SCOPE OF WORK FOR REVAMPING OF PMCC AT LPG BOTTELING PLANT, HAZIRA.



ERECTION, TESTING & COMMISSIONING OF ELECTRICAL EQUIPMENTS


1.


GENERAL


I) SCOPE


a) This specification outlines the requirements for
removing old HT OCB panel board and LT PMCC panel
board com
p
lete, shifting it as directed to unobjectionable place,
erection, installation, testing and

Commissioning

of
newly supplied
electrical systems
at LPG BOTTELING PLANT HAZIRA.


b) This specification is to be used with approved drawings and equipment specifications

pertinent to the facility being constructed as per approval and instructions of OWNER.


c) Any item not specifically mentioned, but
necessary to make a complete working

Installation

shall be furnished whether or not it is shown on the plans or specifications, at no additional
cost to the Owner.


d) The work to be accomplished includes the supply of all qualified labour, materials,

appl
iances, equipments, instruments, consumables, transportation, installation,

supervision and services required to construct, install, test and commission the

complete electrical and associated systems in accordance with the plans,

specifications, drawings.


II)

The requisite observations made during testing and commissioning of each Electrical

Equipment / system and that of the complete Electrical and associated systems shall

be recorded in the presence of OWNER representative(s). Three sets of such

observa
tions per station duly signed by the CONTRACTOR representative(s) and

OWNER's representative(s) shall be submitted to OWNER for final approval.


III)

In all matters relating to the installation of electrical equipments, the CONTRACTOR

shall be responsible
for the quality and correctness of workmanship and of materials.


IV)


WORKMANSHIP


a)

All work shall be neat, orderly, well laid out, planned and accomplished in a timely

manner in strict accordance with the plans and specifications and pertinent

sections of the NEC codes and other relevant codes.


b)

Electrical equipments shall be installed and electrical work undertaken by

qualified and competent tradesmen. Manufacturer's installation instructions and

recommendations shall be closely followed at

all times. Particular care shall be

taken with flame proof switchgear and other equipments to ensure that the metal

joints are clean and that safe gaps are not exceeded. Adequate weather

protection during installation shall be provided at all times.


c)

The CONTRACTOR shall employ experienced supervisory and craft personnel

who are conversant with the type and standard of work encountered in petroleum

installations.


d)

Only highly skilled personnel having experience in working in Class
-
I, Division
-
I

and
Division 2 areas shall be employed for carrying out the job.


e)

Inspection and acceptance of completed installations will be based upon

observations of the above regulations and requirements.


f)

will present a high quality of workmanship and a neat and 'finished' appearance.


V)

STANDARDISATION


Installation methods and procedures for equipments shall conform to standard

design and shall follow uniform lines particularly for
cable jointing, fixing levels,

cable grouping and supports, termination etc. so that installations are uniform in

appearance.


VI)

ACCEPTANCE


CONTRACTOR shall maintain all electrical system/ equipment until all the work

executed is accepted by the OWNER.

The CONTRACTOR shall be responsible

for any damage to other works resulting from defects of Contractor supplied

materials or workmanship.

JOB SPECIFICATIONS


I) INSTALLATION METHODS


a)

Control wiring termination shall be accomplished utilizing spade terminals

which are
crimped on to end of the conductor.


b)

No splices (joints) will be permitted in control cables except junction

boxes provided on the equipment skid which will be limited to one

junction box in complete path of control cables. However, cables for

CT's tri
p/ stop signals, alarm signal, cables supply (AC or DC) to

switchgear and control panels will have no junction boxes.


c)

Power wiring termination shall be accomplished utilizing ring tongue terminals

which are clamped tightly onto the end of the conducto
r. If the device has no

terminals the "wire nuts' or split bolt connections of the proper size may be

utilized. Care shall be taken to tighten the wire nut or split bolt connector as

securely as possible spring type connectors will be allowed on lighting c
ircuits

only.


d)

No splices (joints) will be permitted in power cables unless prior

approval has been granted by the Owner.


e)

No conductor splices will be allowed in conduit.


f)

Cables that must be routed where they will be subjected to known
mechanical

injury of excessive wear shall have that area protected by galvanized conduit

sleeve.


g)

Bending radius of the armoured and insulated cable shall not be less than

eight times the overall diameter of the cable. Manufacturer's data may be

used f
or exact dimensions.


h)

All control wiring shall be provided with plastic identification bands at the

terminal strip in the junction box and at the device.


i)

Each conductor shall be numbered with slip
-
on or clip
-
on wire marker in

accordance with the d
iagrams in the plans at each terminal and placed such

that the number is visible without rotation of the conductor. Adhesive type

tags shall not be used.


j)

If some field change is made to the wiring diagram or numbers, the change

shall be marked on the
plans to become a part of the as
-
built records.

ERECTION OF HIGH VOLTAGE BOARDS AND

415 V POWER MOTOR CONTROL CENTRES


SWITCHGEAR PANELS/PMCC


i)

This shall be applicable to HV/MV/LV switchgear panels, motor control centers,

and lighting
distribution boards, instrument

distribution boards, DC distribution Board etc.

Manufacturer’s instruction, drawings

and instructions of the owner should be studied and strictly

followed during

handling, erection, testing and commissioning of the switchg
ear. The switchgear

should be handled with care, avoiding impact to the equipment, by experienced

riggers under the guidance of a competent supervisor. Dragging of the panels

should be avoided and use of a crane and trailor should be made for the handling

purposes while transporting to various locations supported on the truck or trailor by

means of ropes to avoid any chance of damage or tilting due to heavy vibrations.

The swtichboards should be lifted by making use of lifting eye
-
bolts only, after

ensuring

that panel supports, nuts and bolts are all intact and tightened. When

lifting panels in packed conditions, utmost care should be taken to avoid any

damage to insulators, bushings, metering and protective equipment.


ii)

Base channels shall be
leveled
,
in cement concrete pad for H.V. and 415

V (M.V.) switchgear panel boards and other cubicle panels. A level bench mark in

each sub
-
station shall be given by Owner as reference level, and further all levels

by the CONTRACTOR.

iii)

The switchboard panel
should be taken out from the packed cases and moved one

by one to the proper place. All the panels should be assembled, aligned and

levelled and it should be ensured that panel to coupling bolts & bus bar link fit

properly without any strain on any part. I
t should also be checked up that lowering,

lifting, racking in and out operation of the breaker and all other motions are free

from any obstructions. The fixing bolts should be grouted only after satisfying all

these requirements.


iv)

The panels shall be
checked for correct vertical position using pendulum weight

and spirit levels. M.V. & L.V. Switchgear panels can be tack welded at suitable

intervals for each shipping section. The CONTRACTOR shall supply the cross

channels and carry out the levelling and
grouting of the same over the cable

trenches. The base channels/ base frames of these switchgears alongwith nuts,

bolts shall be supplied. The switchgear panels with the switchgear fitted in shall be

aligned/ levelled/lined up and tightened on the base cha
nnels with the help of nuts

and bolts. Utmost care shall be exercised to avoid any damage while handling,

transporting and rigging switchgears/ controls gears equipped panels. The eye

bolts/ hooks provided on the panels shall be employed in conjunction wit
h

approved means for the rigging operations


v)

The CONTRACTOR shall carry out the interconnections of the bus
-
bars assembly

and fittings of all the fittings/ accessories/ instruments/ relays etc. supplied

separately, if any, for the feeders as per drawing
s and direction of EICs.


vi)

All the necessary lining up of panels/ switchgears, control circuits assemblies, etc.

shall be carried out as per the drawings and instructions of the MANUFACTURE/

OWNER.


vii)

If required, the CONTRACTOR shall make necessary
holes at the panel bottom

and fix the cable glands for cable entries.


viii)

The panels shall be so erected as to render them completely dust and vermin

proof. If any holes etc. are required to be blanked, for attaining this, the

CONTRACTOR shall carry out

the same as per the directions of the Owner.


ix)

If any patch work on the panels like denting, painting etc. are required, the

CONTRACTOR shall carry out the same. The shade/ grade of the paint to be

supplied and used by the Contractor shall match with t
hat of the existing paint

shade/ grade of the respective equipments.


x)

The installation of the panels will be done on Sundays or holidays. No shut down will be available
for the work. Contractor has to plan accordingly. The installation may be done in pa
rt and the
arrangement for temporary wiring / connections etc will have to be arranged by contractor so that
plant could be started immediately.


5.0

TESTING


5.1.0 Pre
-
commissioning Tests on Cables


i) Before energizing, the insulation resistance of every

circuit shall be measured from

phase to phase and from phase to ground and recorded and submitted to EIC

before commissioning.


ii) Where splices or termination are required in circuits rated above 600 volts,

measure insulation resistance of each length o
f cable before splicing and

or/terminating. Repeat measurement after splices and/or termination are

completed. The readings shall be recorded and submitted to EIC before

commissioning.


iii) Measure the insulation resistance of directly buried cable circui
ts before cable

trenches are back filled. Repeat measurement after back filing .


iv) For cables upto 1.1 kV grade
,
1000 kV megger and for H.V. cables 2.5 Kv/ 5 KV

megger shall be used.


vi) Cable schedule and layout drawings must be marker for AS BUILT co
nditions during

the installation work and shall be approved by Site engineer.


5.1.1 The insulation resistance of the following circuits shall be measured.


i) Motor feeder: With the motors disconnected measure the insulation resistance

from load side of c
ircuit breakers or contactors.


ii) Motor control circuits: With push buttons and over current devices connected,

measures the insulation resistance between phase to ground.


iii) 11 kV feeder: Measure insulation resistance of 11 kV cables before and after

making termination and joints, if any.


vi) Measure the insulation resistance of the buried cables and circuits before and

after back filling the trenches.


vii) Measure the resistance of the earth conductor and check its continuity.

NING CHECK FOR H.T. CIRCUIT BREAKER


Following tests shall be performed on all the H.T. circuit breakers before energization.


i) The spring charging and operating mechanism shall be checked and adjusted

wherever necessary.


ii) Phase to phase and phase to

earth, insulation resistance shall be measured with

the breaker closed.


iii) Close ad trip operation of the breaker from its local/ remote control switch.


iv) Mechanical tripping of the breaker through its emergency trip device.


v) Setting of all
protective relays as per the values approved by the Owner.


vi) Testing the tripping circuit by mechanically operating all protective relays.


vii) Test for relay operation by secondary and /or primary injection test as per the

instructions of the site eng
ineer.


viii) Measuring insulation resistance of all control circuits from line to earth.

ix) Testing of all protective relays as per IS
-
3231.

COMMISSIONING CHECK FOR SWITCHGEAR, CIRCUIT BREAKER & STARTER

Before commissioning equipment, the
following are to be ensured by the contractor:


i) That the erection of equipment to be commissioned is complete in all respect with its

auxiliaries and all other mountings including earthing. Openings in floor within and

outside panels have been sealed of
f. All cover and door gaskets are intact to make

enclosure vermin proof.

ii) That all the metering instruments have been checked and calibrated. Indicating

lamps are healthy ad is in position. All power and control fuses are of proper rating

and show cont
inuity.


iii) That shutter mechanism is O.K. Mechanical parts of breaker, closing and tripping

mechanism clearance have been checked and lubricated and circuit breaker contact

tavel, contact pressure and resistance are O.K., buffers are free and fully
lubricated.

Manual closing and tripping has been tried against shock and bouncing of the

mechanism. Auxiliary contacts have been checked for cleanliness and adequate

contact pressure. Auxiliary contacts in series with tripping circuits open with breaker

op
ening.


iv) That the polarity test and ratio test of all the P.T.s and C.T.s is over and phase sequence of
C.Ts. conforms to the correct vector group connections. Wiring continuity and correctness are
ensured in the protection and measurement circuits. Pol
arity of D.C. battery supply for all the
circuits is correct.

That the high voltage test of circuit breaker, bus bars and outgoing and incoming cables

have been conducted and results are satisfactory.


v) That all the protective relays including thermal ov
erload relays have been tested for

secondary injection tests and operation of all the current and voltage operated relays have been
tested. Test are also to be carried out for differential protection, Restricted earth fault protection,
etc., at full/ reduc
ed current to ensure total wiring correctness. Simulation tests to check all
protection alarm and annunciation systems are functioning as per required settings.


vi) That I.R. value have been recorded for bus bars, circuit breaker, incoming and outgoing ca
bles,
control wiring and potential tranformers. Joint resistance of bus bars have been recorded and
found to be satisfactory. High voltage test of all circuit breaker, busbars and cables have been
conducted and certificates approved by site in charge. All
the surroundings and panels have been
cleaned and temporary earth leads have been removed.

No heating, welding or any other activities, which shall give rise to minutes visible or

unvisible spark, temp. rises, shall be carried/ carri
ed out without specific written permit from EIC.
No equipment instrument carrying cell/battery is allowed inside battery area. Lighting of naked
flame, switching of electrical battery circuits, are prohibited in battery area without written permit
from EIC
.


6.1.1

In general, the following safety rules apply to electrical construction.

Only experienced, knowledgeable engineers, technicians and electricians should be allowed to
switch, handle adjust, investigate, install, tighten, test or touch electrical
equipment. This is not to
preclude operators from using properly marked switches and stations, but only after proper
orientation.


6.1.2

Contractor shall be fully and wholly responsible for any mishappening / accident with man

and machine during execution
of the job. Any expenditure/ compensation on this account tobe
born by the Contractor, Owner will not be responsible at all.

TEMPORARY WIRING


Temporary wiring shall be accomplished in a direct manner such that Contractor & Owner's
personnel are not i
n dangered in any way. Strict electrical safety standards shall be followed with
regard to grounding, termination, conductor sizes, insulation, fusing etc.

Where possible and required, temporary wiring shall be supported on wooden braces and the
wiring sha
ll be out of reach and shall maintain clear isolation from any item / equipment /
personnel so as to avoid any danger / risk whatsoever. Suitable caution board like "DANGER",

"MEN AT WORKS", "TEMPORARY WIRING", "ELECTRICAL HAZARDS" etc. etc. must be
displa
yed at distinct places by the Contractor for alerting the persons present in the work site.
Each circuit shall be tagged at each end. Temporary wiring shall be removed promptly when its
function is no longer required.

PROTECTION OF JOB SITE


a)


As th
e work progresses, the Contractor shall protect all materials and work locations

to prevent vandalism, breakage and weather damages. Suitable barricades, signs

and covering shall be utilized as required to protect personnel.


b)

Never to operate a switch
or device unless its operation function and end
-
action is

known.


c)

Hard hats, safety helmets shall be worn at all times of job.


d)

Goggles shall be worn when using a chisel, power drill, saw, grinder or conduit

threader.


e)

No work shall be done on
any energized bus. To check all phases prior to work &

check for backfeed from other sources.


f)

No circuits shall be energized prior to testing in accordance with these specifications.


g)

Care shall be taken to fence off and install signs around a hig
h voltage danger area

from other crafts while work is in progress.


h)

If there is any doubt that any proposed work is not safe, work shall be stopped on

that portion until the supervisor or construction superintendent may be consulted for

verification of

work methods. The work to be resumed only after clearance from EIC.


i)

All tagging shall be carried out using the Standard "Danger" tags. All electricians and

concerned supervisors shall carry these tags along with their tools for use in

"tagging
-
out" ci
rcuits, switches and other items of equipments.


j)

Insulated had gloves, insulated tools, discharge rod etc. to be used while working on

the equipments /circuits.


k)

While working in hazardous area Contractor to make sure that all electrical alive

part
s are de
-
energized and take all other relevant statutory precautions.


l)

The Contractor shall ensure issuing of protective & safety gears to all of his

employees as required by the nature of job. Owner shall nor be anyway responsible

for this.

Cables from PMCC to main distribution boards and from main DBs to sub

DBs shall be

taken through trench/ floors /walls/ truss structures. Cable taken through floor shall be taken in
heavy gauge G.I. pipes with 1.5 mtrs. riser above
the floor and flush in the wall for termination.
Cables passing through walls or truss structures shall be carried in a rigid steel conduit pipe,
conforming to ISS: 1653
-
1964 and buried in the wall/ suitably supported on truss structure.
Armouring of the c
able shall be earthed at both the ends adjacent to switch/ distribution boards at
which they originate.

All the openings made in walls, columns etc. for laying of cables shall be made to original

condition after laying.

Cable shall be taken to distribution boards through packing glands and terminated with the help of
crimped lugs. A lead cable tag with cable number engraved on it shall be at
tached to the cable.
The cables shall be provided with the Red, Yellow, Blue and black adhesive tapes for indication of
termination. The contractor shall supply and employ all the necessary PVC tapes, lugs, glands,
polyethylene straps etc. for making the t
ermination.

DISTRIBUTION BOARDS


11
.1.0 The distribution boards shall be sheet steel type, flush wall mounted consisting of


copper busbars, circuit breakers etc. The sheet steel shall be 2.05 mm thick industrial


type and painted with epoxy based having a shade conforming to RAL 7032.


11.1.1

Hinged doors shall be provided with semi

type cylinder lock and catch.


12.0

TESTING


12.1.0


The CONTRACTOR shall submit toe Owner all necessary certificates for the
quality of


the materials supplied. The owner reserves the right to carry out any test either in any


laboratory/ testing house that may be considered necessary and if materials are found


not conforming to the specification, the whole lot of related ma
terials shall be


considered rejected even it is already installed. Contractor shall not be paid any


charge whatsoever for this. The cost incurred for carrying out such tests shall be borne


by the Contractor.


12.1.1


The Contractor shall furnish all
labour, materials, instruments and tools to carry out all


the materials, instruments and tools to carry out all the specified field tests.


12.1.2

The following procedures shall be followed for pre
-
commissioning test.


12.1.3

The Contractor shall carry
out suitable tests to the satisfaction of the Owner that all

equipment, devices, cables and wiring and connections have been correctly installed,

are in good working condition and will operate as intended. The Owner reserves the

right to witness all t
ests and at least one
-
week notice shall be given before commencing

the tests.


12.1.4

The tests shall also include insulation resistance test by using 500V meggar or a period


of 1 minute.


12.1.5

The test results shall be submitted in six copies in the

form approved by the owner.


12.1.6

Write up on proposed electrical and associated systems/ facilities to be provided at each

station.


12.1.7

Specimen single line diagram indicating all connected loads, spare feeders protection and inter

locking schemes,

metering etc. for each type of station.


12.1.8

Lightning protection scheme being proposed with technical details, resistance values, type of air
termination etc.

Bill of materials / facilities proposed for complete electrical and associated work
at each

station.

1.


SCOPE:


This specification covers the
requirements of design, fabri
cation, shop assembly, testing, packing and delivery at
site of HT indoor metal clad cubicle switch gear panel having Vacuum Circuit Breakers as per single line diagram
given. These are the general requirements of switch gear
panel. However specific project requirements shall be
as per Technical Data Sheet. This panel is single HT VCB panel.


Incomer receives power from 11KV DP Structure.


Outgoing feeds power to 1 nos. 1000 KVA transformer.

3.

CONSTRUCTION:


3.1

The switch gear panel shall be metal enclosed, rigid, free standing, floor mounted, draw
-
out, dead front
type and fabricated from standard prefabricated, cold rolled sheet steel units. The vertical units shall be
assembled in such away that uniform height can be achieved while line up of each vertical units on floor.


3.2

The minimum thickness of the sheet
steel shall not be less than 2.
0

mm. Necessary stiffeners shall be
provided.


3.3

The switchboard shall be totally enclosed, vermin
-
proof, except bus bar compartment. Degree of
protection of enclo
sure shall be minimum IP56 as per IS: 3427. If necessary,
openings for natural
ventilation louvered with wire mesh shall be provided. For bus bar compartment wire mesh shall be such
as to protect against object of 1.0 mm size and above.


3.4

All doors, removable covers, gland plates and other openings shall be ga
sket all round the perimeter
with neoprene gaskets.


3.5

Switch gear shall be provided with an ISMC channel as a base frame. Minimum height

of the base frame
shall be of 2
00 mm.

The panel is to be installed above existing base frame at height of 200 mm.



3.6

All doors shall be supported by strong hinges of disappear
ing or internal type and braced in such a
manner as to ensure freedom from sagging, bending and general distortion of panel or hinged parts.


3.7

Switchboards shall be suitable for site conditi
ons as speci
fied in the Technical Data Sheet.


3.8

Switch gear shall be provided with neces
sary internal sheet metal barrier to form separate components
for buses/Indicating instruments/protective relays/control and power cable connection etc. Compartmen
t
for cable connection shall allow adequate space for cable pulling, termination and connection work with
energized switch gear. Suitable arc propagation barrier shall also be provided. Preferably independent
pressure release valves shall be provided for d
ifferent compartments. Terminal strips for outgoing control
cable connection should be accessible to facilitate working and testing with breaker in test/service
condition with the energized switchboard.


3.9

After isolation of the power and control connec
tion of a circuit, it shall be possible to safely carry out
main
tenance or a repair work in a compartment with the bus bars and adjacent circuits alive.


3.10

At a future date, it shall be possible to extend the switch gear in either direction. Ends of th
e bus bars
shall be suitably drilled for this purpose. Panels at the extreme ends shall have openings which shall be
covered with plate screw to the panel with necessary gaskets.



3.11

the inaccessibility of all live parts after the breaker is drawn out.


3.13

4.

SAFETY INTERLOCKS:



It shall not be possible to draw out the carriage with circuit breaker closed. The breaker feeder trolley
shall remain inside
the cubicle even in the `draw out' position. There shall be distinct overall door for the
breaker com
partment and it should be lockable. Suitable interlocks to prevent following faulty operations
shall be provided.


4.1

ing to the manufacturer

on the basis of unit rates available in the offer.


5.

ACCESSIBILITY:


5.1

Checking and removal of components shall be possible without disturbing adjacent components. All
components shall be easily accessible. It shall be possible to set all `measur
ing'
and `protective' relays
without de
-

energizing the switchboard. All mounted equipment shall have painted iden
tification labels at
the front & rear also. In addition to that identification numbers shall be painted on the panel wall to give
permanent identi
fication mark. Mounting of the relays for a particular breaker panel shall be limited to
that particular panel.



5.2

Unused CT secondary terminals must be short circuited and wired to the terminal block. All terminals
shall be shrouded with plastic co
vers to prevent accidental contact.


6.

BUS BAR ARRANGEMENT


6.1

The switchboard shall comprise 3 phase bus bars as indicated in the Technical Data Sheet or SLD
which shall extended through all units of the switch gear. All phase bus bars shall be of uniform
cross
section throughout the switch gear and shall be sized to carry continuously the current speci
fied in the
Technical Data Sheet or SLD. Bus bars shall be housed in a separate air insulated chamber and shall be
accessible for inspection only with speci
al tools. Wire guards/mesh shall be provided inside the sheet
steel enclo
sure to allow visual inspection of bus bars, CT's, PT's and cable terminations and to avoid
accidental touch when rear cover is removed.


6.2

Bus bars shall be made of electrolytic c
opper as indicated in the Technical Data Sheet or SLD and shall
be sleeved and joints shall be shrouded. Fiber glass/metal sheet with cast resin bushing partitions shall
be provided at every junction between two adjacent cubicles. All bus bar joints shall
be shrouded with
shrouds having sufficient insulation level suitable for nominal system voltage.

6.3

Bus bars shall be supported at regular intervals and both, bus bars and the supports shall be adequately
sized and braced to withstand the specified short

circuit level with
out permanent deformation. Dynamic
stresses shall be calcu
lated on the basis of the specified peak short circuit currents. All bus supports
shall be of non carbonizing material resistant to acids and alkalis and shall have non hygrosco
pic
characteristics such as SMC, DMC epoxy bonded fiber glass.


6.4

Thermal design of the bus bars shall be based on installa
tion of the switch gear in ventilated conditions.
The cool
ing air volume shall take into account only the bus enclo
sure.

6.5


Th
e maximum operating temperature of the bus bars at the maximum design temperature inside the
panel shall be as per IS: 1272 and IEC 298.


6.6

Bus bars shall be sleeved with colour coded type sleeve having insulation level suitable for nominal
system voltag
e. If the insulating sleeve is not colored bus bar shall be colour coded with colored bands
at suitable intervals.


6.7

All bus bars joints and bus tap joints shall be of the bolted type and shall be shrouded. Spring washers
shall be provided to ensure
good contact at the joint locations and suitable contact grease shall be
applied just before making a joint.


6.8

Positive/live terminal or bus bar shall be located at the top or on the left for vertical and horizontal layout
respec
tively.


6.9

Sequence

of Red, Yellow, Blue phases shall be left to right and top to bottom for horizontal and vertical
layout respec
tively.


7.

POWER CABLE CONNECTION:


7.1

The incoming and outgoing power cable connection shall be through PILC/XLPE/PVC cables of various
sizes as

indicated in the Technical Data Sheet or SLD. Ample space for connec
tion for these cables
shall be provided at the side/ rear of the switchboard. In order to avoid accidental contact in the cable
compartment while carrying out inspection by opening the b
ack cover, a removable expanded metal
barrier shall be provided in the cable compartment.


7.2


The cable entry of the switchboard shall be from the Top as required.


7.3

Cable lugs and the requisite bushes for sealing power cable entries shall be supplie
d along with the
switchboard.


7.4

`Cupal' washers shall be provided for copper bus bar to aluminum cable terminations.


7.5

The switchboard shall be supplied complete with supports for clamping outgoing and incoming cables.
Terminal blocks shall not be us
ed to support cables. The distance available between cable gland plate
and terminal lug shall not be less than 750 mm for switchgear up to 11 KV Cables.


7.6. 4

In case, cable termination cannot be accommodated in side the panel, a suitable box for mountin
g at the
rear side and at the bottom of panel shall be supplied. Earth strip shall also be brought to this box. In
lieu of this a dummy panel may be provided.


7.7

The individual switchgear panel shall have adequate space and terminal bus bar clearance fo
r
accommodating no. of cables as specified in Technical Data Sheet and SLD. The type of cable
termination units to be considered shall be heat shrinkable type.


8.

CONTROL WIRING AND TERMINALS:


8.1

Inside the cubicle the wiring for control, indication,
signaling, protection and instrument circuits shall be
done with PVC insulated stranded conductors. The insulation grade shall be 1.1 KV. The wiring shall
preferably be enclosed in plastic channels or neatly bunched together.

8.2

10% spare terminals shall

be provided on each terminal block. Conductors shall be terminated with
adequately sized compression type copper lugs for connection to equipment terminal block. Terminal
block shall be of Elmex / Connect well make. All auxiliary equipments terminals shal
l be made with
pressure type terminals. Sufficient terminals shall be provided on each terminal block to ensure that not
more than one outgoing wire is connected per terminal. Terminal strips shall preferably be separated
from power circuits by metal barri
ers or enclosures. All spares contacts of aux. relays, timers etc. shall
be wired up to the terminals.


8.3

Each wire shall be identified at both the ends by, correctly sized PVC ferrules. Shorting links shall be
provided for all CT terminals.


8.4

For CT
circuits 2.5 sq mm copper conductor shall be used. Other control wiring can be with 1.5 sq mm
copper conductors.


8.5

Control cables shall enter the switchgear from the bottom/ top. It shall be possible to have the control
cable entry from both the left an
d right side corners at the front portion of the switchgear without cutting
any standard part of for these cables are also included in the scope of supply of the switchboard. The
cable glands shall be compression type, supporting facilities shall be provid
ed for clamping the control
cables. All control cables shall be with 2.5 sq mm Cu stranded conductors.


8.6

All inter panel control wiring shall be done by the switch gear supplier. The inter panel wiring shall be
taken through PVC sleeves or suitable grom
mets. Multi pin plug shall be provided and should have
scraping earth terminal.


8.7

Control cable cutout and gland plate shall be provided preferably at the place where the power cable
cutout will be provided. Gland plate for the control cables shall

be sepa
rate from those provided for the
power cables.


9.

CONTROL AND INDICATION:



Breaker tripping device shall be operated on D.C. supply & closing device shall be operated on AC.
Supply. The rated D.C. voltage shall be as specified in the Technical Data

Sheet. The supply for breaker
opening, closing and indication devices shall be provided as under:


a)

One D.C. feeder shall be provided for each bus section. The Bus coupler panel may be fed from any of
the two supplies.


b)

One separate 240 V AC supply

shall be provided for space heater etc.



Mechanical indication for breaker positions such as ON, OFF, spring charged, test position/Service
position shall be provided. Various Electrical indications with colours are indicated below shall be
provided.

and earthing bolts shall be provided to ground cable Armour. Mating surfaces of all b
olted parts shall be
specifically zinc passivated to ensure continuity between them.


10.2

The material of the earth bus shall be copper or equivalent size of aluminum. The earth bus size shall be
minimum 180 mm2 copper up to short circuit withstands capac
ity of 31.5 KA and 300 mm2 above 31.5
KA.

10.3

All instruments, relays and other components shall be con
nected to earth bus bar by means of 650 V
grade PVC insulat
ed, stranded tinned copper conductor of 2.5 sq mm.


11.

LABELS AND NAMEPLATES:


11.1

A nameplate with the switchgear designation at the top of the central panel and separate nameplate
giving feeder details shall be provided at front and rear side of each panel.


11.2

Name plates shall be provided for each equipment (Lamps, PBs, Switches,
Relays, Auxiliary contactors,
etc.) mounted on the switchboard. Special warning plates shall be provided on all removable covers or
doors giving access to high voltage cables, bus bars. Special warning label shall be provided inside the
switchboard also, w
herever considered necessary. Identification tags shall be provided inside the panels
matching with those shown on the circuit diagram.


11.3

12.

SHEET STEEL TREATMENT
AND PAINT:


12.1

All metal surfaces shall be thoroughly cleaned and digressed to remove mill scale, rust, grease and dirt.
Fabricated structure shall be pickled and then rinsed to remove any trace of acid. The under surface
shall be prepared by applying a
coat of phosphate paint, and a coat of yellow zinc chromate’s primer.
The under surface shall be made free from all imperfections before undertaking the finishing coat.


12.2

After preparation of the under surface, the switchboard shall be spray painted wi
th two coats of final
paint. Colour shade of final paint shall be SIMENS GRAY as per IS: 5 unless otherwise specified. The
finished panels shall be dried in stowing ovens in dust
-
free atmosphere. Panel finish shall be free from
imperfections like pinholes,

orange peels, runoff, paint etc. The supplier shall furnish painting procedure
details along with the offer.


12.3

All unpainted steel parts shall be cadmium plated or suit
able treated to prevent rust corrosion. If these
parts are moving elements, then t
hese shall be greased.


13.

SPACE HEATERS:


13.1

Each vertical cubical shall be provided with space heater to prevent moisture condensation and maintain
required tempera
ture. The space heaters shall be located at the bottom of the switchboard and shall be
con

The switchboard shall be suitable to be installed on a base frame supplied in one piece along with
foundation bolts. These base channels shall be

addition, the switchboard shall have an additional base channel at the bottom with smooth surface.
Minimum height must be 300 mm.


15.

BREAKERS:


15.1

Vacuum circuit breaker shall be used in the switchboard. Exact type and rating shall be as indicated

in
the Techni
cal Data Sheet.


15.2

10% spare VCB bottles of each rating shall be supplied along with the switchboard.


15.3

Vacuum circuit breaker shall be designed with low switching over voltage level and long switching life.
The interrupter shall be
leak free with a target value of vacuum life as 25 years.



15.4

The breakers shall have at least 8 NO + 8 NC spare auxiliary contacts. If these are not available an
auxiliary contactor shall be used to multiply the auxiliary contacts of the breakers. All

auxiliary contacts
shall be wired to the terminal block. Auxiliary contacts and limit switches shall be in dust tight enclosures.


15.5

The breaker shall have motor operated spring charged mechan
ism. In addition to this, it shall be
possible to charge th
e springs manually, if required. In case the limit spring fails to cut out the spring
charging motor when the springs are fully charged the motor shall be automatically decoupled and
annunciation for this shall be provided. The control circuit shall be sui

acceptable for motor feeders. Complete motor assembly should have interchangeability with identical
rating of the breaker. Each motor breaker f
eeder shall be provided with an opera
tion counter.


15.8

All integral earthing system or separate earthing carriage be provided. After withdrawing the circuit
breaker, this can be inserted to facilitate earthing of the cables. Unit rate in the panel shall

be furnished.


16.

SWITCHBOARD COMPONENTS:


1.1

CURRENT TRANSFORMER:


Current transformers shall generally conform to IS: 2075. And of cast resin type and shall be mounted on
the switch
gear stationary part. The C.T. ratings shall be as shown in the Technical
Data Sheet or SLD.
For general guidance, the protective current transformers shall have an accuracy class `5P' and an
accuracy limit factor greater than `10'. Low reactance CT’s shall be used for protection. Current trans
-
formers for instruments shall have

an accuracy class 0.5 and an accuracy limit factor less than 5.0. If a
metering load is fed from a protection C.T., suitable 1/1 or 5/5 ratio interposing CT’s shall be used.


16.2

VOLTAGE TRANSFORMERS:


16.2.1

The voltage transformers shall be cast resin
and draw out type and provided with primary and secondary
fuses.


16.2.2

The draw out mechanism shall disconnect the bus bars and V.T. primary and secondary terminals shall
be earthed. The prim
ary connection shall be disconnected before the V.T. or its p
rimary fuses become
accessible.


16.2.3

The voltage transformers shall have an accuracy class 1.0 from 10% to 120% of normal voltage.

16.3

MEASURING INSTRUMENTS
:



All measuring and recording instruments shall be of square pattern 144 mm x 144 mm flush mounted
type. Instruments shall be provided wherever specified in the Technical Data Sheet or SLD. All auxiliary
eq
uipment such as shunts, trans
ducers CT’s, VT’s that are required shall be included in the supply of
switchboard.


16.3.1

AMMETERS, VOLTMETERS, KW METERS



These shall be of moving iron type. The accuracy class shall be 1.0 as per IS: 1248. The range shall

be
as indicated in the Technical Data Sheet or on the SLD. Ammeters for motor feeders shall have non
linear compressed scale at the end to indicate motor starting current.



The KW meter shall be suitable to measure unbalanced loads on a 3 phase 3 wire

system. The KW and
the voltmeter shall operate of a V.T. secondary of 110 volts.


16.3.2

RECORDING INSTRUMENTS
:



Unless stated otherwise these shall be of direct writing type with automatic chart by means of a
synchronous motor. The minimum chart length
shall be of 24 hours. The chart speed shall be 30
mm/hour.



16.3.3

TRIVECTO METERS: (DIGITAL)



The KWH meter shall be 144 mm x 144 mm square, flush mount
ed, preferably in a draw
-
out case. It
shall be suitable for operation on 3 phase 3 wire system.

FREQUENCY METERS:



These shall be direct reading or digital type square pattern 144 mm x 144 mm size, suitable for flush

able of carrying the maximum estimated current. In any case their rating must not
be less than 5A

TRIPPING RELAYS:

16.4.3

PROTECTIVE RELAYS:



All protective relays shall be back connected, draw
-
out type, suitable for flush mounting and fitted with
dust tight covers.
Alternatively, `plug in' type of relays will also be acceptable. The relay cases shall
have provision for inser
tion of test plug at the front for `testing' and calibra
tion' using an external power
supply, without disconnecting the permanent wiring. It sh
all be possible to short the CT's through the test
plugs. Non protection relays can be in fixed execution.



All relays shall preferably be mounted in front of the panel and shall be as specified in the Technical
Data Sheet or SLD. The cur rent and voltage

coils shall be rated as speci
fied.



All measuring relays shall have `built in' flags to indicate relay operation. It shall be possible to reset the
flag without opening the relay case. Anti fungus treatment shall be provided for all relays.


16.4.4

Red push buttons shall be on the left side and green push buttons on the right side. Push button ratings

The key shall be released from the push button in both `Released' and `Operated' positions and
operation of the push bu
tton shall be possible in the key release position. Push button knobs for
emergency stop push buttons shall be released to prevent accidental operation.


16.4.5

CONTROL SWITCHES:



All control switches shall be rotary, back connected type having a cam oper
ated contact mechanism.
Phosphor bronze contacts shall be used on the control switches. Unless otherwise stated, circuit breaker
control switches shall be 3 position spring returns to `neutral' from both `ON' and `OFF' positions. They
shall have `pistol gr
ip' handle. Number of ways, locking system, lost motion device if re
quired etc. Two
spare ways shall be provided on these switched.


Ammeter and Voltmeter selector switches shall have ` make before break' feature on its contacts. The
selector switch shall

generally have four positions, three for reading three phase currents and phase to
phase voltages respectively and the fourth as off position.



16.4.6

INDICATING LAMPS:



All indicating Lamps should be LED type.


16.4.7

CUBICLE LIGHTING:



Each cubicle
of switchgear shall be provided with interior lighting by means of a 20 W fluorescent tube
lighting fix
ture with ON

OFF switch. The lighting fixture shall be suitable for operation from a 240 V,

17.1

During fabrication, switchgear shall be subject to inspec
tion by Owner/Consultant or by an agency
auth
orized by the Owner. Manufacturer shall furnish all necessary information concerning the supply to
inspectors.

The client/ Consultant has right to witness the test carried out on all the equipment.


17.2

Tests shall be carried out at the manufacturers' wor
ks under his care and expense.



17.3

All routine tests as specified by the applicable standard code shall be conducted. Type test certificates
for the switchgear panel and CB from a recognized testing organiza
tion shall be furnished with the offer.
T
he supplier shall also submit a list of guaranteed technical particulars with the offer.


17.4

In addition specific tests shall be conducted to check mechanical and electrical operation and
switchboard wiring to this specification and approved schematic dr
awings.


17.5

These tests shall be provisionally conducted at manufactur
er's works by providing temporary connection
to switchgear units in order to simulate the actual conditions.


17.6

Shop tests shall be witnessed by an inspector of Owner / Consultant
or of an agency authorized by
owner.



Acceptance tests shall be as follows:

a)

A general visual check. This shall cover measurement of overall dimensions, location, number and type
of devices, terminal boxes, location and connection of terminals etc.




b)

Manual and electrical operation of CB/Relays shall be checked under the worst conditions of auxiliary
supply voltage.


c)

Dry insulation test with power frequency voltage shall be conducted for the main and auxiliary circuits.


d)

Insulation resis
tance of the main and auxiliary circuits shall be checked.


e)

Operation check shall be carried out for every control function as per the approved schematic diagrams
by manually stimulating the fault conditions and operation of control switches/relays etc.


f)

Preferably, relays shall be tested with secondary injection test equipment.



For equipment bought from other sub
-

suppliers certified test reports of tests carried out at the
manufacturer's works shall be submitted. Normally, all routine tests as sp
ecified in the relevant
standards shall be conducted by the sub
-

supplier at his works.


18.

DRAWINGS:


18.1

The manufacturer shall develop his own general arrangement and schematic drawing adding necessary
auxiliary devices, accessories, components particula
r to supplied equipments etc. which are required for
safe, convenient, efficient and proper operation of the HT switchgear.


18.2

Manufacturer shall submit for owner/consultant's approval the single line diagrams, general arrangement
drawings, flooring and

mounting detail drawings and schematic dia
grams.


18.3

Owner's/consultant's approval of GA drawings is required before the fabrication of the cubicle is started.
Approval of the schematic drawings is required before the manufactur
er proceeds with the
cubicle
wiring. The owner/consultant's approval as the manufacturer's drawings shall not relieve the
manufacturer of his responsibility for supplying equip
ment conforming with the relevant specifications
and stan
dards or for any other mistakes, errors or

omissions in drawings.


18.4

Once manufacturer's schematic diagrams have been finally approved by owner/consultant, the
manufacturer shall prepare wiring connection diagrams for each cubicle. These diagrams shall show any

18.5


The manufacturer shall submit all the drawings in four copies for owner/consultant's approval.


18.6

Manufacturer shall submit four prints and reproducible of schematic, GA and wiring diagrams in final.


19.

PACKING AND TRANSPORT:




The switchboard shall be shipped to site packed in wooden crates. They shall be wrapped with
polythene sheets before b
eing placed in crates to prevent damage to the finish. Crates shall have skid
bottom for handling.


20.

GUARANTEE:



The switchboard shall be guaranteed for trouble free opera
tion for a period of 12 months from the date of
commission
ing or 18 months from the

date of arrival at site, whichever is earlier. Any defects discovered
during this period shall be rectified free of charge.
