7. Brief biography or biographies (Brief background in the case of an institute or
an organization

The Institute of Geographic Sciences and Natural Resources Research (IGSNRR),
Chinese Academy of Sciences (CAS) was established in 1999 through a merger of
two former CAS institutes: The Institute of Geography (IOG) and The Commission
for Integrated Survey of Natural Resources (CISNAR). The former was established in
1940 and the lat
ter in 1956. Both institutes had a long history of distinguished
engagement in and contribution to the development of geography and natural
resources inventory and research. The merge is part of overall effort by the Academy
in establishing a national plat
form for knowledge innovation. After the hard work of
administrative teams and its members the new institute not only inherits the glory and
success of its predecessors, but also successfully integrates the research agendas and
styles of both organizations
. It is now well
suited to meet China’s scientific, economic
and social needs in the 21st century.

IGSNRR currently gives high priority to research
focused on physical geography and global change, human geography and regional
development, natural resources and environmental security, geo
mechanism and system simulation, water cycle and relat
ed land surface processes,
ecosystem network observation and modeling, and agricultural policies.

Agrobiodiversity is the result of the interaction among the environment, genetic
resources and management systems and practices which used by culturally diverse
peoples. It has not only formed the basis for human food production systems, but also
has provi
ded cultural, spiritual, religious, and aesthetic value for human societies. Due
to the increasing huge population and the great shift from traditional agriculture to
modern intensive agriculture, there is a rapid loss of agrobiodiversity. For thousands

years, a rich diversity of genes, crops, livestock and other associated species and
landscapes have been successfully managed under the traditional farming
system. In 2002, FAO started an initiative for the dynamic conservation of Globally
Agricultural Heritage systems (GIAHS). These systems have resulted not
only in outstanding landscapes, maintenance and adaptation of globally significant
agricultural biodiversity, indigenous knowledge systems and resilient ecosystems, but
above all these,

in the sustained provision of multiple goods and services, food and
livelihood security for millions of poor and small farmers.
China is one of the
pioneeering countries who joined FAO in this important global initiativ, supported

the Global Environmen
tal Facility (

other partners.

Since its inception,
twenty five GIAHS
sites a
re designated, eight (8)
of them are in China. Prof.MIN
Qingwen has been
the main person
in this
initiative since 20
devoting time,
knowledge and untiringly supporting
the advocacy for the dynamic conservation of
China’s agricultural heritage systems.

During the

eight years

Min and his

research team

has promoted and
continuously advocate



through trainings, research and
externsion, symposia,

forums and GIAHS Fairs.
The GIAHS concept,

from “nobody
knows” to “a rising star” among world heritage sites in Chi
na and is attracting
attention from
governments, the public and the media. The pilot
GIAHS site

has served as a showcase of GIAHS and has made the studies on
agricultural heritage

s an emerging field of inquiry in China.

Because of this
scientific and development work, it has mainstreamed the GIAHS concept in the
national agenda of the Ministr
y of Agriculture (MOA) through the “Nationally
Important Agricultural Heritage Systems (NIAHS)” policy. The NIAHS policy is
aimed to identify, conserve and preserve agricultural heritage

and thereby promoting
the national goal of the Peoples Republic of Ch
ina “ecological civilisation and
beautifulm China”.
The excellent work and the impact of the institute and Prof Min

can also be seen in the
number of publications, forums and media
releases regarding
agricultural heritage.

The establishment of new research


about agricultural
, governmental organizations and farmers’ groups are direct outcomes of the
. The promulgation and enforcement of some local regulations on
traditional agricultural systems are crucial for further institu
tionalizing and
mainstreaming the conservation and development

and preservation culture in
in China.

The GIAHS impact in China has inspired the neighbouring
countries in the region and the Peoples Republic of China through MOA would like to
est and contribute to the protection of the world agricultural heritage and the
sustainable development of agriculture and useful exploration of protection and
sustainble utilisation of genetic resources for food and agriculture.

In addition to this, a

number of journal articles
using the term “
” has

increased from 3 articles in 1992 to 140 articles in 2013, showing steady increase of
academic interest. At the same time, several PhD and Master of Prof.MIN Qingwen
focus their thesis on the fields of GIAHS, especially agricultural diversity
, tourism development, multi
function and evaluation of agriculture,
traditional agricultural knowledge, etc. These would be very helpful for the GIAHS
conservation and management. The international academic cooperation also would
contribute much to the sc
ientific research with combination of east and west view
points. A China
Belgium exchange programme produced a master thesis on heritage
conservation taking the GIAHS pilot site in China as a case, added some new points
from Europe and opened a new door fo
r the international academic collaboration on
GIAHS project.

Public Recognition and Awareness

Much attention was paid to the recognition of the GIAHS in China and even in
the world since it is quite new concept. And because of Prof.MIN’s publicity, a
number of conferences/workshops/forums were held to collect suggestions on GIAHS
dynamic conservati
on and adaptive management in China. All these efforts are of
great help on the RFC conservation and raised the awareness of GIAHS and got much
attention in both scientific area and public. Not only are the scholars on agriculture,
ecology, cultural herita
ge, history, culture attracted, but also those are on sociology,
economics, tourism, ethnology, anthropology, etc.

In order to promote the knowledge and understanding of GIAHS, lots of training
courses were designed and Prof.MIN went to lots of GIAHS pilot
s sites to train the
local governors and farmers about GIAHS and its dynamic conservation by himself.
The achievements are prominent: (i) Qingtian’s Medium

and Long
Development Plan paid much attention to the rice
fish agricultural production and
ture conservation; (ii) Local government issued a temporary legislation to promote
RFC conservation and development; (iii) A niche market of field fish was established
and many local farmers obtained much higher profits from RFC system than
conventional ri
ce paddy practice. On the other hand, several television stations, such
News, Hong Kong Cable TV and local television
stations, reported on the agricultural heritage systems. CCTV
7 filmed the
documentary series on the Agricultural
Heritage Systems in China and DVD copies
were made for wider dissemination. In June, 2010 (China’s National Cultural Heritage
Day is in the second Saturday of every June), the documentary series on the
Agricultural Heritage Systems in China were played in
7 (Agricultural
Channel) and in 2013, the documentary series on the Agricultural Heritage Systems II
were also obtained widly appreciation from the public. Wannian became the
beginning of The Rice Road, shot by NHK; Rice
Fish Means Good Harvest
came one of the special feature films of
To Find Dragon Cultures

of Hong Kong
Cable TV. These media presentations will greatly increase the impacts of the Chinese
experiences in agricultural heritage conservation abroad.

Several foreign media also carried

a report on the agricultural heritage systems.
For instance, the BBC television station had mentioned the “Rice
fish System” in
Qingtian County of China when they screened documentary film
Wild Chin
, and they
thought this was a special mode of production
being different from the modern ways
which was the typical example between man and nature in harmony. Hong Kong
Cable TV had described the Rice
fish agricultural practice in Qingtian County,
Zhejiang province in detail, and they vividly manifested the Rice
fish system
principle and the main technical part. In this way, the local farmers were greatly
motivated to conserve the traditional farming systems.

Major newspapers, such as “People's Daily”, “People's Daily Overseas Edition”,
“Guangming Daily”, “Scien
ce and Technology Daily”, “Science Times”, “Economic
Daily”, “SouthWeekend” and other local newspapers all reported on the agricultural
heritage systems. The “Ming Bao Weekly” and “Wen Hui Bao” in Hong Kong had
specially reported on the traditional agricul
ture in agricultural heritage systems pilots
and Qingtian County. In 2013, Farmers’ Daily open the GIAHS special column for
Prof.MIN Qingwen to advertise the implementation of GIAHS in China and in the

Demonstration and Extension

Guided by FAO and M
inistry of Agriculture of PRC, CNACH, Qingtian People’s
Government and Qingtian Bureau of Agriculture have made much effort to encourage
and promote local farmers to participate to the conservation so as to search the
dynamic conservation and adaptive mana
gement approaches. For example, they
provided the techniques needed, made out the planting and feeding standards,
supported the demonstration households, developed the Yujiale (Happy Fishing) in
Longxian Village, designated the village of GIAHS, and enlarg
ed the rice and fish
product market. A typical farm household grew up under the support and became the
demonstration household in Longxian Village. The income of this family increased
significantly as they produced GIAHS
labeled dried fish and host tourism

in the name
of GIAHS. Other farmers also cherished their traditional agricultural practices and
culture and tried to participate in the process and improve their life quality after they
saw the dream of a life like the one given in the demonstration. Apar
t from this,
tourism developed at the GIAHS site and the eco
labeled or organic food market is in
the preparation. GIAHS brought significant economic benefits, social benefits and
environmental benefits as well. The training and popularization of GIAHS dre
w the
attention of governors and farmers of other places who believed they also own
significant traditional agricultural systems. They eagerly showed their desire to be
named as the GIAHS pilot site.

After Prof.MIN’s several years hard work, MOA of China
has already started the
selection of nationally important agricultural heritage systems (NIAHS) since 2012.
The NAIHS definition, criteria and procedure for NIAHS designation were made with
the efforts of MOA and Prof.MIN Qingwen. In 2013, the first ninete
en NIAHS were
selected and China became the first country which started the national agricultural
heritage systems selection.

On the 16th July, 2013, Prof.MIN Qingwen obtained the “GIAHS Special Award
of Merit” by FAO, and FAO highly praised Prof.MIN’s mo
re than ten years hard work
without enough financial support and highly attention at the beginning of the project.
FAO and MOA of China all expressed their thanks to Prof. MIN Qingwen. Prof.MIN
Qingwen become the first person who got so excellent merit.

Agricultural biodiversity and GIAHS conservation

The dynamic conservation of GIAHS
required huge
to undertake research
investigation, preservation and utilization of agricultural biodivertiy.

As for farmer’s varieties (also known as landraces), whi
ch represent high levels
of genetic diversity and are the focus of most agricultural genetic resources
conservation efforts, are the one of core contents of GIAHS pilot sites. During the
eight years work on GIAHS, not only traditional crop genetic resource
s are protected,
but also fish, duck, tea, grape and Chinese Torreya are conserved and developed

Secondly, the integrated farming systems of cultivation, fishery, forestry and
husbandry play an important role in biodiversity conservation. Thes
e systems can be
found in different types: homegarden, represented by one of the GIAHS sites in China
so called Xuanhua Traditional Vineyards System; agro
forestry system, such as Pu’er
Traditional Tea Agrosystem and Kuaijishan Ancient Chinese Torreya, oth
er two sites
of GIAHS in China.

Thirdly, from the aspect of landscape, most GIAHS sites emphasize the diverse
temporalspatial structures of different agricultural systems which result in high
biodiversity. Hani terrace, which was recognized as world herit
age by UNESCO in
2013, is famous for its spatial structures: forests, villages, terraces and rives vertically
distribute in the mountain, and consisted by a large variety of natural aquatic animals
and plants, crops, vegetables, wild woody plants and herbs
, fungi, insects.

Through scentific research, Prof. MIN Qingwen and his group assessed the state
of agricultural biodiversity and its ecosystem services of the GIAHS sites, provided
the scentific foundation for biodiversity conservation. Besides, a series

of technology
training were organized by Prof. MIN Qingwen, which improved and diffused the
integrated farming systems. Furthermore, public education rises farmers awarness and
encourages them to develop sustainable approach of agriculture biodiversity
ilization to make a better livelihood.
