Consolidation and dissemination of boarding data, both biometric and non

domains where the analysis and other data reside, allowing integration with National and coalition data

Additionally, EMIO data is marked at a many disparate classification levels, depending on how it is
distributed, that then further limits access.



All users within the US (MIL, Intel, LE), as well as Coalition/Partner Nations (MIL, Intel, LE) need to be able
to access the raw boarding data at the level they provided it. Data from previous boardings is not available
or shared across all units



C3PO will consolidate the multiple data paths into one; providing MOC/CFIC and LE users situational
awareness during boardings, and provide historical storage of the data in a secure, Coalition
\
Partner Nation
accessible, non
-
classified (non NIPR) based system.


C3PO solution will also push all data to CENTRIXS (CMFC/CMFP), GENSER, and Intel networks


SEAPORT MDX Architecture and Schema’s are needed to ensure C3PO’s ESS database can be
engineered in a interoperable way.


Coalition Access to TES Kits and current KITs inventory is needed to plan loads.


CONOPS Update at CMF/CONA/CFIC and CNE/C6F are needed..

In order to begin
proactive

MIO threat identification, Anti Piracy CMF and US Forces
need to maintain the history of maritime Objects, Relationships, States, and
Schedules


Objects are data associated with Vessels, People, Cargo, Companies, and Infrastructure


Relationships are between these objects, such as cargo onboard a vessel operated by a
certain company


The State of an object must be preserved to support analysis


State provides past and present amplifying operational information about an object: e.g., known
trafficker; party to a SITREP (Situation Report); pirated; previously boarded; terrorist on board; not
under command; fishing; at anchor


State also captures a valid time boundary: e.g.,

was a container used for smuggling dual

Example of the importance of State: Going back six months including today, provide additional
occasions when a container known to be used at one time for human trafficking was shipped by the
same company


Schedules provide previous ports of call as well as scheduled and actual arrival & departure
information for any object type (not just vessels)


A C3PO Enterprise Support Site (ESS) can provide these MIO historical Services to
CMF allies via access to the NCE, while supporting other End To End US Maritime
collection efforts.
