have trained 5 lakh youth till

Governments first need to build capacities at the State, district and block level
to handle this work.



State
Rural Livelihoods Missions (SRLMs)
have been asked to
position dedicated
teams at state and district levels so that the appraisal, sanctioning and
monitoring can be done effectively by the State Missions themselves. In the
absence of a dedicated structure at the State and district level, mere devolution
of this responsibility will not yield satisfactory results.



In
the next one year, it is expected that 6

state Missions will build their teams
and the responsibility of proposal sanctioning and monitoring will be devolved
to these states.




Over
next 3 years, the Ministry will only retain 10% to 15 % of the funds at the
Centre level for innovative projects and multi
-
state projects.
