The Texas Department of Transportation (TxDOT) offers law enforcement agencies two (2)
options for electronic submission of crash data.

1.

Crash Reporting and Analysis for Safer Highways (
CRASH
)



developed for
investigators to provide crash data via the secure
,

public internet and includes over 800+
business rules and edits.

CRASH is free and includes an integrated diagramming tool
license and business intelligence tool license for free. CRASH m
aintenance is also free.

2.

Submission Services



developed for agencies with an existing application

for capturing
crash data.
Submission services
must adhere

to 800+ business rules and edits and

requires
custom programming to build
a web se
rvices client
.

Su
bmission Services
requires custom development by the agency or a third party vendor.

There are approximately 1,800 law enforcement agencies in Texas; 800 of the 1,800 agencies
have 2 or less officers and 12 agencies represent over 50% of the volume and 120

agencies
represent 89% of the volume. TxDOT has spent the majority of their funding developing and
deploying CRASH. However, TxDOT realized there would be some agencies who had already
invested in a

custom
or
third

party vendor application
used for capturing crash data.

Submission Services to serve those agencies
