Dancing Queen

The

Queen’s Speech

included the announcement that the “
Government will continue with
legislation… to improve the water industry
.” Apparently, the Water Bill will reduce the impacts o
f
future droughts and is the "
best vehicle for taking measures to address the availability and
affordability of flood insurance
". There will also be bills on energy (much delayed) and infrastructure.
Liz signed off by saying that

climate change will be one

of the priorities when the UK assumes the
presidency of the G8 later this year.

Also in the Water Bill is a
proposed duty on Ofwat

to secure the resilience of the water industry,
which could incentivise (or require) companies to improve catchment area management, increase
cooperation and trading and make additional capital investment in storage and in
terconnections.

Knowing Me,
Knowing You

The
Government has published its
proposed approach

to the second round of the Adaptation
Reporting Power
.

The proposed voluntary approach means the

Government is not intending to issue
directions. Water companies will be able to provide “
progress reports which fit with their regulatory
timescales
” and may

‘sign post’ information
in Business Plans for the 2014 Price R
eview.

S.O.S.

A group of
senior climate change
academics

has produced an independent National Adaptation
Programme
(NAP)
for England. Seeking to influence the Government’s own
NAP
, due to be launched
later this year, the report identifies 12 priority actions, including increased water efficiency, water

company investment in supply side measures and longer term (beyond 25 years) water resource
management plans, which explicitly consider high
-
impact, low
-
probability scenarios.

Money, Money, Money

The Defra climate change
adaptation team

has been cut from 38 to 6 over the last three years. Of
course, this is not to diminish the importance of adaptation but, as a

Defra spokesperson said: "
How
we
adapt to any impacts of climate change has been embedded into every policy team in Defra
”.

Waterloo

Defra and DECC have launched a
consultation into EU action

on the environment and cl
imate
change.
Businesses and organisations are being asked for views on whether EU policies
in these areas
help or hinder their work. The 12 week consultation is part of a wider review known as the Balance of
Competences which was launched by the Foreign S
ecretary William Hague last July, part of the
Coalition commitment to examine the balance of power between the EU and the UK.

Meanwhile, Defra has launched
yet another consultation

on simplifying environmental rules and
regulations.

Arrival

Atmospheric emissions of

carbon dioxide have reached
400 parts per million

for the first time in
human history. T
his sparked the

UN
to
agree

a set of climate change policy measur
es in a bid to get a
new, universal climate accord by 2015 to limit global warming to two degrees.
The UN

also
highlighted the links between water and energy, stating that, as emissions
increase, ecosystems will
change with ‘perilous rapidity’ and that
freshwater sources will decrease as rivers and aquifers dry up.

Meanwhile, the UK government has

challenged Europe

to halve emissions
reduction by 2030 as part
of an ambitious global deal to tackle climate change in 2015.

Several UK examples feature in a
new book of climate adaptation

case studies across Europe. Using
the criteria ‘
we’ve taken a photo of it
’, the book aims to inspire and enthuse people responsible for
making adaptation happen.

New guidance
from

Institute for Environmental Management and Assessment

aims to help
environmental managers engage with senior colleagues on extreme weather resilience and climate
change adaptation.

The guidance provides advice on building a business case to
gain buy
-
in and
influence decision making on preparing for a changing climate
.

Super Trouper

The Environment Agency and Ofwat have
published a framework

to help water companies prepare a
drainage strategy. The framework will aid adaptation to climate change and is based on six principles,
including working in partnership, managing uncertainty and the need to be innovative and sustainable.

held a ‘
knowledge debate
’ to explore
the social,
economic and environmental challenges posed by extremes of water

include

incentives for the industry to ‘do the right thing’

urces.

Those maternal bureaucrats at the

European Commission

are

consulting on a

proposed a new
Directive
that would
requir
e

larger
companies

to disclose non
-
financial and diversity information in
annual reports
. It could mean that

companies with over 500 employees have to publish information on
climate change and the environment transparently and consistently
.
