Updates



Mike Wanous

updated the committee on SWCD activities.


Due to the wet May (15.5”
rainfall), staff have been answering many phone calls about water problems, erosion
issues, wet basements, etc
.
In addition, staff has been visiting landowners, seeing if
they are intere
sted in available BMPs. Staff are visiting construction sites for erosion
control too. The sod f
arm wetland re
storation is full of water and wildlife and

w
e have a
summer intern, free from MN conservation core that started today.



Madeline updated the committee on education activities.

Madeline presented about
water quality and macro
-
invertebrates at the DNR fishing program for 4
th

graders in
Waconia as part of the
Governor’s

Fishing Opener. In addition, the CCWMO hosted a site
at
the Community Picnic with a Putt Putt for Water Quality game. The
AIS video
contest
has concluded. Four entries were received and winners chosen. Entries can be viewed
on our CCWMO website.

updated the committee on TMDL and Grant activities
.



The
Turbidity TMDL

was
contested with a petition
which we resolved so it should be going to the EPA for final
approval.

It was getting wrapped up with the Mississippi and MN River Turbidity TMDLs.
The Benton Lake TMDL is again stuck

at the MPCA.
For grants, t
he sedimentation pond
on the north side
of Re
itz Lake
should be going in next week.
Four

shoreline restoration
projects
also occurring on Reitz. CCWMO gave New Germany

$
20,000 grant for their
road reconstruction project.



Paul updated the committee on Administrative activities
.

The
WMO levy follows the
same recommendations
as the general budget and will be flat and almost identical for
2013.
All 5 Commissioners who represent the WMO are up for re
-
election so there could
be changes in the next 5 months. AIS insp
ectors have begun and w
ill continue through
the summers.

Discussion & Action Items



Project Recommendations: In 2007, the committee recommended a project ranking
process which
staff has

since followed. The system needs some changes (ex. putting
more emphasis on pollutant reduction). Tonight, Paul reviewed three parts, 1) 2012
project recommendations, 2) new projects recommended for funding with existing
CCWMO funds and 3) new projects re
commended for funding in the 2013 levy.

Paul
explained that the attached spreadsheet is how we rank projects and how we came up
with the project list.

o

1) Paul reviewed the 2012 projects. The committee discussed in length the
projects of the Wetland Restora
tion (Crane Creek which is moving forward and
the New Germany Wetland Restoration (Crane Creek) which finally got all
landowners approvals.

Just review, no recommendation.

o

2) Paul reviewed the new projects. The committee had good discussion on the
East C
reek Carp Control Feasibility Study, Miller Lake Sedimentation Detention,
and Swede Lake Total Phosphorus Study. The question arose as to whether the
last three projects involving Stormwater Retrofit’s was a good use of CCWMO
funds or whether they edged in
to
city
stormwater maintenance responsibilities.

o

3) Paul reviewed the list of new projects for the 2013 CCWMO levy which
included the Benton Lake Fish Barrier, Wetland Restoration Feasibility Study,
2013 SSTS Direct Discharge Incentives, and Grant Matches
.

o

A motion was made to approve the project recommendations listed in each
category. Motion seconded and carried.



Water Rules

o

Staff received comments from Bolton Menk, City of Victoria, Stantek Inc. and a
few written comments at our stormwater workshop in

Feb. Staff are proposing to
bring those to our technical committee on Friday morning (comments and
responses). Next steps are to review comments and proposed changes and hold
a public hearing on June 26
th
, 2012. Paul reviewed some of the comments
receive
d.



Tour

o

The WENR tour is scheduled for July 24
th
. Madeline presented the committee
with the option of a boat tour, bus tour or combination of both. The boat tour
would be more of a workshop than a tour of potential and existing project, while
a bus tour w
ould focus on projects again.
