Embedded Technical Diploma Approval and WTCS Pathway Certificate Recognition
Process


In response to employer and student demand for educational opportunities structured via
Career Pathways, Technical College Districts may seek to create embedded credentials within
existing approved Associate in Applied Arts (AAA), Associate in Applied Scie
nce (AAS) degrees
and/or Short Term, 1
-

or 2
-
year technical diplomas. The Embedded Technical Diploma
Approval and Embedded WTCS Pathway Certificate Recognition Process results in the creation
and approval of one or more technical diplomas or recognized ce
rtificates that in and of
themselves provide an occupational skill set in demand by employers.


Definitions used in this process:



Through this process, Districts create 1 or more state approved technical diploma(s) or state
recognized pathway certificates from the approved curriculum of an AAA, AAS, short term
technical diploma, 1
-
year technical diploma, or 2
-
year technical dipl
oma. For example, it is
possible that a 1
-
year technical diploma could have 2 embedded short term technical diplomas
within the already approved 1
-
year technical diploma. If a district can configure the embedded
technical diplomas or pathway certificate
s such that the courses lead to a set of competencies
that are valued by employers and leads to employment, then embedded diplomas and

diploma

The embedded technical diploma receives WTC State Board approval

Embedded technical diplomas use the appropriate program aid code
(30, 31, 32) based on the number of credits (see ESM 2.50.1). When a
technical diploma is embedded within an AAS, the courses may be
offered at aid code 10.

This approval process to create embedded technical diplomas and pathway certificates within
existing AAA, AAS, short
term, 1
-
year and 2
-
year technical diplomas is intended to recognize
that while the financial risk to the Technical College District to offer the technical diploma(s) or
pathway certificates is limited, the risk/benefit to students and employers needs to be

considered.


Embedded technical diplomas and pathway certificates must use the existing courses within an
existing State approved degree program curriculum. When using courses from multiple degree
program curricula or when including courses that do not
hold State approval, districts must use
the local certificate option to deliver the coursework. There must always be a one to one (1:1)
relationship between a pathway certificate and an already approved degree program even if the
courses within a pathway c
ertificate are the same courses that are approved in more than one
already approved degree. An already approved degree may have more than one pathway
certificate.


The two step approval process includes documentation by the district of the employer need,
i
ncluding data that documents real job opportunities at the end point of the technical diploma,
or

industry support for the certificate
and

the feasibility of offering the embedded degree(s) or
pathway certificate(s) from an institutional and student perspe
ctive. Criteria for approval are
taken from existing criteria from the five stages of the Occupational Program Approval Process.

The selected criteria are unique to the issues of creating embedded degrees and pathway
certificates. Documentation submitted
by the districts will be reviewed and approved by the
Wisconsin Technical College System Vice President, Division of Teaching and Learning on
behalf of the WTCS President and WTCS Board, who has the final authority.

pathway certificates that are made up of the same courses, there must always be a 1:1

other already approved degrees. For example, a district may create a Health Care
Worker Certificate that includes medical terminology, body
substance precautions and
customer service courses. These three courses are part of an already approved degree
for Medical Administrative Assistant and for an already approved Personal Care Aid
degree. The district would need to submit two “identical” pa
thway certificates, one
pathway certificate for the Medical Administrative Assistant degree and one for the
Personal Care Aid degree. While the name of the pathway certificate may be the same,
the number would be different
.

The different numbers allows the

pathway certificate to
be uniquely connected to an already approved degree and facilitates outcomes
reporting and curriculum modifications.
