Purpose

The purpose of this request for proposals (RFP) is to redesign and implement new web
services for the
Lewis & Clark Library in Helena, MT. Web services i
nclude

web pages

for public information and
integration with existing library catalog.
The domain names
included are www.lclibrary.org (alias
www.lewisandclarklibrary.org) and www.lclibf
oundation.org.

The current site was created using Dreamweaver and is maintained in house. The goal of the redesign
of the library web services is to provide a more enriching and engaging experience for the users of the
library. The site should provide al
l the information the users need regarding the library, its services, and
events with minimal difficulty. It should be easily managed by multiple staff members who can manage
their own content. The site should also offer the users integration with other
library online services
including databases, library catalog, an
d patron accounts. It should be

dyna
mic with changing content
on the homepage including upcoming events, and content features.

Proposed timeline

The timeline for this project should not exceed a
five

month time period starting with the contract
award in
October

2013.
The following timeline is a suggested timeframe, and the actual details of the
timeline will be determined between the library and t
he successful bidder upon contract award.

Phase 1 work should begin at project start on October
14

and end November 8, 2013. Phase 1 work
should include staff interviews, user research, and basic planning for the new site. Phase 2 work should
begin on November 9, and end January 10, 2014. Phase 2 work should include site design, layout, and
content
import. Phase 3 should begin on December 14, and end January 24, 2014. Phase 3 work should
include final site design and layout, usability testing, and training.

Scope of Work

The library is seeking proposals from individuals or companies who can:

1. R

design th
e public webpage

into an interactive,
content
-
based site that allows multiple individuals
to upload content and manage the various parts of the site.
The system should

a
llow administrators for
the site to determine what parts of the site the dif
ferent users have access to change. For example, the
administrator for the site can create an account for a staff
member to update the book group

calendar
and information, but not any other parts of the site.

The site should promote library activities on
the front page including upcoming events, library services,
both live and online.
It should be fully supported

on all modern web browsers including Internet
Explorer, Firefox, Safari, and Chrome.
The site should provide interactive and dynamic integratio
n with
current social media including Facebook, Twitter, and Blogs.
Searching should be offered allowing
visitors to find content on the website, catalog, and the Internet.

All existing online services must be maintained. This includes links to all in
-
house and external
databases, links to e
-
media
such as

downloadable audio

and e
-
books, and documents such as

policies,
training manuals, etc.

. Implement a calendar system that allows different areas of the library to have their own calendar that
can be a
ggregated into a single, public
-
facing calendar. For example, the system should allow the adult
programming department to have their own calendar they administer, as well as the children's
department. They can view and edit their own calendars. On the p
ublic site, the two calendars would
be displayed in a single calendar that offers filters to show only certain types of calendar events. The
system should be able to interface with iCal calendars to import events from other calendaring systems.

. Inte
rface and integrate with the library's existing online public access catalog (OPAC). The site should
allow patrons of the library to create website accounts that link to their existing library accounts for
personal information, library account information
, and passwords.
The site should offer the patrons the
ability to view their items on loan, search for items, place
holds, renewal items
, update their
information, and other library account related activities.

Create a mobile version of the library w
eb services. The designed site should be able to determine
what browser is being used to view the site, and provide a version of the site that is appropriate for the
device. For example, if someone visits the website using the browser on an Android phone
, the system
should provide a version of the website that displays well in the smaller form of a mobile phone.

5. Provide training to key staff on the function and use of the web services including updating and
creating pages, managing staff accounts, an
d creating new content.

6. All sites and content create

must adhere to Internet
and ADA
accessibility standards.


Audience

The Lewis & Clark Library provides services to the residents of the city of Helena and the residents of
Lewis &

Clark County. The patrons of the library range across all ages, and computer abilities.

Analytics for the library primary domain show that in the last year (May 2012
-

May 2013), there were
361,753 pageviews. Of those pageviews, 8

% of them were from
the Helena area. The most popular
browser used to access the library site was
Internet Explorer with 60%.
Windows was the most used
desktop operating system with 84%, and IOS was the most used mobile operating system.

Of the
users visiting the site, 51
% were returning visitors, and 49% were new. The average visitor spent
less than 10 seconds on the site, and viewed 1
-
2 pages. The full tables of visitor activity are presented in
Appendix A.

has a total of
64,876

residents. The av

rage age of the residents is 40.9

The
median household income is $53,053, and the percentage of persons below poverty level is 9.7%.

Based on 2012 statistics, the Lewis & Clark Library has 140,259 items. On average, 7,055 visitors came
into the library every week. For the entire year,
505,704 checkouts were recorded.

The following lists sites that we like with a description of what about each site we like. This is not to
show exactly what features or functions we desire, but to show certain ways that pages are laid out, or
site functions that work in ways we like.

This site offers very clear navigation menus at the top of the site, and along the left side. The menus are
labeled in a way that is clear, and the
y function well. The calendar of events is very useful, and offers a
month view, and upcoming events in for the next week. The rotating event viewer at the middle of the
page is useful. Overall, the site has a nice, clean interface with complimentary co
lors, and visuals.

The rotating event viewer is well designed and has an excellent mix of graphics, photos, and text. The
event viewer is useful in

that offers a monthly view, and a nice rotator of upcoming events. The top
menus are
organized in a way that is clear to the user. The ‘get started’ section on the homepage is
useful.

asy to use, and well placed search box that searches the catalog and the site. The menu
system is patron centric (research, grow, explore). The overall feel of the site is clean, well organized,
and pleasing to look at.
