Programme of activities

Becky Clissmann gave a short overview of some of the climate change related issues and policy
measures mentioned in the Coalition Agreement, the

Queen’s speech and the Budget of 22 June
2010, including:



Establishing a floor price for carbon.



Establishing a Green Investment Bank (GIB).



Climate Change Levy reform.



The Green Deal for households and the Energy Security and Green Economy Bill



Increasin
g the UK renewable

target.



Establishing a framework for a smart grid.



Increasing the amount of energy derived from waste.



Establishing an emissions performance standard for CCS.



Increasing marine energy.



Air transport


the potential movement to a per pla
ne rather than per passenger tax.



EU ETS


nitrous oxide gases from nitric acid production to be included in the scheme
from 2011.



EU carbon emissions reduction targets (whether to move to 30%)
.



Negotiations and funding discussions ahead of the UNFCCC COP
16 in Cancun Mexico.


Becky Clissmann noted that , once policy development activities picked up after the spending
review in October 201
0
, the activities of the CCEWP would, to a greater extent, be shaped by the
policy proposals announced and the consultat
ion papers and bills that were published.

Attendees commented that the following topics should also be on CCEWP’s programme of
activities:



RHI;



Flood plain development and managed retreat; and



Photovoltaics


the relaxing of permitted development rights.


Anne Harrison noted that PSDWP would lead on the issues of flood plains and managed retreat.
Becky Clissmann suggested that a joint session could be held by the two working parties to
consider this issue
.

Becky Clissmann noted that the co
-
convenors of CCE
WP had previously discussed whether
CCEWP should also undertake activities other than consultation responses. For example, CCEWP
could arrange talks by professionals (other than lawyers) working on climate change and
renewables projects that focussed on m
ore practical issues such as financing renewable projects
or working out the energy efficiency projects that could be undertaken to improve an
organisation’s carbon footprint.

Attendees were in favour of CCEWP undertaking these kinds of activities which th
ey thought
would support practitioners in developing their climate change practices.

Attendees at the meeting were in favour of the co
-
convenors facilitating attendance at future
CCEWP meetings by using skype or teleconference facilities. Becky Cliss
mann agreed to speak to
Tom Bainbridge as to whether this was technically feasible when meetings were held at
Nabarro’s offices.

Next meeting

Attendees at the meeting were in favour of CCEWP meetings being scheduled once every two
months and for 3 meeti
ngs to be scheduled ahead. It was agreed that this would assist Working
Party members who needed to travel to London to book other meetings to make the journey
worthwhile.

It is, therefore proposed that the next 3 CCEWP meetings are scheduled for:
