the contract resulting from this procurement.


Questions:
Sec. 4.3.9.2 indicates that the DW/DSS/BI will not be considered completed
until the Indiana MMIS is certified by CMS. However, it now appears tha
t a complete
new MMIS will not be implemented for at least 5
-
6 years. We suggest that the State
retain the requirement that the DW/DSS/BI vendor be responsible for ensuring that the
system will meet the certification requirements, but that the Certificati
on task be
removed from the DDI cost schedules (Schedule B) and initial project plans (Table 8, Sec.
2.6.2). The reason is that making the DW/DSS/BI system ready to accept data from the
new MMIS requires a significant effort and the scoping of that effort

cannot be
undertaken before the design of the new MMIS is known.


Response:
2.6.2 Added: If CMS identifies any failure in the development or
implementation of the Project negatively affecting the Federal Financial Participation
level for the MMIS, and the
se failures are found to be within the scope of work of the
vendor, the vendor shall immediately correct such failures at no additional cost to the
State. In addition, the vendor shall indemnify the State for any lost MMIS Operations
FFP due to such failur
e(s).
