What are the

experiences, successes, challenges, and lessons
learnt in mobilizing adaptation knowledge in Africa

At the beginning 6/7 years ago, ANEJ had decided that the main objective is to sensitize
policy makers. Why?

Democracy is still in its infancy in the African continent and therefore the chances of the
street curb environmental policy are very meager. In contrast, when a president or a prime
minister publicly expressed especially to journalists, his support for a measure for
adaptation, for example, there are many more chances to see this will be reflected on the
ground reality.

Media should use their power to decision
-
makers. All our past activities, seminars,
conferences, when they were opened by the Heads of states are often an opportunity for
the host country to boast to journalists their environmental policy.

Our advocacy did not stop to African leaders. We also raise awareness decision makers in
the international community about the vulnerability of Africa. Thus, in several of our
meetings we invited opinion leaders in the world known for activism anti
-
global warming.

This is the case for example of Al Gore who sent us Message for our conference in Bamako
in 2008. This is also the case of the President of the European Commission Manuel Barroso
and the Environment Commissioner of the European Union. They have both sent video
messages to our conference in Brazzaville preparing Rio +20.

What is missing from the current platforms actions?

Two essential things

1. Communication gap due to lack of visibility,

2. Lack of exchange and coordination between different platforms

There is indeed a real deficit of visibility for the actions of the platforms. We must publicize the actions. It is
not enough to do actions for adaptation. It is necessary to inform the target groups the actions performed.
For better ownership. And must use all communication media. Not only traditional media such as radio, TVs,
newspapers etc. .. But often traditional media: social activities, theaters, schools, sporting events, religious
sermons (churches, mosques) etc ...

Many people think that having a website is enough to communicate. It should rather focus on the mass
media.

On the second point, I think there is a lack of coordination. There are many platforms, but each working in
isolation. A certain uniformity in the action would be much more effective. It would be good to share
knowledge platforms for an upgrade.

Which opportunities

and follow
-
up actions can you
propose for strengthening synergies and collaboration
between the adaptation knowledge initiatives in Africa

Networked media may well strengthen synergies and collaboration. The «

plus

», the
benefit of media network compared to other networks is its ubiquity. That mean, its
ability to mobilize almost in real time, audiences large and homogeneous, scattered
over distant lands each other. Omnipresent and omnipotent, a network media is even
more effective if accompagnied by a thematic Observatory

In this context, this also allows us to approve the idea of structuring the platforms of
knowledge in the thematics area. Like Adaptation financing, Knowledge and policy
support, research and scientific assessments?

Certainly the idea of structuring will facilitate communication and implementation.
This was the question number 3.

How can these platforms jointly work to help

in
formulating/updating national frameworks for Climate
Change adaptation policies and implementation plans in
the region

Create a network of platforms or network of networks with a mission to develop
a mechanism for the exchange and sharing of information.

This structure must be able to coordinate and upgrade for better synergy and to
better help national frameworks for climate change adaptation policies and
implementation plans in the regions.

It is for at last unite all these energies dispersed for better unity of action.
