technical knowledge and experience, capability/capacity, organisational and financial standing of
Participants. The intention of the PQQ stage is to assess the PQQ responses and arrive at a shortlis
t
of qualified Participants for formal Invitation to Tender (
ITT
) against the requirement as advertised in
the OJEU on

No information contained in this PQQ or in any communication made between
Ordnance

Survey

and
any Participant shall be relied upon as constituting a contract, agreement or representation.

contract shall be offered only in accordance with this PQQ.

reserves the right,

Ordnance Survey wishes to enter into a Framework agreement with an Agile software development
partner with a proven track record of delivering
software
solutions
for

web and mobile
projects

estimated value of this framework is five

hundred thousand pounds (£500,000) per annum
.

Our preferred strategy is to outsource entire projects
on a call

Participants are invited to complete and submit the PQQ, together with any requested supporting
information including references, to
Ordnance

Survey

by the PQQ Return Date identified in section 6.
The PQQ can be downloaded from

Particular attention should be paid to the return of completed references as these are required to be

bmitted by the PQQ Return Date.

Failure to provide t
he required information or make a satisfactory response to any question or supply
documentation referred to in responses, within the specified timescale, may mean that a Participant is
not invited to participate further. In the event that the responses fro
m the Participants are deemed
unsatisfactory,

reserves the right to terminate the current procurement exercise and

advertise. Participants must be explicit and comprehensive in their responses to
the PQQ as this will be

nor to assume that such prior business relatio

into account in the evaluation procedure.

Participants are asked to nominate a single point of contact in their organisation for their response to
the PQQ.

will not be responsible for contacting the Participant through

other than the nominated contact.

The Participant must therefore notify

promptly of
any changes of its contact.

Consortia and

Where a consortium or sub
-
contracting approach is proposed, all information requested should be
given in respect of the proposed prime contractor or consortium leader. Relevant information should
also be provided in respect of

consortium members or sub
-
contractors who will play a significant role
in the delivery of services or products under any ensuing contract. Responses must enable
Ordnance

Survey

to assess the overall service proposed.

Where the proposed prime contractor is

a special purpose vehicle or holding company, information
should be provided about the extent to which the SPV/holding company will call upon the resources
and expertise of its members to fulfil the requirement.

recognises that arrangement

subject (within limits) to future change. Participants should therefore respond in the light of such
arrangements as are currently envisaged.

Participants are reminded that any future change in relation

assessment by applying the selection criteria to the new information provided. However, Participants
should be aware that where sub

a significant role, any changes to those

comply with the requirements of Regulation 23; or

certify on the
Declaration that it has fulfilled the requirements of Regulation 23;

provide a satisfactory response to Man
datory questions in the PQQ; or

submit its completed PQQ by the PQQ Return Date.

The Participants who are not disqualified shall be evaluated on
the qualification criteria which takes
into account their economic and financial standing and technical or professional ability in order to
assess those that fulfil the requirements of Regulations 23
-
26 of the
Public Contracts Regulations
2006

(as amended
from time to time). A shortlist of Participants will be drawn up and they will be
eligible to participate further in the procurement process.

Ordnance

Survey

may seek independent financial and market advice to validate declared information
or to assist in
the evaluation. Reference site visits or demonstrations and/or presentations are unlikely
to be requested or offered at this stage but
Ordnance

Survey

reserves the right to request or offer the
same as a part of the PQQ process.

Where a Participant has a v
alid reason for being unable to provide the information requested in
relation to economic, financial and insurance matters, other information considered appropriate by
Ordnance

Survey

will be accepted.

Ordnance

Survey

will select those Participants that pa
ss the mandatory requirements and achieve the
highest scores. A shortlist of the highest scoring
Participants will be developed. From this shortlist
five

Participants will be invited to participate in the next stage of this procurement. In the event that a

number of Participants obtain equal ranking for
fifth

place, then
Ordnance

Survey

will take forward all
those in equal
fifth

position to participate in the ne
xt stage of this procurement.

Those Participants that are eliminated during the PQQ process will
be advised in writing.

Scoring of PQQ

will assess the PQQ submissions.
Ordnance

Survey
’s evaluation team will consist
of competent and experienced personnel able to assess and score each aspect of the submissions.

A moderation exercise by t
he team will ensure that scoring is applied on a fair, reasonable and
consistent basis.

Sections 1

4 inclusive of the PQQ require the submission of specific documents. These will be
checked by
Ordnance

Survey
. If the information submitted fails to achieve
the required level, the
Participant will be eliminated from any future involvement in this procurement. Section 5 of the PQQ
submission will not be assessed.

Should the contents of Sections 1

4 inclusive achieve the required level then Section 5 of the PQQ

will be assessed and scored on the basis 0 to 3 with 0 being the lowest score, and 3 being the highest
score available.
