Geomatics: an important communication
tool for territories

Elected representatives understand the usefulness
of New Technologies thanks to Geoportals:

All villages are present on internet

Promotion of local (cultural and socio
-
economic)
inheritance at global level beyond linguistic barriers

Geographic information is a decision
-
making tool for
elected representatives regarding land management of
their territory

7

The INSPIRE directive: an opportunity
enhancing ressources sharing at regional level

Data interoperability is a requirement at local,
provincial, regional and interregional level.

There are a few skills at local and provincial level
able to implement the Directive

The region is the most adecuate level to share
skills

» network at regional level gathering
producers and users of geographic and spatial
information in order to :

Share skills

Group together to buy geographic data and referentials

Midi

Pyrenees is the largest region in France

In the heart of the European South
-
West, the Midi
Pyrenees region has a surface of 45 348 km
2
.

8 provinces, 3 021 towns and villages, the majority of
which is grouped in 210 associations of municipalities

A rather rural region but 75% of its inhabitants lives in
urban areas.

25

% of the population and 50

% of the professional
activity of the region are concentrated in the urban area
of Toulouse.

2 245 towns/ villages count less than 500 inhabitants.

2 855 792 inhabitants.

Approximately 3000 public organizations are users
and/or producers of geographic information in
Midi

The CRIGEOS workgroups

The workgroups produce on specific topics: guides, tutorials,
seminars, training sessions, specifications, etc.

They can constitute grouped purchases to obtain data or tools at
regional level

The CRIGEOS workgroups :

1.
Land register and urban planning

2.
Référentials, RGE, Adress and Orthophotomap

3.
Cataloging/ SDI

4.
Economic développement

5.
Roads, various networks

6.
TIC Infrastructures TIC and ADSL

7.
Satellite imagery and land occupation

INSPIRE CONFERENCE 2011 June 27th

Grouped purchases

The grouped purchases foster principally the production of
geographic data

By sharing human resources and costs

With the support of the ERDF

At regional level

Various ongoing grouped purchases:

Land register

Town
-
planning documents

Spatial imagery and soil occupation on a small scale

The CRIGES network

French network of 18
Regional Geographic Information Centres

The Gers CCI suggests to all interested french regions to create a work
group aiming at coordinating the regional platforms. This network
supports the development of the CRIGEOS and it aims at producing
common specifications for all the platforms.

The French Association for Geographic Information (AFIGEO) supports
the initiative of the Gers CCI regarding common specifications of
regional platforms: this initiative is strongly linked with the actions of
the AFIGEO

18 regions and various State services participate in the CRIGEs network
and in the organisation of an annual event regarding geographic
information in France: «

Rencontres des dynamiques régionales en
information géographique

»

In Europe, many regions have created Regional Geographical

Information Centres (RGIC) to buy together geographic data

and share relevant skills and qualifications, aiming at making

economies in the expenses

Objectives :

1.
To diffuse in Europe the INSPIRE good practices implemented within
the CRIGEs network (E Content Plus project )

2.
To evaluate at EU level future applications regarding the use of spatial
imagery for agriculture and environmant (GMES project )
