Frequently Asked Question

1.

What are the hardware, software, and network requirements to use Aadhaar authentication?

High level hardware and softwar
e required for ASAs:

Server with software for processing authentication transactions coming from AUAs (processing
incoming transactions from AUAs, invoking Aadhaar authentication, auditing metadata along with
response)

Database for storing
configurations/audits

ASA network has two elements

connectivity from AUA servers to ASA and from ASA server to
CIDR via leased line

Actual hardware details, sizing, and bandwidth requirements need to be based on the volume of
transactions processed. ASA
is also suggested to deploy sufficient redundancy taking into consideration
the requirement of its operations.

2.

What communication mode is required for UIDAI
-
CIDR connectivity?

ASA is required to establish leased line connectivity, preferably MPLS, with
UIDAI CIDR. Connection to
CIDR will always be on HTTP over the Secure Sockets Layer (SSL) with IP filtering.

3.

Who are the ASAs that an AUA can approach for carrying out Aadhaar authentication?

ASAs are entities with secured lease line connectivity with UIDA
I CIDR. There are distinct advantages of
having ASA such as better manageability, more security, and provision for AUA to focus on service
delivery rather than establishing lease line connectivity etc.

The list of approved ASAs will be available
online. An

AUA can choose to engage with any of the approved ASAs. An AUA may become its own ASA
as well by establishing leased line and completing rest of the process
-
technology integration.

4.

How can an entity become an ASA?

The qualification criteria for becoming a
n ASA are published on UIDAI’s website. Any entity fulfilling the
criteria and interested in becoming an ASA needs to do the following:

Fill online application form

Send signed contract and supporting documents to UIDAI

Establish leased line connectivity w
ith CIDR

Ensure process and technology compliance

Obtain approvals from UIDAI

Carry out end
-
to
-
end testing

Engage with AUAs

5.

What kind of contracts, obligations do ASAs need to sign / understand?

ASAs need to sign contracts with UIDAI. The contract between
AUA and ASA is the discretion of signing
parties. UIDAI has a set of proposed guidelines that may be included in the contract between an ASA and
an AUA. However, the contract (and commercial terms, if any) between an ASA and an AUA is at the sole
discretio
n of the signing parties and UIDAI does not have any responsibilities regarding same. Similarly, if
an ASA provides any value added services to an AUA over and above Aadhaar authentication, UIDAI will
not be party to any such services.

6.

Does AUA need to
share any digital signature details with UIDAI?

Currently AUA is not required to share any digital signature/PKIs with UIDAI. UIDAI Authentication server
requires that public key be part of Authentication XML’s digital signature. However at a later point w
hen
UIDAI portal allows uploading of public key, digital signature need not have the embedded public key,
instead it can be verified against the uploaded public key.

7.

Does ASA need to share the public key of its X.509 certificate with UIDAI for SSL?

No, ASA

is not required to share the public key of X.509 certificate. Please also refer to above FAQ for
mutual SSL.

Definitions and Acronyms

6.1

Definitions

Authentication Service
Agency (ASA)

ASA is an agency that has established secure leased line connectivi
ty to the
Central Identities Data Repository (CIDR) to transmit authentication request
on behalf of Authentication User Agency (AUAs) and receive response back
from CIDR.

Aadhaar Authentication

Aadhaar “authentication” means the process wherein Aadhaar
Number,
along with other attributes, including biometrics, are submitted to the Central
Identities Data Repository (CIDR) for its verification on the basis of
information or data or documents available with it. UIDAI will provide an
online service to suppo
rt this process. Aadhaar authentication service only
responds with a “yes/no” and no personal identity information is returned as
part of the response.

Authentication User
Agency (AUA)

AUA is an agency that seeks to use Aadhaar Authentication by connectin
g to
the CIDR through an ASA. The AUA is the principal entity that drives
authentication requests to enable their services. Based on the result of the
authentication, the AUA determines whether or not to provide Aadhaar
-
holders access to their services. Ex
amples include Government
Departments, Banks, and other public or private organizations.

Terminal Devices

Terminal devices are devices employed by AUAs (both government and non
-
government) to provide services to the residents. Examples include Micro
-
ATM d
evices, POS devices, PDS terminals, and MGNREGA terminals.
These devices will host the applications of the AUA and have biometric
capture devices to capture biometrics of residents for authentication
purposes. Any additional features of these terminal devi
ces would depend on
specific needs of services offered by AUAs.

Authentication Factors

Aadhaar authentication will support authentication using multiple factors.
These factors include demographic data, biometric data, OTP, or
combinations thereof. Adding
multiple factors may increase the strength of
authentication depending on the factors. Applications using Aadhaar
authentication need to choose appropriate authentication factors based on
the application needs.
