Reported on the Area Meeting. Don Baloun described what the conservation office of
the future may look like and it may be qui

ifferent.

She has been taking a 14 month series of leadership courses offered by the SE MN Water Resources
Council.

NRCS gave Wabasha SWCD a contribution agreement to do the continuous contracts late the
previous week and the deadline is September 26
th

to complete 14 plans and get them signed.

they have been having town hall
meetings. The SEMCHRA
Eagle Basin

project has been under scrutiny. Wabasha County contributes $50,000 a year to that project
and it hasn’t gone as well as was expected.

The first FRAC sand hearing is coming up in November. The topic will be on reclamation.

They are
working on rewriting and ordinance to straighten out the situation.

The Keith Brehmer project is beginning.

He is working on some cost share projects.

Part of the Haase project is completed

and he is continuing to work on that along with the Hagedorn

Kevin Krause is doing the training for the feedlot officer position and waiting for the new budget to

ome out before hiring for the position.


Tech Report


Terri Peters

Peters
worked to get information together for the audit, by Maiser

She did a revision to the submitted RIM RFP to add more acreage and completed the RIM inspections
and reports and submitt
ed to BWSR.

She finished a prescribed grazing series and is ready to begin working with interested candidates with
John Zinn and Dean Thomas.

She also completed a hydric soils training with Steve Lawler and

Pfeiffer had contacted the office regarding programs to control
invasive honeysuckle in some of his woodland property.
He already had a management plan done by a
forester who will also be doing the work for him. Gosse moved to approve and Arendt seconded the
motion.

Whitewater Wildlife Management Area



DNR is asking for approval of a 120 acre purchase. The
board would agree that the purchase would be the best use of the land and would not affect water
quality due to drainage issues. George recommended approving the purchase. Breuer
moved to

D.

Trout Unlimited



The SWCD office was approached by Trout Unlimited regarding Cold Spring
Brook. They also invited George to view a project near Indian Creek
that has a sedimentation problem.
They would like to do a multi
-
agency upland treatment for Cold Spring Brook that will resolved
erosion problems that create sedimentation. The sedimentation caused by the erosion would damage
the project along the stream.
It could possibly be a good spot for a Farmer Led Council.



E.

CRP Contribution Agreement



An agreement for the SWCD to contribute to the CRP enrollment
was signed late the previous week.



OLD BUSINESS


A.

Office Plan / Employee Training Plan



George met
with Fick and they discussed the proposed
budget without the CFO and possible health insurance changes. They discussed salary comparisons that
had been provided. Job descriptions would be established and salaries for current employees would
increase. That
will be on hold waiting for the County budget to come in and Fick’s recommendation is
to proceed with salary increases at that point. They also discussed the health insurance changes and the
SWCD can save $9500 a year switching to a more comprehensive insu
rance plan. Fick moved to
approve the personnel committee’s recommendation and go forward with new salary plan and create
new job descriptions.

Pickup


Freeborn County is accepting
bids for a Ford F150. A description was provided. It needs
new tires and has 112,000 miles. Features were discussed and whether or not bidding would be a good
decision. Staff will look into that and other possible options.

MASWCD Convention Approvals

e convention will be held from December 2

4. Fick, Wood,
and Gosse all plan to attend. The question was raised on whether or not the SWCD should send all of
John Miller’s family if they wish to attend the luncheon. Following discussion, Arendt motioned to
give the Miller’s the option to bring the whole family if they chose to do so and Gosse seconded the
motion.

Health Insurance



Moved before B. in the meeting to continue with topic of d

moved that the SWCD switch insurance plans from the County to the Medica plan discussed at the
personnel meeting. Gosse seconded the motion.

Wood felt, after attending the ZWP meeting, that the group seemed convinced to work more on
cropland issues.


George brought up the fact that the December meeting would land on Christmas. Everyone should review their
