Administrative Report

Craig Walter
introduced his

staff
and stated that Walter and Associates would continue to provide all
necessary support
and services

to

meet the needs and goals of Iowa One Call.


Mr. Walter provided an overview of

2012

programming and activities,

including; ESAP, strategic plan
and working with industry stakeholders. Staff members are appreciative of the opportunity to work with
the Directors and Officers of IOC.


Financial/Budget

Mr. Walter reported that the 2012

audited
financial

report from John Hines
,

CPA
,

was

available at

the
check in desk

of the hotel meeting facility
. 2012 showed a strong financial position f
or IOC. IOC has
not raised the cost to operators for ticket transmissions, but IOC has, on multiple

occasions,
lowered
the cost to operators for ticket transmissions.


State of the Art Committee

Steve
Stone

reported that in 2012 the SOTA committee worked with One Call Concepts, and the
administrative staff to plan and develop system enhancements through

technological advances. As
part of an ongoing effort to maintain the most efficient and cost
-
effective notification system and
communications process, the SOTA Committee helped One Call Concepts to design custom
communications systems, including, among m
any, the ITIC (“for professional”) and the ITIC For
Homeowners (online ticketing systems), the IMAP system


featuring advanced polygon capabilities (to
enhance mapping accuracy and efficiency), and the Interactive Voice Recognition (IVR) system (to
enhanc
e call center efficiency by utilizing IVR to effectively “close” tickets called into the system and to
allow users an effective user interface).


Advertising Committee

reported
that

“Protect What Really Matters” campaign
aired at no cost

on major
television and radio stations across Iowa. IOC received extensive Outdoor Advertising coverage to
date. More than 280 outdoor posters (Billboards)
were
distributed to Iowa outdoor advertising
companies.
Clear

Channel Outdoor, one of Iowa’s lar
gest outdoor companies agreed to
provide

IOC
with
a
tracking summary of IOC billboard placement. The IOC
campaign

was a Public Service
Announcement which means all media placement was free. Media coverage was included in
newspapers, magazine and other pr
int publications. IOC also implemented multiple promotional
events throughout the year

featuring Gabby the Groundhog and the 811 custom chopper. IOC
exhibited at several major trade event
s
, including the Iowa State Fair and the Des Moines Home &
Garden S
how. As part of Iowa One Call’s ongoing efforts to provide the most effective
communications programming the 2012 Advertising Committee initiated a bid process to state
advertising agencies. During that process the Cedar Rapids based Henry Russell Bruce
Agency was
awarded the contract to develop and implement programming in 2013. Mr. Booth then introduced Jim
Thebeau and Shelby Kraus
, with Henry Russell Bruce Agency (HRB), to prov
id
e IOC advertising
campaign for 2013.

Bruce (HRB), presented a PowerPoint presentation featuring a high
-
level overview of

the
IOC
2013 marketing campaign strategies as developed by the agency HRB.


Excavator Safety Awareness Meetings

Brian Mueller

reported that 29 Excavator Safety Awareness Me
etings were held in 201
2
.

through 2012

to excavators across Iowa
. In 2013 the number of ESAP

Legislative Committee

Leon Hofer reported
that Chapter 480 was reviewed and issues/suggested changes were documented.
Two main issues continue to be
white lining

and the life of a
ticket
. If the code is opened both of these
items will be considered for inclusion.




Center Manager

Report

Jim Holzer reported ITIC usage is at 40% and ITIC LITE for homeowners is increasing. The Call
Center
staff is

making contacts to operators
promoting and
encoura
ging

use of

the
automated dialing
system


designed to provide an efficient alternative for transmitting and receiving emergency voice
-
outs.


Attorney General’s Office

Dave Sheridan, Assistant Attorney Gener
al
reported that
the penalty provisions established in Iowa
Code, Chapter 480, have

been enforced since
1993

with 1995 being the first
penalty

filing. Since that
time there have been 53 filings in 33 counties totaling $265,000 in
civil
penalties. The average penalty
is $5,000 and higher for
natural gas and hazardous liquids facilities and
pipelines. Attorney General,
Tom Miller
strongly
supports IOC and appreciates the op
portunity to work with IOC on enforcement
and public awareness.


Iowa Utility Board

Cynthia Munyon

reported
on increased civil penalties

for pipeline operations/violations (outside of
Chapter 480) and proposed rule
-
making submitted by PHMSA, which, if passed, could impact the way
state enforcement procedures are handle
d
.

Ms. Munyon encouraged
the reporting of
damage
d
facilities and one call violations to

the AG’s office as the AG can only process
formal complaints.
