses with rich, interactive, multimedia experiences. It also enhanced learning outcomes to
create a force with more motivated and well-trained personnel. "That's an impressive achievement in fulfilling our goal of better training at
lower cost," says Bartlett.
