A sustainable city

Environmental policy for Malmö


The envi
ronmental policy for the City of Malmö
outlines

the path to sustainable
development and shall be a guide for

municipal contributions in the environmental arena,
both in the short and long
-
term. A continued community development on
the basis

of
non
-
renewable raw materials and energy is increasingly unrealistic. The sustainable
community shall fulfil its needs without compro
mising the ability of future generations to
meet their needs.


The activities for a long
-
term sustainable development in Malmö have the highest priority.
These activities include the conservation of natural resources and care for the
environment, but al
so a good economic, social, and cultural development. It is important
that environmental activities are not viewed as limiting or restricting, but viewed as a
challenge and pro
-
active initiative which promotes creativity through social, economic,
and tech
nical innovation. The policy is valid for Boards, Departments, municipal
companies, and employees. The following six points shall be guiding for environmental
activities in Malmö.

1. Fundamental perspective

The vision of a
Sustainable Community

includes ecological, economic, and social
consideration
s
.


The
Ecologically Sust
ainable Community

is built on mankind’s dependency on nature.
According to the law of nature, mankind cannot exist on physical resources alone.
Mankind is forced to rely on valuable
ecological
processes
. Resource usage in a
community must therefore adapt

to the conditions which nature provides. Our need for
healthy and productive ecosystems must be considered in every decision
-
making process.


An
Economically

Sustainab
le Community

is impossible without ecological sustainability.
Natural assets
are created by and in nature. Economic systems
must

ensure that resource
extraction is not greater than
resource crea
tion. Fundamental human needs

such as

a

satisfactory standard of
living and meaningful employment

must
be
simultaneously

met.


The socially
-
sustainable community requires participation an
d
justice

on the local level,
between
regions, and between countries. This
also implies the possibility for contact with
others, good health, and a fundamental
level of safety and
security.


2. Conservation and ecology

The use of natural resources must be
made more efficient and adaptable to nature
’s cycle.
The
current
extraction of resources from nature is greater that what is created, and must
therefore be reduced.


Today
’s linear resource use, where resources are quickly converted to waste, must cease.

Material must be
re
-
used or
recycled as much as possible
, and the material which w
e
return to nature must be easily
accepted by nature

s ecological cycle and
used in new
resource
-
creating processes.


3. Information and education

The sustainable community

requires a completely new way of thinking. A good
knowledge development is a fundamental pre
-
condition for a change of course.
In order
to increase knowledge and participation, all employees and politicians shall be offered an
education on the condition
s for a long
-
term sustainable community. Good examples, from
inside and outside the municip
ality, shall act as models
in this
collective environmental
action. Environmental activities
,

and the sta
te and development of the environment
, shall
be presented
openly and regularly.


4. Procurement

The City of Malmö

s

procurement of products and services shall act as a driving force in
our efforts to attain ecological sustainability. Specific environmental requirements shall
be stated with every procurement. E
nvironmental requirements shall stimulate suppliers
and entrepreneurs to develop and deliver more
environmentally
-
friendly products and
services.

. Co
-
operation

The municipality shall co
-
operate with
companies
,

educational institutions,
organisations
,
gove
rnmental agencies, and individual citizens in the effort to create a sustainable Malmö.
There must

be a desire to develop new methods for co
-
operation which facilitate
participation and promote democracy.
Environmental impacts do not stop at municipal
or

national
borders. Mal
mö shall acti
vely work towards environmental improvements
together with other municipalities, bot
h domestic and international. Furthermore, t
he
municipality shall
ensure that competence and knowledge regarding sustainable
developmen
t shall be available for small and medium
-
sized
companies
.

Environmental management.
Organised

environmental activities

All municipal organisations shall reserve

economic and personnel resources to develop
and maintain an environmental management system
. With strategic municipal
environmental goals as a starting point, each organisation shall formulate specific goals
and
action plans, where
applicable
legislation and ordinances are minimum requirements.
The environmental
management

system and environme
ntal activities shall be
evaluated on
a regular basis. Continual improvement is a fundamental principle for
the environmental
activities of
the City of Malmö
.
