1. FOREWORD - OSIJEK-BARANJA COUNTY PREFECT,
Mr. Krešimir Bubalo
Ensuring sufficient levels of new direct investments is the
basis of economic growth and new jobs creation. One of the
latest initiatives undertaken to facilitate promotion of invest-
ment opportunities in the county area is the development
of Osijek-Baranja County Investment Guide. This guide is
intended first and foremost for potential domestic and for-
eign investors, entrepreneurs and SME support institutions,
as well as for anyone establishing business and/or personal
contact with potential investors.
This Investment guide gives you all the basic information on
Osijek-Baranja County (geography, natural resources, major
institutions, population structure, employment statistics, infrastructure, economic in-
dicators, legal framework for investing, customs, financial and tax systems etc.), as
well as other useful information with the purpose of facilitating potential investors’
decisions on joining our community and helping them to decide by alleviating invest-
ment and other administrative procedures as much as possible.
I strongly believe this Investment guide will live up to the expectations of being the
best place to start when finding out any information on investment possibilities and
incentives for performing business activities in the county (especially in the areas of
special state concern) as well as being a personal guide for discovering natural, cul-
tural and many other special features of our region.

2. BASIC INFORMATION ABOUT THE REPUBLIC OF CROATIA
2.1. Basic Information
Republic of Croatia is situated in southeastern Europe, on the crossroads of Central Europe and the
Mediterranean, stretching over 56.538 sq. km in the shape of a boomerang (or a horseshoe) with
the coastal sea area of 31.067 sq. km. Croatia has five neighbour countries on a 2028 km long land
border: 932 km with Bosnia and Herzegovina, 501 km with Slovenia, 329 km with Hungary, 241 km
with Serbia and 25 km with Montenegro. Croatia also shares sea borders with Italy, Slovenia and
Montenegro.
Croatian Adriatic coastline is one of the most rugged coastlines in Europe, next to Norwegian fjords.
1185 islands and islets spread over 4058 km long coastline and only 47 of them (6%) are inhabited.
Croatia is often referred to as “a land of thousand islands”. It also has second highest sun hours
average in Europe (following Spain). The capital of Croatia is Zagreb with the population of 779.145
(census of 2001). It is also the administrative, cultural and educational center of Croatia. The largest
sea ports are Rijeka, Split, Ploče, Šibenik and Zadar. There are seven international airports in Croatia
- Dubrovnik, Osijek, Pula, Rijeka, Split, Zadar and the largest one - Zagreb airport.
According to the 2001 data there are 4.437.460 people living in Croatia with the average population
density of 78,4 per sq. km.
The legal currency in Croatia is kuna (local abbreviation HRK, international abbreviation HRK), con-
sisting of 100 smaller units, called lipa (lp). The official language is Croatian spoken by 96,12% of the
population.
2.2. Administrative and political structure
With the adoption of constitutional amendments in 2000 Croatia became a multiparty parliamentary
republic The President of the Republic is elected every five years on general elections (for no more
than two terms). He is head of state and the commander in chief of the armed forces.
The Croatian Government is a body exercising its executive powers in domestic and external policy
activities and coordinating and managing the activities of the state administration. The Government
is also responsible for law enforcement and other legislation acts implementation as well as for
decision-making process in conformity with the Constitution and law. The Government is headed by
the Prime minister who has one or more deputy prime ministers and a number of ministers in charge
of particular sectors of activity.
The Government reports to the Croatian Parliament (Sabor) - a unicameral legislative body. All repre-
sentatives are elected to the Parliament by popular vote to serve four-year terms.
Croatia has a judicial system consisting of municipal courts, county courts, the Administrative Court
and the Supreme Court.
Croatia is territorially divided into 20 counties and the Zagreb City Area with county status.

The mai n traffic routes i n Croati a connect eastern and western regi ons (traffic route al ongsi de the
Sava ri ver and the route al ongsi de the Adri ati c coast) wi th several routes runni ng from Austri an and
Hungari an borders to the Adri ati c coast (i n a north to south di recti on).

Osi j ek-Baranj a County encompasses several l arger geographi c uni ts: Baranj a i n the northeast,
Podravi na and Naši ce area i n the west and Đakovo regi on i n the south.
The regi ons of Baranj a, Naši ce and Đakovo are famous for thei r wi ne hi l l s and vi neyards. The soi l
of thi s regi on i s sui tabl e for growi ng al l ki nds of crops - cereal s, frui ts and vegetabl es as wel l as for
forest and pasture l and thanks to Drava and Danube ri vers whi ch run ri ght through the area together
wi th thei r tri butari es.
Di fferent regi ons i n the county are wel l connected wi th 1.702,94 km of roads and 230,64 km of rai l -
roads. Danube and Drava connect the county wi th the European i nl and water way network. Wi th two
ai rports (Osi j ek and Kl i sa) i n the vi ci ni ty, the county became a part of Croati an ai rports network as
wel l.
Osi j ek l i es al ongsi de the European traffic corri dor Vc, whi ch connects European North (the Bal ti c) and
South (the Adri ati c). The pl ans for thi s Transeuropean Budapest - Osi j ek - Saraj evo - Pl oče hi ghway
constructi on wi thi n the Transeuropean Motor way Proj ect (TEM) are under way.

The County has moderate conti nental cl i mate, wi th l ong and mi l d spri ngs and autumns, hot sum-

Natural resources of the County are compri sed of soi l composi ti on and cl i mate sui tabl e for agri cul-
tural busi ness devel opment, thermal waters, preser ved envi ronment and a uni que area of Kopački ri t
whi ch form onl y a smal l part of advantages Osi j ek-Baranj a County provi des.
The agri cul tural heri tage of thi s county has the numbers of 212.013 ha of arabl e agri cul tural l and area
and 99.734 ha of forestr y l and area speaki ng for themsel ves.

Osi j ek-Baranj a County i s l ocated i n the northeast of Croati a extendi ng over 4155 sq. km area. I t
encompasses the enti re l ower flow of the Drava ri ver to i ts confluence i nto the Danube. The county
area extends to Donj i Mi hol j ac and Naši ce i n the west, Erdut i n the east, Hungari an border i n the
north and Vukovar-Sri j em County i n the south.

The most wi del y-grown cul tures are wheat and mai ze (cereal s) and sugar beet and sunflower (i n-
dustri al pl ants). Wet soi l s al ong the ri ver flows are more sui tabl e for growi ng vegetabl es whi l e hi l l s
and sl opes make great pl ace for growi ng frui ts and grapevi ne. I n addi ti on, one of the most i mportant
agri cul tural busi nesses i n the regi on i s l i vestock producti on, especi al l y pi gs and cattl e.

Most si gni ficant ri ver of the Osi j ek-Baranj a County i s Drava, the Danube tri butar y. The Drava ri ver
has al l the characteri sti cs of a l owl and ri ver type, and sti l l bel ongs to the pl uvi al/gl aci al water regi me
ri vers, characteri zed by l ow water l evel s i n the wi nter, and hi gh water l evel s duri ng the spri ng and
earl y summer. Both ri vers are ri ch wi th al l uvi al sand, dust and cl ay sedi ments wi th some boul der
sedi ments as wel l.
Sl avoni a and Baranj a natural resources wi th i ts forest hunti ng areas gi ve yet another chance for
devel opment of the County economy. Osi j ek-Baranj a County Hunti ng Associ ati on (consi sti ng of si x
branch offices - Baranj a, Donj i Mi hol j ac, Đakovo, Osi j ek, Val povo and Naši ce wi th the total of 113
members) uses 85 common hunti ng areas, where red deer, wi l d boar, roe deer, pheasant, quai l, wi l d
duck, hare and red fox can be found.
The Kopačevo l ake and i ts surroundi ng waters of Drava and Danube ri vers wi th numerous armbands
and some sti l l backwaters are ri ch wi th fish fauna, especi al l y wi th l arge catfish, pi kes, pi ke perches
and carps. The Danube near Al j maš i s al so a great fishi ng area for sterl ets.
I n the County Northeast, i n a natural corner made by Drava and Danube ri vers confluence, l i es
Nature Park Kopački Ri t. Encompassi ng the area of 17.700 ha, Kopački Ri t represents one of the l arg-
est european natural wetl ands, spreadi ng al l the way across Danube flood areas deep i nsi de the
Hungari an terri tor y.
The Nature Park covers the areas from the Drava confluence upstream the Danube al ongsi de both
ri ver banks, and i ts geography i s a resul t of the ri ver dynami cs and the respecti ve durati on and hei ght
of the floods. As a ri ver flows, i t creates bars and i sl ands (cal l ed ada) as wel l as backwater channel s
that are i n thi s regi on cal l ed “dunavac” or “the ol d Drava”. Fl oodpl ai n waters sedi ment si l t i n one
pl ace, whi l e i n others they deepen the terrai n thus gi vi ng the area i ts speci fic l ook wi th many sl oughs
and ri dges.

3.6. SME Support Insti tuti ons
Thi s excepti onal i nner del ta l ook i s uni que compared to other European ri vers.
Due to the speci fic qual i ty of the soi l and permanent floodi ng, di fferent types of vegetati on exi st
i n the Kopački Ri t regi on. On one hand, there are di fferent types of forests and on the other, the
wetl and and water vegetati on. The l argest forest areas i n the wetl ands are covered wi th whi te wi l l ow
whi ch can whi tstand hi gh water l evel and l ongl asti ng floods. On a l i ttl e hi gher grounds, wi th short
floodi ng ti me, whi te wi l l ow and bl ack popl ar forests can be found and whi te and bl ack popl ar occupy
more el evated areas. On the l ower grounds common oak and green weeds can be found and more
common oak and yoke el m forests grow on dri er l and areas.
The i ndi genous Kopački Ri t flora and vegetati on creates favorabl e l i vi ng condi ti ons for more than
460 i nvertebrate speci es. Vertebrates count for 411 speci es i n total: 44 fish, 11 amphi bi an, 10 repti l e,
291 bi rd and 55 mammal speci es. Kopački ri t i s al so the l argest fish nursery i n the Danube regi on.
There are 44 fish speci es regi stered i n the wetl ands, wi th the l argest popul ati on of carp, pi ke, catfish
and pi ke perch.
The most speci al features of Kopački ri t are the endangered european bi rd speci es who come here
to nest regul arl y: bl ack stork, prai ri e fal con, whi te heron and wi l d goose. Large nesti ng col oni es of
herons, gul l s, terns, cormorants and coots can al so be obser ved i n Kopački ri t.
Kopački ri t i s the Ramsar Area protected by Ramsar Conventi on (Conventi on on i nternati onal l y i mpor-
tant flood areas), i ncl uded i n the I BA (I mportant Bi rd Area) l i st and i s nomi nated for UNESCO - Worl d
Natural Heri tage.

Standi ng out i s the mai n guard bui l di ng from 1730, wi th arcades and a square tower for guard pa-
trol s. El ongated one-stor y barracks are known under names l i ke Neutor, Donati, Zei chenamt, J ugend
Kaserne. Preser ved i n Tvrdj a are beauti ful ari stocrati c and ci ti zen bui l di ngs, Baroque ci rcul ar pi l l ar of

Wi del y known Đakovo State Li pi zzaner Studfarm was founded by the bi shops of the Đakovo-Sri j em
Di ocese i n the 14th centur y. Today they have over 220 horses, mostl y Li pi zzaner stal l i ons for harness
raci ng, sui tabl e al so for dressage and horseback ri di ng. The Studfarm i s l ocated i n Đakovo where
dressage and trai ni ng of young stal l i ons i s conducted. Mares and yearl i ngs are si tuated i n a l arge
paddock outsi de the ci ty where they l i ve practi cal l y free.
St. Peter’s Cathedral - Đakovo
The ci ty l andscape of Đakovo i s domi nated by the St. Peter’s Cathedral started by the bi shop Stross-
mayer i n 1866. The constructi on l asted 16 years i n total wi th outer constructi on works taki ng four
years and the i nsi de decorati on another 12 to be compl eted. 7.000.000 bri cks made i n Đakovo have
been bui l t i nto the cathedral. Magni ficent features of the cathedral are i ts seven al tars and the organ
wi th 5.486 pi pes.

One of the better preser ved castl es i s the Prandau-Mai l ath castl e i n Donj i Mi hol j ac, at a ti me a man-
or resi denti al and admi ni strati on bui l di ng. A one floor hi stori ci st bui l di ng wi th i ts pi cturesque facade
was constructed i n the earl y 20th centur y and i s characteri zed by i ts towers, decorati ve chi mneys and
terraces.
The great Pej ačevi ć castl e i n Naši ce stands i n the beauti ful ci ty gardens on a 35 ha l and area. The
constructi on of the castl e wi th i ts rectangul ar-shaped l ayout started i n the earl y 19th centur y and was
bui l t on i n the fol l owi ng years unti l i t was gi ven the di sti ngui shed l ate-baroque l ook wi th two si de-
tower domes.
Hi l l eprand-Prandau and Normann fami l y castl e i n Val povo was bui l t i n the l ate 1730s. A baroque-
cl assi ci st bui l di ng whose mai n facade i s domi nated by a l arge cl ock tower, l eans i ts back si de on a
medi eval keep. They encl ose a backyard i n the shape of an i soscel es tri angl e. The chapel i nsi de the

Erdut wi ne-growi ng di stri ct i s one of the most attracti ve i n Sl avoni a. Appearance of thi s wi ne-growi ng
di stri ct i s defined by spreadi ng of the l arge Danube Ri ver at i ts foothi l l s wi th famous l oess deposi ts
and steep sl opes, because of whi ch thi s area was awarded the protected l andscape status.
Besi des Al j maš - Erdut county road above Danube there are numerous weekend cottages, whi ch are
the best proof of val ue of pi cturesque appearance of thi s l andscape. Thi s l ocati on i s consi dered the
most attracti ve i n al l of Sl avoni a for havi ng a weekend cottage, because of whi ch val ue of some cot-
tages wi th separate access road and vi ew of the Danube and nei ghbori ng forests can be compared
wi th that of summer houses i n the most excl usi ve l ocati ons at the Adri ati c Coast. Wi nery wi thi n the
former Adamovi ć-Cseh manor i n Erdut i s renowned by i ts 75,000 l oak wi ne cask, whi ch i s i ncl uded i n
the Gui nness Book of Worl d Records. A great vi ew of the Danube i s offered by the ol d medi eval tower
i n Erdut, whi ch i s the key poi nt of i nterest for touri st vi si ts.
Grapevi ne was grown on the hi l l s besi de the Danube even duri ng the Roman rul e. After the fal l of
the Turki sh Empi re, thi s regi on saw the formati on of J ohan Bapti st’s manor wi th frequent changes of
owners – I van Pal fi and Adamovi ć Čepi nski, fol l owed by nobl e Er vi n Cseh i n l ate 19th centur y. Er vi n
Cseh di d a l ot to i mprove wi nemaki ng i n Erdut area whi ch i s best shown by the fact that even after
the Second Worl d War 80 ha of vi neyards and a wi ne cel l ar remai ned i n Erdut. Under the I PK Osi j ek
management vi neyard area expanded and new wi nes emerged i n the market - superi or qual i ty
wi nes: Chardonnay and Trami nac, qual i ty wi ne: Graševi na, and tabl e wi ne.

though there are si mi l ar cel l ars i n other parts of the di stri ct, both on northern and southern si de and
there i s a growi ng number of entrepreneurs that are openi ng thei r cel l ars to touri sts i n other parts of
Baranj a.
I deal condi ti ons for wi ne grape cul ti vati on and producti on of excel l ent wi nes have al so been recog-
ni zed by Romans who, over 2,000 years ago, named the Banska Kosa Hi l l “Mons aureus”, or gol den
hi l l. Baranj a hi l l i s one of top-qual i ty Croati an wi ne-growi ng di stri cts. Cl i mati c condi ti ons wi th annual
rai nfal l average of 686 cubi c mm are favorabl e for cul ti vati on of wi ne grape, whi l e the annual tem-
perature sum i n the vegetati on peri od i s 3,479 degrees Cel si us, and autumn i s warmer than spri ng.

Wi nemaki ng and wi ne growi ng cul ture i n Đakovo Osi j ek Archdi ocese has i ts roots deep i n pre-Turki sh
empi re age. Upon the l i berati on from the Turki sh rul e, Bi shop Petar Baki ć revi tal i zed the tradi ti on by
pl anti ng a vi neyard i n Trnava, whi ch was l ater expanded by bi shop J osi p Čol ni ć. Bi shop Anto Mandi ć
started vi neyards i n Mandi ćevac on the sl opes of Krndi j a mountai n, and Bi shop J osi p J uraj Stross-
mayer bui l t wi ne cel l ars i n both Trnava and Mandi ćevac. Đakovo Osi j ek Archdi ocese i s the l argest
Trami ner producer i n the regi on, and i t amounts to 60% of thei r assortment. The remai ni ng 40%
come from superi or qual i ty Trnava Graševi na and Trnava Chardonnay. The superi or qual i ty Trnava
Trami ner i s enj oyed by the wi ne admi rers outsi de the countr y. Wi ne cel l ars of the Archdi ocese are
wel l -known for thei r archi ve wi nes – provi ng the extraordi nar y vi ntage years, whi ch comes from the
knowl edge, ti me and l ove i nvested i n the final product wi th great packagi ng as wel l.

Largest i nfluence on Feri čanci area wi nemaki ng was made by the Ci sterci tes and fri ars from Naši ce.
After the exi l e of Turks the i mmi grants adopted the grapevi ne growi ng and wi nemaki ng cul ture and
first wi ne cel l ar wi th 1000 hl capaci ty was bui l t i n 1850 i n Feri čanci. Superi or qual i ty Ri esl i ng, qual-
i ty Graševi na, Whi te Pi not and the famous Feri čanci Frankovka are produced today wi thi n the Nexe
Group under the Feravi no brand.
Touri st Development Based on Wi ne Roads
Baranj a and Erdut wi ne-growi ng di stri cts are the first two wi ne-growi ng di stri cts that have become a
part of the “Vi ntour”, i.e. wi ne roads of the European Uni on. Thi s proj ect i s rel ated to touri st devel op-
ment of rural areas based on wi ne roads. I ts members are Hungar y, I tal y, Spai n and Croati a, and the
proj ect has been financed by European Uni on. Thus far, seven wi ne roads are i nvol ved i n the proj ect,
from Hungar y, Spai n and I tal y, and Croati a was offered partnershi p by the nei ghbori ng Hungari ans,
wi th whom Osi j ek-Baranj a County has si gned General Charter on J oi ni ng of Wi ne Roads. Once they
meet the requi red precondi ti ons, Đakovo and Feri čanci -Naši ce wi ne-growi ng di stri cts al so pl an to
parti ci pate i n the proj ect.
By signing this charter, two wine roads have accepted the obligation to adhere to certain rules, which
are valid for all wine roads in Europe. According to these rules, wine roads’ offer must contain wineries
with cellars, restaurants with autochthonous food, they must be furnished in a certain way and, which
is most important, they must have defined working hours. Fulfillment of these conditions means that in-
dividual tourists can visit the wine roads on their own, and not only tourist groups with previous notice.
Also, visits to wine roads would not consist only of visits to cellars and wine tasting; they would consist
of a day-long program, which would include visits to all the interesting tourist destinations in the vicin-
ity. Thus, each wine-growing district would have its starting point. For Baranja, this would be the castle
of Prince Eugen of Savoy in Bilje and Nature Park Kopački Rit, after which visits to wine roads in Suza
and Zmajevac would be made. Aljmaš and Our Lady of Sanctuary shrine should become the starting
point for Erdut wine-growing district, ending at private wine producers and IPK Erdutski Vinogradi LLC.
Starting point for the Đakovo wine-growing district would be Đakovo cathedral and National Lipizzan
Stud Farm. Bizovačke Toplice (Bizovac Thermal Spa) together with castles and gardens in Donji Mihol-
jac, Valpovo and Našice would complete the offer of the Feričanci-Našice wine-growing district, where
Feravino LLC is located. One of the largest Croatian wine roads is the one in Zmajevac, Baranja village
with 700 residents and as many as 75 wine cellars, “gators”, which are dug into ground. They always
maintain a temperature between 12 and 15 degrees Celsius, which is ideal for wine.
Tourist-wine roads do not include only wine cellars, but also other tourist attractions, like cultural and
natural monuments, museums and galleries, belvederes, and special events related to folk customs.
Since wine roads aren’t regulated by any existing regulation, and each county bases development of
its tourism on its natural resources, tourist-wine roads do not comprise only wine cellars, but additional
tourist offer as well, including accommodation, restaurants, gastronomy, cultural and natural monu-
ments, and special events in wine-growing district’s settlements, which are related to manifestations of
traditional folk customs.

4. OSIJEK-BARANJA COUNTY ORGANIZATION, POPULATION,
INFRASTRUCTURE AND ECONOMY
4.1. The Administrative Organization
Basic Information
The Osijek-seated Osijek-Baranja County was established in 1993 by the act that has formed a new
territorial organization in the Republic of Croatia. According to its legal status, it is a regional self-gov-
ernment unit. The self-government affairs are administered by the County Assembly, County Corpo-
ration Council, Prefect and administrative bodies of the County. As the symbols of its status, Osijek-
Baranja County has a coat of arms and a flag of its own and confers public honors. In the execution
of its authority, the County enacts regulations. Within its publishing activity, the County issues, as
circumstances require, the “Županijski glasnik” (Osijek-Baranja County Herald) as its official gazette,
the “Županijska kronika” bulletin, Statistical Yearbook, and other occasional publications.
The County encompasses 263 residental areas in 42 local self-government units, whereof 7 have the
status of a city (Beli Manastir, Belišće, Donji Miholjac, Đakovo, Našice, Osijek and Valpovo) and 35
have the status of a municipality (Antunovac, Bilje, Bizovac, Čeminac, Čepin, Darda, Donja Motičina,
Draž, Drenje, Đurđenovac, Erdut, Ernestinovo, Feričanci, Gorjani, Jagodnjak, Kneževi Vinogradi,
Koška, Levanjska Varoš, Magadenovac, Marijanci, Petlovac, Petrijevci, Podgorač, Podravska Moslavi-
na, Popovac, Punitovci, Satnica Đakovačka, Semeljci, Strizivojna, Šodolovci, Trnava, Viljevo, Viškovci,
Vladislavci and Vuka).
Osijek-Baranja County Assembly
The Osijek-Baranja County Assembly is a representative body of citizens and a local self-government
body. The scope of activities and competences of the Assembly are stipulated by the Statute of
Osijek-Baranja County. The Assembly has 47 councillors, elected by the citizens in direct elections.
The Assembly has a President and two Vice-Presidents, elected from the councillors’ corpus.

The Development Agency is a professional department performing expert and technical activities
connected to the preparation and realization of the County development programs.
The scope of the Development Agency activities includes drawing up proposals for County develop-
ment programs and projects, tracking their implementation and following up on them as well as
recommending measures for promoting these programs; conducting situation analysis and case-
studies, preparing proposals for large-size economic and municipal infrastructure development
programs of great significance to the local self-government units in the County; organizing and
