Purpose


It

is

the

intent

of

the

South

Carolina

Department

of

Motor Vehicles (SC

MV
)

to

solicit

information


for the replacement of
its

exis
ting Image Capture software and camera tower
s
. This software will

integrate with our existing credential printer, laminator, signature pad and barcode scanner hardware
.

Additionally the software will need to integrate to our existing DL issuance application and our

host image repository
.

SCD
MV

is

seeking

software that

produce
s

credentials that meet

or exceed

the most recent

AAMVA DL/ID
and meet the requirements of ICAO 9303 while including

our

existing level 1 and level 2 security features. Currently SCDMV is an OTC (over the counter)

issuance state but is considering

CI (central issuance). The
information

submitted for this RFI must

include
this as a possibility.


Information

realized

as

a

result

of

this

RFI

may

be

used

as

part

of

a

competitive

process

for

the

selection

of

such

products

and

may

be

used

to

construct

a

list

of

prospective

vendors.

There

is

no

commitment,

implied

or

otherwise,

by

the

State

to

continue

with

a

procurement

process.

Problem Statement

The

S
CDMV’s

mission

of

providing

driver and vehicle services in all 46 counties of South Carolina
and

the

agency’s

strategic

goal

of

enhancing

the

security of our credentials requires SCDMV to place a strong
emphasis on security
-
driven, quality processes and products.
Our existi
ng image capture software, SCCARD,
is at end of life along with

our existing camera towers. The existing software is difficult to modify, has very
little reporting capabilities and limited workflow or card design capabilities. Parts for the camera tower ar
e
limited and the imaging software will not work with newer Microsoft operating systems and/or cameras. The
software at best would be extremely cumbersome should SCDMV elect to go to a CI
(
credential
i
ssuance
)

model.




Introduction/
Background

SCDMV implem
ented a client/server based DL Issuance application in August 2002. As part of this

i
mplementation SCDMV began using th
e Viisage SCCARD application for image capture and

credential issuance. In June 2009, SCDMV upgraded
its

credential issuance to meet AAM
VA 2005

DL/ID standards, ICAO requirements, and a managed credential inventory process.



SCDMV
is

seeking

an
Image Capture Solution

that

will

meet

all

specified requirements for AAMVA’s

most recent standards as well as
meet
ICAO requirements. This solutio
n will provide a workflow application

which promotes secure and efficient processing of applicants,
a

GUI

card design application using available
industry wide software, and integration to the hardware previously

stated and defined in
client configuration
.


The Image Capture Solution software must
be able to capture, store, upload, and retrieve applicant imagesets
from
SCDMV central image repository.
This software must

utilize existing central image repository standards
and software. The image capture solut
ion shall be able to capture a color, full facial head and

shoulders digital
image of applicants in sufficient detail to allow easy recognition

of the applicant by an

untrained person and to
allow the facial recognition software to perform

correctly.


The

illumination hardware shall allow the operator to observe the following guidelines:


. Lighting shall be evenly distributed on the applica

the base of the chin, and from

ear, shall be clearly visible and free of

. Where possible, there must be no dark shadows in the eye

sockets due to brow

The camera shall be capable of easily adjusting to capture the image of applicants both standing and

shall be displayed on the workstation’s monitor

after image capture. The applicant’s photo
shall be easily centered in the camera by means of a viewfinder,

onitor display, or other acceptable device. After the image is captured the operator shall be given the

choice of ac
cepting or rejecting the photo. Preferably

the software would integrate

with a variety of

cameras or at a minimum have an upgrade path.
