The
DESCARTES GLN

A
rchiving services are designed to provide
subscribers with the ability to reproduce documents they need to maintain for a longer period to
either
meet regulatory requirements or in support of internal business processes.

It supports a variety of document t
ypes including fax images, EDI documents and application
forms. There is an em
phasis on original content, as original content

provides the highest level of
information
in case of disputes.

The objective of the archiving service is to provide business with
a
reliable

and

easily accessible

yet cost effective mechanism to meet the retention requirements.

In order to meet these objectives the
Descartes e
Archiving service will not deliver the same
functionality as the operational data application itself. It will

represent a snapshot of the
application data, supported by the original source data.


Regulatory Compliancy


Governments all over the world require that specific electronic messages or documents are
stored for a specific period, including all kind of secu
rity measures like integrity of content,
authenticity of origin and soil
-
based storage. Typical transactions are electronic invoices (e
-
invoice) and Customs filings.


Within EU there is a legal framework for e
-
invoicing and Customs compliance. For the lat
ter EU
has worked out the MASP (Multi
-
annual strategic plan) and recently the Modernized Customs
Code (MCC).
These initiatives are defined on EU level but it

is important to know that all Member
S
tates need to translate
the directives into the

national leg
islation and/or adapt their country
specific system. As a result we see that each individual Member State can impose
its

own
requirements.

The retention period varies between 4 and 1
1

years.
For Customs
we can say

in
general

that 10 years legal storage is
sufficient to cope with the requirements of all individual
Member States, both from customs and VAT perspective.

For security filings like the entry and
exit summary decl
aration and the summary declaration

for temporary storage a shorter period is
sufficie
nt as
there is no

VAT impact

(4 years by default)
.

Because of all these differences

our
solution needs to be able to support the mo
st strict security requirements (see also soil
-
based
storage requirements further in this document).


Government Agencies such as the US Customs and Border Protection require specific records to
be available for a period of up to five years after the date of entry. See
CBP Code of Federal
Regulations Title 19 163.4
.

Other agencies such as the Canadian Border Services Agency have similar Retention of Records
requirements.

transaction state (such as closing a shipment).

Finding documents in the Archive

Every document submitted to the archive can be found by one or more references. A reference
consists of three values, the type of refer
ence,
the

reference value itself and the issuing
organization.

Examples of reference types are: Cargo Control Number, Trip Number, Purchase
Order Number or Booking Confirmation Number. The reference types are defined in the
Descartes GLN

semantic dictiona
ries.

The reference value is an expression of up to 255
characters, which meets the subscriber specific identifier scheme’s logic.


The issuing organization is the
Descartes
GLN organization identification, which uses industries
organization identification

standards such as SCAC, IATA and DUNS numbers.

Search
references are defined when the document is submitted to the
A
rchive, and need to

be

either
derived from the document itself (for example as in EDI documents) or provided by the
application submitting
the content to the archive.


The reference

to

content association is a many

many association.

The same archiving
reference triple (key type, key value and org_id) can be reference to multiple documents, and one
document can be referenced to by multiple

Retrieving documents from the Archive

The documents stored in the
Descartes
GLN Archive can be accessed using a secure web
browser.

This browser will allow subscribers to view their documents in the browser or to
download them to their local environment.

The following term and conditions apply

The mini
mum archive period is 24 months,

and

the maximum archiving period is
132

months.



Documents stored in the
archive cannot be changed.



All search references need
to be provided at check
-
in time; documents cannot be found
by any other reference then the specified search references.



The expiration date cannot be changed after the document has been checked in.



After the document expiration date Descartes is released of
any and
all

liability to
reproduce the content of the document.



Although Descartes will make best efforts to ensure that the documents checked in are
complete, it is the subscriber

s responsibilit
y to verify the completeness and
notify
Descartes within 30 days after the check
-
in date about any omissions.



Archiving charges are added to the invoice of the month were the document was checked
into the archive.



The archive is only accessible to subscrib
ers of the Descartes GLN that have a valid
account belonging to the subscriber

s organization or its legal successor.

Service is implemented as a web service to be invoked by the

Referencing
mechanism

When checking in an entry to the archive, two types of archive check
-
in request can be used.
Check

in request can be self
-
contained, which means that all referenced documents are included
as ‘attachments’ wit
h the request, or the document checked in can contain references to
Descartes
GLN repositories.


References are expressed as an href attribute to an XML or SHMTL element. The value of the
href attribute needs to start with
a known href qualifier (such as c
id:, input:, output:)

Self
-
contained
references

In the self
-
contained variant of ArchiveRequest all references are pointing to MIME
-
parts that are
included in the same multi
-
part related. Only forward references are allowed, it is not valid to refer
back
to a content
-
id that has already been presented. It is also not valid to reference itself.

There are no restriction to the expression of the content
-
id itself, as long as it is unique within the
context of the MIME composite.

Repository references

To refer
ence content that is already stored in the GLN image or electronic document repositories
an
HREF

notation can be used.

The hyperlink referencing mechanism is available in documents
with syntaxes xhtml and xml.

not only reduce the size of the documents but it will also make them ind

Indexing archived entries

An ArchiveRequest commonly has MIME
-
type multipart/related.


The first body part contains the WSA header and expresses the context of the ArchiveRequest. In
the Body element of the SOAP request is specified which elements of the ArchiveRequest need
to be i
ndexed and for how long the entire request needs to be persisted.

Soil
-
base storage requirements

Certain regulations require information to be store on in a specified jurisdiction. To address these
requirements the ArchiveRequest has an optional storageLoc
ation directive. The storageLocation
directive triggers the GLN Archiving service to package the complete request (after expansion of
the HREFs) and use a preconfigured web service to submit the result multi
-
part MIME composite
to a service that meets the
soil and storage requirements.


One of the applications of this is the Centera storage vault Descartes has available on Belgium
and Dutch soil. The clipId that identifies where the information is stored is substituted into the
content and is available for
audits to ensure that the information was available.

Archiving without application context

The most valuable and usable archiving requests are initiated from the line
-
of
-
business
application (LOB
-
app) as LOB application has the best overview of:

rganization archiving preferences



how the various requests and replies are associated with each other,



what set of business identifiers the archive user needs to finds its documents



application based operations that are not driven by electronic business d
ocument
interaction (such as application corrections and resubmissions)

In specific cases it is not possible to initiate the archive request from a line
-
of
-
business
applications and is the Document Exchange infrastructure itself expected to initiate the
Ar
chivingRequest. In these cases the search keys will not have business level identifiers, but will
be limited to references that can be derived from the document headers.


Submission straight from the document exchange infrastructure will be done by sendin
g a simple
request to the Archiving service that simply lists the document tracking identifier (tid) and
possible options (such as soil specification, and
signing).

Signed Periodic Summary

Some government regulations dictate that not only the exchanged documents need to be stored
in their original form, but that a periodic (for example monthly) summary also needs to be stored
t
o
prevent documents being left out of the evidence during an audit.

A signed periodic summary does not only signify the authenticity of the documents, but also the
completeness.

This value

added
Descartes e
Archiving service uses the characteristic that doc
ument are already
identified by their SHA1 strong digest in the archiving service. By creating a Periodic Summary
document that references the SHA1 of all documents from a specific sender, recipient and/or
doc_type in the specified period the completeness
of archiving is achieved.


The creation of a Signed Periodic Summary is implemented as follows:

The GLN Document Archive Service UI needs to be sustained for a longer period of time, and
therefore
needs to adapt itself to changes in the structure of the archived data over time.


The user inter
face consists of the following elements:

the search page that allows for search by any indexed items visible to the user’s
organization(s).

View pages that render the various MIME content

types using the corresponding viewers.

An on the fly rendering
mechanism that selects the right style

sheet for the rendering of
XML (or transcribed EDI documents)
