What is it?


RUMBA is a programme aimed at introducing a systematic approach to
resource and environmental management of the federal administration.


Its
principal objective

is to steadily reduce environmental pollution
through more cost
-
effective and effi
cient use of energy. As the experience
of industry, of the services sector and of other administrations has already
shown, this is only possible when environmental management is
integrated with general management functions.


Additional RUMBA programme obje
ctives

are as follows:

Help the Confederation to meet its commitments in the area of
sustainable development

Implement the "Gysin postulate" which calls for environmental
management of the administration

Fulfil the federal government’s duty to show the
way by setting an
example

Contribute to cost

effectiveness and efficiency at the national level

Support environment

related efforts already taken at various levels of
the federal administration

Organisation

Each
federal

agency or organ will be responsible for its own
environmental management
programme
.

Analysis

of the environmental
impact
s

Environmental
impacts

are usually many and complex
Analysis

of work
methods, use of
space and of office materia
ls and equipment, and job
-
related travel arrangements will provide essential data for the
environmental management programme. Each department or office will
then determine the impacts of each product and service, each ordinance
and directive.


3. Environme
ntal management model

Each department or office will develop its own environmental
management model.



4. Environmental objectives and measures

Annual objectives will be set and concrete measures adopted, making it
possible to determine priorities.


5. Imp
lementation

Continuous in
-
house training and information will help make staff aware of the
environmental consequences of all acts and decisions.


6. Built
-
in controls and corrective measures

Implementation will be regularly monitored and recorded. Each uni
t will report
annually to the RUMBA Coordination Group.


Each organ or agency will decide whether or not to upgrade its
environmental management system to the EN ISO 14001 level and apply
for certification.


Benefits and costs

RUMBA will improve
cost
-
effec
tiveness in the
federal

government, make
staff more dynamic and motivated, and project a positive image to the
outside world.


All federal departments and offices will receive practical advice and
assistance at no cost. The only „costs“ will be the 2

environmental team members have to set aside each year for their extra
duties, and 5

hour training for each member of staff.
