Crystal Gateway Marriott in Arlington, VA. There will be no charge to you for this training. The Health
Insurance Marketplace, created by the Affordable Care Act, opens for enrollm
ent on October 1st. This

day event is for those who will help people in their community learn and access health insurance

CMS has regular stakeholder engagement on the new Health Insurance
Marketplace. The final round of
quarterly calls is tentatively scheduled for the week of September 9, 2013 in each state with a Federally

facilitated (FFM) or State Partnership Marketplace (SPM).Individuals and organizations that will interact
with and uti
lize the Marketplace are encouraged to join these calls. We will provide an update on the
implementation of the Marketplace and listen to feedback as we continue to develop and refine the

Request for Public Comment: HHS Office for Civil Rights Now
Accepting Comments on ACA Non
-
Discrimination Regulations

On August 1, 2013, the HHS Office for Civil Rights (OCR) issued a Request for Information (RFI) on
Section 1557 of the Affordable Care Act. This landmark civil rights provision makes it illegal to si
ngle out
people because of their race, color, national origin, sex (including gender), age, or disability in most
health programs (such as hospitals and clinics). The purpose of the RFI is to obtain information that will
assist OCR in drafting the regulati
on. The RFI is particularly important because Section 1557 allots
federal ruling jurisdiction over several new provisions made possible by the Affordable Care Act
including the new health insurance marketplaces.

The RFI calls on all agencies and advocates

for all
communities to share their ideas and comments on a range of access and discrimination issues including

but not limited to access and provisions for those with limited English proficiency, access to health care
programs and activities, and technolo
gical barriers posed to certain groups. The Department will be
welcoming feedback from consumers, health care providers, and other interested members of the
public until September 30, 2013.
