Introduction

T
he S
outh Asia region
,

due to its physio
-
geographic features and socio
-
economic conditions

is
one of the most vulnerable regions to natura
l disasters, experiencing a wide variety of natural
hazards, including floods, cyclones, earthquakes, droughts, storm surges, tsunami etc
.

C
limate
change and rapid urban growth are likely to increase the vulnerability of the region

in near
future
.

Being h
ome to 641 million people living below poverty line, South Asia shares a
disproportionate burden of the global loss of life from disaster
s
. More than 70 percent of the
ca
s
ualties

from major disasters in the world since year 200
0

have occurred in this regio
n and the
majority of top ten most affected countries worldwide, in terms of the number of victim
s

are
from this region.

SAARC Disaster Management Centre (SDMC) was set up in October 2007
in New
Delhi, India

with

mandate to serve eight Member Countries of

South Asia Association of Regional
Cooperation (SAARC)
-

Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and
Sri Lanka
-

by providing policy advice and facilitating capacity building services including
strategic learning, research, train
ing, system development and exchange of information for
effective disaster risk reduction and management in South Asia.

The Centre is a sleek body of professionals working on various dimensions of disaster risk
reduction and management in South Asia. The
Centre is networking through the National Focal
Points of the Member Countries with the various Ministries, Departments and Scientific,
Technical, Research and Academic institutions within and outside the Government working on
various aspects of disaster r
isk reduction and management. The Centre conducts studies and
research, organizes workshops and training programmes, publishes its reports and
documents
provide

various policy advisory services to the Member Countries.

The SADKN portal developed by SDMC i
n partnership UNISDR
with
financial support from
GFDRR

is closely linked to Hyogo Frame Work
of Action
HFA (2005
-
2015), which was
adopted by all South Asian countries in 2005.
