This solicitation is open to consultants who are
not

on the WisD
OT’s Roster of Eligible Consultants as well as
to those who are.


Project purpose and need

The Southeast Region is responsible for performing verification and acceptance testing for all of the contracts
within the Region that contain
Portland Cement Concre
te (PCC)

bid items. This would
apply to Quality
Management Program PCC cylinders, Non
-
QMP PCC cylinders, Maturity Verification cylinders, and special
concrete cylinders. With
limited resources, the
SE Region
is looking for additional certified staff

and
Laboratory Testing Facilities.

This contract would be for projects included in the Southeast Freeways program
including the IH 94 North
-
South corridor,
Zoo Interchange

and Hoan Bridge.



Project description

The vendor will provide compression testing for P
ortland Cement Concrete (PCC) cylinders
. The

testing will
be done at vendor’s facility, which is qualified under the requirements of WisDOT Laboratory Qualifi
c
ation
Program.

All personnel involved under this contract must be certified as a PCC


Strength

Tester under the
Highway Technician Certification Program (HTCP)

through the University of Wisconsin


Platteville.



The assignment duration is between March 1, 2013 and
March 1, 2014
.

The estimated annual quantity of this
contract is 1200 cylinders.

Instructions for consultants
:


1.

Download and save the solicitation scope of service narrative and its own Notice of Interest Questionnaire (NOI)
file of interest to
your computer. Rename the file according to the ESubmit convention outlined on the extranet at:

2.

Complete the NOI port
ion,
to a maximum of 8 pages
, adhering to these guidelines:

a.

All files must be in MS Word or Adobe PDF format. No files other than the NOI will be considered.

b.

Submit only one NOI per firm. Firms with multiple locations and/or parent companies may not subm
it
more than one NOI.

c.

Additional comments may be added in narrative form after the tables in each question.

d.

General formatting:

i.

Do not add colors in the tables or to special fonts.

ii.

Limit font bolding to highlight only the most important words. Do not bold

questions.

iii.

Use the Arial font, sized between 9

12 only. Only table labels should be font size 8.

iv.

Using bullets within tables is allowed.

v.

Limited table column size changing is allowed, but expanding tables is not.

vi.

Deleting unneeded tables from the default

form is allowed. Do not delete any questions.

Concrete (PCC) Cylinders


This service is to
include the following:



1). Furnish concrete cylinder molds.


2). Furnish cylinder mold covers or plastic bags for field curing.


3). Furnish forms for recording pertinent cylinder data


4). Pick

up the PCC cylinders from the field locations or design
ated sites


5). Transport the PCC cylinders to the curing and testing facility


6). Cure the PCC cylinders


7). Compression testing of the PCC cylinders


8). Record and report all required cylinder test data


9). Disposal of the tested PCC cylinder d
ebris


The services listed above will apply to Quality Management Program PCC cylinder ( Verification,
Quality Assurance, Companion Cylinders, etc.), Non
-
QMP PCC cylinder (Project control, Acceptance,
etc.), Maturity Verification cylinders, and specialty c
oncrete cylinders. Tie specialty concrete PCC
cylinders shall include but are not limited to, cellular concrete, shotcrete facing, lightweight concrete,
lightweight foamed concrete fill, fly ash, and slurry backfill concrete
.



Cylinder Molds


The vendor
shall provide standard 6
-
inch by 12
-
inch cylinder molds meeting the requirements of
AASHTO M205. The molds shall also meet the approval of WisDOT. The molds, caps, or covers, and
data sheets shall be delivered by the vendor, to the various construction si
tes located in the WisDot
Southeast Region when requested by WisDot project staff. Molds, covers, or caps, and data sheets
shall be delivered to the Waukesha SE Region Office or the WisDot West Allis Materials Testing Lab
when requested by the WisDot SE R
egion Materials

Section staff.



Notification and Collection


The PCC cylinders shall be collected from the various construction sites located in the Southeast
Region geographic area. This area would include the counties of Milwaukee, Waukesha, Kenosha,
O
zaukee, Racine, Walworth and Washington Cylinder pick
-
up may occur in surrounding counties if a
project’s field office is located there. WisDot reserves the right t deliver PCC cylinders to the testing
agency’s laboratory in special cases. The test cylin
ders shall be picked
-
up from the Southeast
Region’s construction sites within
48 hours

after notification by a WisDot project manager or WisDot
project representative. Blank data sheets shall be provided with all molds furnished to WisDot. The
data sheet
shall provide space for the entry or pertinent cylinder information. This information shall
include the PCC composition and the date when the cylinders were cast. There shall be no additional
compensation for any cylinder picked
-
up or compression tested
on weelends or holidays. The vendor
shall provide an answering system for cylinder pick
-
up requests made after normal business/office
hours.

Handling and Transportation of the PCC cylinders


During collectio
n and transportation of the PCC cylinders to t
he curing and testing facility, they shall be
handled in an appropriate manner to eliminate injury and minimize any unnecessary physical shock or
jarring. The PCC cylinders shall be transported in a manner that prevents freezing, maintains a
temperature a
s close to the required curing temperature as possible and prevents any type of moisture
loss. The method of transport to the curing and testing facility shall be reviewed and approved by the
WisDot.



Curing of Test PCC cylinders


Upon arrival at the cur
ing and testing facility, the PCC cylinders shall be stored, treated and cured in
the manner prescribed by AASHTO M201. In special cases requiring the field curing of PCC cylinders,
the cure methods shall conform to the requirements of AASHTO T23.



Comp
ression Testing of Concrete PCC cylinders


Capping of PCC cylinders shall be in accordance with AASHTO T231 (WisDOT Modified) and
compression testing of the PCC cylinders shall be in accordance with AASHTO T22. The compression
cylinder testing machine sha
ll automatically record the specimen number, date, time, the rate of
loading and the maximum load strength of each test cylinder. Each cylinder shall be tested to failure.
A printout of the information noted above shall be produced for every cylinder te
sted. The cylinder
printout data shall ne kept on file by the vendor for a period of 3 years and furnished to the WisDOT
within 7 calendar days if requested.


Concrete Maturity Testing will be utilized on SE Region construction projects. Maturity Verific
ation PCC
cylinders will be utilized to validate Quality Control Maturity Curves. This work will require compression
testing at specified curing time intervals. Test times will need to be coordinated with Verification testing
staff to insure the verifica
tion strength tests are performed throughout the day. The vendor shall
provide testing staff to perform compression testing at all hours of the day, on a limited basis. This
testing frequency is predictable and the vendor shall coordinate this effort with

WisDOT or a WisDOT
project representative.



Reporting and Entering Compression Cylinder Data


Upon testing of the PCC cylinders, the compression values shall be made immediately available to
WisDOT. Within 24 hours after the completion of the testing,

the compression values and related
cylinder data shall ne entered into the WisDOT “Materials Information Tracking System”(MITS). The
vendor is responsible for all data entry. WisDOT will require the vendor to supply the necessary
compatible computer, op
erating system, modem, phone line, internet access and any other relevant
peripherals as may be required to enter the cylinder data. The vendor will be responsible for any
maintenance, upkeep or costs that are are involved in its data entry operation. Wi
sDOT will provide the
necessary training, programming support and communication software. A copy of all field submitted
cylinder data sheets shall be forwarded weekly to the WisDOT Southeast Region’s Material Section
located in Waukesha, Wisconsin.

Prior to award of the contract, WisDOT shall in
spect the curing and testing facility. Vendors, whose
facility are found not to comply with the AASHTO/ASTM specifications noted above or the Wisconsin
Laboratory Qualification Program

requirements, will not be awarded the contract.WisDOT reserves the
right to review all testing procedures and inspect the facility’s curing and testing areas throughout the
duration of the contract.
