Evaluating the progress of implementing the principles stated in the Convention on Biological

The Special Conference on Biodiversity,

Aware of the fact that the
Convention on Biological Diversity is considered to be the most exclusive
convention regarding biodiversity and ensuring our sustainable use on it,

Emphasizing the three main goals that have been proposed by the convention which are the
conservation of bio
logical diversity , sustainable use of its components, fair and equitable sharing of
benefits arising from genetic resources,

Pointing out that the Parties of the Convention on Biological Diversity committed themselves “to
achieve by 2010 a significant red
uction of the current rate of biodiversity loss at the global, regio9nal
and national level as a contribution to poverty alleviation and to the benefit of all life on Earth”,

Keeping in mind the Cartagena Protocol on Biosafety and its proposal to seek to p
rotect biological
diversity from the potential risks posed by living modified organisms resulting from modern

Deeply concerned with the ongoing species loss, being increased by a 12 per cent,

Noting that implementation of the Convention in d
eveloping countries must be sustained,

Recognizing the ongoing projects that are being developed by the Global Environment Facility(GEF)
under the umbrella of the United Nations Environmental Programme (UNEP) and the United Nations
Development Programme(U
NDP) and World Bank,

Congraluating GEF for disbursing over $1.6 billion for biodiversity activities,

s the importance of the strategies that are being proposed by each Member State to be
implied in the most comprehensive
matter and in across all

sectors of public policy by,

a. increasing

the political priority on biodiversity by the help of each countries related ministry and head
of ministry,

b.adopting binding legislation concerning the issue, protocols of the convention and implementing them
n every matter,

c.raising public awareness by initiating a project that will be called Mobile Awareness which will,

i.include volunteer
experts, academics

who will be travelling around Member States in adequate
vehicles which will be provided by World Ban

ii,aim to raise awareness in urban and sub urban areas by distributing brochures booklets ,hand outs
,organizing panels and conferences, publishing books in UN affiliated centres,

iii.intent to promote awareness in the youth by organizing an anuual glob
al essay contest on the matter
of exctinction of species to attract attention to the importance of biodiversity < for children of any age in
urban and sub
urban areas,


for an initial ten years, which may be extended fif seen necessary by the CBD,

v. be financed by World Bank and private donations


that the r
atified states and the board for
m a database, since the secretariat is restricted to
facilitate the Ex change of information, which will.

a. contain information on each states curre
nt situation on biodiversity and the steps that are being
taken to alleviate the ongoing conditions,

b. be updated annually,

c. which will be provided by each

related ministry or branch of ministry,

d. be shared among other states which are a pa
rt of the Convention on Biological Diversity<

3. Proposes that the restriction on the secretariat concerning the matter of organizing

abolished and that new legislati
ons be adopted by the board in order to have more freedom to facilitate
gs when in need.


Member states to use co=operation among the countries that share borders in order to fulfill
more sustainable goals regarding the matter since border countries are in need to take action
correlatively to reduce the loss of biodi


that the funds which are adopted by the convention involve,

a. a wide range of representatives of international protocols,

b. an increasing amount of related environmental NGOs,

c. the world wide research community


all Member states to ratify the Convention if not already ratified and to become a party of the
protocol if ratified,


members to implement the decisions either through protocols to the convention or national
