Vision Statement

The Division of Information Technology will create value for the online education community by
continually innovating and improving Quality Matters Program systems and operational processes.

Mission Statement

The Division of Information Technology serves
the organization and our subscribing institutions by
researching, recommending, developing, implementing, and maintaining the systems and other
technological resources used by staff and institutional colleagues to further the mission of the Program
to prom
ote and improve the quality of online education and student learning


Information Technology Strategic Priorities

Organization Strategic Priority #1: Enhance QM’s Value Proposition

Information Technology Priority #1: Enterprise Data Model (Access to Data
)

FY11 Goals:

1.

Identification and consolidation of multiple data repositories

2.

Development of standardized data model

3.

Data conversion and Migration to SQL

4.

Subscriber Data Portal (MyQM)

5.

Development of data validation / control tools to preserve data integrity

Information Technology Priority #2: Course Review Management System Development

FY11 Goals:

1.

Build and document business requirements for new online Course Review Management System
(CRMS).

2.

Acquire human and technological resources for development and impl
ementation of CRMS.

3.

Facilitate continual improvement by responding to bug/enhancement requests.

4.

Train staff and end users on system and respond to user support requests.

Information Technology Priority #3: Learning Management System Implementation

Goals:

1.

Acquire human and technological resources to deploy and support Learning Management
System (Moodle).

2.

Implement system according to researched industry best practices.

3.

Integrate Learning Management System with enterprise data repository.

4.

Automate
student registration/enrollment process through external database authentication.

5.

Develop, implement and monitor change control processes for online course publishing.

6.

Train staff and end users on system and respond to user support requests.

chnology Priority #4: Develop Online Community Tools for Collaboration

FY11 Goals:

Research and recommend a content management system. (Drupal)

2.

Acquire technology and human resources to deploy new content management system.

3.

Migrate existing web content to

new content management system.

4.

Research, recommend and implement content management system customizations to extend
collaboration features.

5.

Train staff and end users on system and respond to user support requests.

Information Technology Priority #5:
Support Processes / Change Control Processes

FY11 Goals:

1.

Establish internal and external processes for requesting technology support.

2.

Acquire human and technological resources for supporting QM technology.

3.

Develop, implement and monitor technology support
tasking system.

4.

Develop and communicate service level agreements for internal and external support.

5.

Prepare and communicate development schedule aligned with organization goals/timeframes.

6.

Train staff and end users on support processes / tools.

Develop systems and assist in the development of operational processes to support the growth

solutions (Alfresco/Google Mail).

Reduce contractor expenses by moving application development in house.

Information Technology Priority #2: Drive Operational Efficiency through Process Improvements

FY11 Goals:

1.

Convert all paper

based processes to o
nline applications fully integrated with enterprise data
system.

Enable self

service data entry processes (i.e. professional development roster entry) to free staff
for value

added activities.

3.

Implement content management system (Drupal) with WYSIWYG conte
nt editing capability for
staff to make own content updates, freeing IT staff to work on development and planning
priorities.

4.

Build self
-
service subscriber reporting tools (available through MyQM portal) to free staff for
value
-
added activities.

5.

Improve we
bsite usability for easier subscriber access to tools and information


resulting in
fewer staff requests for information.

6.

Implement central document management system (Alfresco) for easier staff access to QM
documentation and to facilitate internal and ex
ternal collaboration (i.e. document review).
